Deconstructing liberal peacebuilding: lessons from the Western Balkans

AB  - The paper contributes to the deconstruction of the liberal peacebuilding concept, particularly its main components of failed state and statebuilding, through the analysis of two internationally-backed statehood projects in the Western Balkans: Bosnia and Herzegovina and Kosovo. The authors analyse critical peacebuilding literature on these two cases to provide arguments for abandoning the failed state and state-building ideas as overly biassed and ideologically based. Instead, they suggest reintroducing the conceptualisation of state-making as a more suitable framework for understanding the post-war context and dynamics in the Western Balkans. Based on that premise, the authors conclude that the cases of Bosnia and Herzegovina and Kosovo should be approached from a broader historical and geographical perspective and call for the decentralisation of the "Westphalian state" and the reinstatement of the longue durée perspective in state-formation research, as well as the depathologisation of the subjects of that research.
AB  - Tekst predstavlja doprinos dekonstrukciji koncepta
liberalne izgradnje mira, posebno njegovih glavnih činilaca: neuspele
države i izgradnje države, kroz analizu dva međunarodno podržana
državna projekta na Zapadnom Balkanu: Bosne i Hercegovine i Kosova.
Autori analiziraju kritičku literaturu o izgradnji mira posvećenu ovim
dvama slučajevima kako bi ponudili argumente za napuštanje koncepata
neuspele države i izgradnje države, zbog njihove preterane
pristrasnosti i ideološke zasnovanosti. Umesto toga, oni predlažu
vraćanje konceptu stvaranja države kao primerenijem teorijskom okviru
za razumevanje posleratnog konteksta i dinamike na Zapadnom Balkanu.
Polazeći od te pretpostavke, autori zaključuju da bi slučajevima Bosne i
Hercegovine i Kosova trebalo pristupati iz šire istorijske i
geografske perspektive i pozivaju na decentralizaciju ideje “vestfalske
države”, vraćanje longue durée perspektivi u istraživanju stvaranja
država, kao i na depatologizaciju predmeta tog istraživanja.

AB  - Cilj ovog rada je da ukaže na prostor izučavanja fenomena nacionalnog
populizma iz perspektive nauke o međunarodnim odnosima i da pruži doprinos u vidu
interpretacije zašto je do pojave nacionalnog populizma u Evropskoj uniji (EU) i SAD
došlo nakon 2014. godine. Pojavom nacionalnog populizma u SAD i zemljama EU
uzdrman je opstanak liberalno-demokratskog paradoksa. Postoji veliki broj naučnih
objašnjenja koja pretenduju da razumeju kako je do ovoga došlo, a ta objašnjenja autor
svodi na kulturne, ekonomske i političke argumente, kao i argumente ljudske prirode i
dugoročne logike modernizma. Međutim, ostavljen je prostor da se odgovori zašto je
do pojave nacionalnog populizma došlo baš 2014. godine i to istovremeno u državama
EU i SAD. Autor iz relacionističke perspektive nauke o međunarodnim odnosima tvrdi
da je do promene na međunarodnom planu došlo zbog delovanja procesa koji oblikuju
ljudsku svakodnevicu. Potvrda ovakve teze zahteva interdisciplinarni pregled postojeće
literature relacionizma u međunarodnim odnosima, svakodnevnog nacionalizma, potom
literature koja se bavi uticajima algoritamske moći na strukturu ljudskog prisustva na
internetu, i postojećih radova koji ukazuju na to da je izvor snage nacionalnog
populizma, kako umerenog tako i ekstremnog, upravo svakodnevno prisustvo na
internetu. Dokazivanjem teze, autor ukazuje na značaj izučavanja procesa kako bi se
razumeli događaji i promena u međunarodnim odnosima nakon 2014. godine.
AB  - The paper points out that there is a way to comprehend the phenomenon of
national populism from the perspective of the international relations discipline.
Additionally, to provide an interpretation of why national populism occurred in the
United States and the European Union after 2014. The emergence of national populism
in the United States and the European Union countries has endangered the survival of
the liberal-democratic paradox. There are numerous scientific explanations attempting
to explain how this phenomenon came about. In this paper, I will reduce these
explanations to cultural, economic, and political arguments and arguments about
human nature and the long-term logic of modernity. The author argues that these
explanations have a research gap since there is no answer to why national populism
occurred in 2014 simultaneously in the EU and the United States. As a set of tools in
the international relations discipline, the author finds that relationalism provides us
with lenses that can open up a space to claim that the simultaneous change, embodied
in the emergence of national populism, occurred due to a change in the structure of
the everyday. Therefore, the paper consists of an interdisciplinary literature review of
relationalism in international relations, everyday nationalism, the influence of
algorithmic power and algorithmic politics on the structure of human internet presence,
and the existing works that indicate the source of national populism’s emergence. By
proving the claims, the author points out the importance of studying processes in order
to understand the events and changes in international relations that have occurred
since 2014

Cultural violence as a longue duree process: from colonialism to humanitarianism

AB  - The main hypothesis of the paper is that Orientalism, as a form of cultural violence, represents a long-term historical structure which is reproduced through discourses and practices of various social systems. The authors apply genealogy and longue duree approaches to analyze discourses of colonialism, antisemitism, nationalism, and humanitarianism, indicating the long-lasting identity division along the West-East (Orient) axis, as well as continuity of the cultural content that implies the superiority of the Self and the inferiority of the Other. The analysis also shows that all these discourses, although mutually different, can be rooted in the Orientalist matrix and thus become instruments for legitimizing and justifying various forms of indirect (repression, exploitation) and direct violence (wars, genocide, ethnic cleansing). The paper aims to understand the different forms of violence and their complexity as precondition for violence prevention.

Theories of Nations and Nationalism: Old Approaches for the 21st Century

AB  - Relying on Rogers Brubaker’s belief that the study of nationalism has sur-
vived the erosion of nuanced and sophisticated works offered by the greatest
minds in the field, this paper summarizes and reinterprets main Western theo-
ries of nations and nationalism. During the last five decades, several main the-
oretical approaches have emerged. The author argues the animosity between
these approaches is only ostensible. Hence, a compatible perspective could
emerge as a general framework for thinking about nations and nationalism in
the 21st century. Such a framework would consist of modernism, interaction-
ism and ethno-symbolism, all recognized in the literature as distinct views on
the topic in question. Still applicable and compatible parts of the mentioned
theories are extracted by thorough examination of their author’s most potent
claims in order to offer means for comprehending the complex phenomena in
a fast and ever changing social environment of the 21stcentury.

AB  - Дихотомија „лошег“ етничког и „доброг“ грађанског нацио-
нализма прихватана је након Другог светског рата као зако-
нитост у литератури о нацији и национализму. Крајем 20.
века, она је у академском свету готово у целости напуште-
на. У овом раду ипак не негирамо у потпуности корисност
дихотомије. Међутим, не прихватамо географску и норма-
тивну нужност која нам се нуди ранијим пуким свођењима
национализама целих држава и региона на „добре“ и „лоше“,
грађанске и етничке. Кроз ревидирану дихотомију, тврдимо
да је нација знатно флуиднија културна и политичка кате-
горија која у себи константно носи потенцијал етничког и
грађанског обележја. Истовремено, тврдимо да покушај
спровођења идеје о искључиво политичкој нацији нужно
води одговору њеног „културног“ дела. Овај процес описује-
мо кроз анализу дискурса политичке и економске елите у Не-
мачкој, као и анализу нове констелације политичких снага у
тој држави, за коју тврдимо да је индукована демографском
и мигрантском кризом које су погодиле Европу у првим де-
ценијама 21. века.
AB  - After the Second World War, the (bad) ethnic/(good) civic
nationalism dichotomy emerged and rapidly obtained an
axiomatic status among the academics dealing with theories of
nations and nationalism. However, by the late 20th century, the dichotomy was almost abandoned. This paper does not neglect
the dichotomy’s utility. On the one hand, we do not accept its
geographical and normative necessity offered to us by earlier
scholars who have labeled the entire countries or regions as
“good” civic or “bad” ethnic. Through the revised dichotomy,
we claim the nation is a much more fluid cultural and political
category which constantly carries the potential of either ethnic
or civic characteristics to dominate the political life of any
country. On the other hand, we introduce the concept of political
nationalism, claiming that the attempt to implement the idea of
a purely political nation necessarily leads toward the political
reaction of its “cultural” part, which can be embodied both in
its ethnic and civic form. This process is elaborated through
discourse analysis of the German political and economic elite, as
well as the analysis of the new constellation of political forces in
that country, which we claim to be induced by the demographic
and migrant crisis that hit Europe in the first decades of the 21st
century. We claim that although the universal assessment of the
ethnic nationalism as “bad” is empirically wrong, the revival
of such national form in Germany, highly compromised in the
20th century, could be considered disturbing. Thus, a normative
view in the German case could emerge, where its civic version
of nationalism should be considered a moral alternative to the
ethnic one.

nations and nationalism. However, by the late 20th century, the dichotomy was almost abandoned. This paper does not neglect
the dichotomy’s utility. On the one hand, we do not accept its
geographical and normative necessity offered to us by earlier
scholars who have labeled the entire countries or regions as
“good” civic or “bad” ethnic. Through the revised dichotomy,
we claim the nation is a much more fluid cultural and political
category which constantly carries the potential of either ethnic
or civic characteristics to dominate the political life of any
country. On the other hand, we introduce the concept of political
nationalism, claiming that the attempt to implement the idea of
a purely political nation necessarily leads toward the political
reaction of its “cultural” part, which can be embodied both in
its ethnic and civic form. This process is elaborated through
discourse analysis of the German political and economic elite, as
well as the analysis of the new constellation of political forces in
that country, which we claim to be induced by the demographic
and migrant crisis that hit Europe in the first decades of the 21st
century. We claim that although the universal assessment of the
ethnic nationalism as “bad” is empirically wrong, the revival
of such national form in Germany, highly compromised in the
20th century, could be considered disturbing. Thus, a normative
view in the German case could emerge, where its civic version
of nationalism should be considered a moral alternative to the
ethnic one.",
