Conceptualizing poverty in the social policy and practice of socialist Yugoslavia

AB  - The focus of this paper is on the concept of poverty and its implementation into regulations, policies and practices for the protection of the poor during the period in which socialism was the official doctrine in Yugoslavia (1945-1991). The introductory part of the paper is followed by the Marxist explanations of poverty and their adaptation in socialist Yugoslavia. The description and analysis of poverty during the socialist period in Yugoslavia, as well as its ideological and administrative constructions and reconstructions in and through the social welfare system are put forward in the central part of the paper. The objective of the paper is to present the way that the concept of poverty was framed in the policy field, how it was interpreted, as well as how these policies were implemented with a view to guaranteeing "freedom from necessity" in the society of post-war Yugoslavia. The methodological approach deployed is the qualitative analysis.

Peacebuilding or 'Peacedelaying': Social Exclusion of Refugees and Internally Displaced Persons in Post-war Serbia

AB  - Since the end of Kosovo war (1999), peacebuilding efforts of local and international actors in Serbia have been mainly focused on improving the socioeconomic situation. The liberal peace administrated in Serbia implied, among other things, the country transformation towards a more open and deregulated model of economy, and inevitably led to the 'commodification of welfare' [Pugh, M. (2009). Towards life welfare. In E. Newman, R. Paris, & O. Richmond (Eds.), New perspectives on liberal peacebuilding (pp. 78-97). New York, NY: United Nations University Press] through market-oriented policies and tools. The transition also created deep social cleavages between the winners and the losers of war-to-peace transition, and further marginalized the most vulnerable groups in the society. This applies in particular to forced migrants, refugees from Croatia and Bosnia and Herzegovina and internally displaced persons from Kosovo. By employing the concept of social exclusion the paper investigates to which extent the marginalization of these groups is the result of liberal peacebuilding, and if such effects are causing 'peacedelaying' in post-war Serbia.

AB  - Predmet rada je koncept rodnog mejnstriminga i njegov transfer u nacionalnu
socijalnu politiku. Razmatranja ovog koncepta, autorke započinju sa aspekta
diskursa i njegovog značaja za transfer u politici. Sledi analiza evolucije
koncepta unutar Evropske unije, sa osvrtom na države članice, kao i prikaz
relevantnih stavova o potencijalnom i praktičnom značaju rodnog mejnstriminga
za realizaciju rodne ravnopravnosti. Fokus je na jednoj od oblasti
socijalne politike, čije su reforme u dužem vremenskom periodu aktuelne,
penzijskoj politici. Razmatranje rodnih aspekata penzijskih reformi u Srbiji
ukazuje na zanemarivanje aspekta suštinske pravičnosti, odnosno pravičnosti
sa stanovišta ishoda u penzijskim reformama.
AB  - The subject of the paper is the concept of gender mainstreaming and its trans-
fer into the national social policy. The authors start their considerations of
the concept from the aspect of discourse and its importance for policy trans-
fer. This is followed by the analysis of the evolution of the concept in the
European Union, along with taking into account the perspectives of member
states, as well as an overview of relevant body of literature on potential and
practical significance of gender mainstreaming for the realization of gender
equality. The focus is on one of the areas of social policy, i.e. pension policy,
which has been under reforms for a long period. Considerations of the gen-
der aspect of pension reforms in Serbia show that the perspective of substantial justice, i.e. justice based on outcomes, has been neglected.

AB  - Predmet rada su feministička promišljanja države blagostanja, koja predstavljaju
jedan od uticajnih kritičkih i emancipatorskih pristupa u postojećim teorijskim
pravcima u društvenim naukama i u društvenoj praksi. U uvodnom delu ukazano
je na percepcije izazova sa kojima se suočava savremena država blagostanja i na njenu
(ne)opremljenost da odgovori na njih. Uz naglasak na nepostojanju jedinstvene feminističke
teorije o državi blagostanja, sledi analiza osnovnih postavki o državi blagostanja
iz ugla feminizama. U centralnom delu rada, naglasak je na nekima od najvažnijih
feminističkih tema u kontekstu države blagostanja: fokusu na žene, efektima programa
i redistributivnih politika država blagostanja, i političkog prostora, participacije i mobilizacije.
Ove teme omogućuju analizu aktivnosti žena kao primateljki i kao pružateljki
naknada i usluga države blagostanja, kao formalnih i kao neformalnih radnica, i kao
zastupnica promena. Metodološki pristup primenjen u radu je kvalitativna analiza.

Responses of the Serbian Welfare State to the Global Economic Crisis

AB  - The global financial crisis has revealed serious weaknesses in Serbia's' economic and social systems. Short term measures to mitigate the negative effects of the crisis were only partially successful. In 2010, the welfare state has been marked as one of the priority areas of middle term state reforms, but so far, there have been no radical cuts, even though it is uncertain, whether this situation is sustainable. The main directions of reform, have been, and will be, directed by deficit budgetary funds (i.e. the need to reduce the share of social transfers within the GDP and their sustainability). Even though accessibility and quality have been declared as equally important reform objectives, effects of reforms point to fiscal constraints as the most important challenge. Austerity measures, characteristic of the Serbian welfare state, during the crisis are not only linked to the crisis, but may be viewed as a part of the declining role of the state after the breakdown of socialism in the 1990s. Therefore, it is sometimes hard to distinguish between the measures as a reaction to the crisis and those contemplated prior to the crisis, because their aims seem rather compatible.

Divided by Poverty and Social Exclusion - Roma and Persons with Disabilities in Serbia

AB  - Poverty and social exclusion are among the most persistent social challenges in Serbian society and some of the most prominent determinants of divisions nationwide. Progress in reducing poverty and social exclusion from 2002-2007 has been largely reversed by the aggravation of the economic situation since 2009. This aggravation is multidimensional and refers to financial deprivation, as well as employment, education and health indicators. This article focuses on the Roma population and persons with disabilities, two of the most disadvantaged groups within Serbian society. Their educational attainments, (un) employment rates, health, housing situation, and consequent poverty and social exclusion are presented within the context of state measures aimed at improving their position. The available data suggest that there are numerous shortcomings in the policies directed towards Roma and persons with disabilities, especially but not only in their implementation. One of the reasons for the failure of the full implementation of adopted measures is the presence of discriminatory attitudes towards these two groups.

Progress in reducing poverty and social exclusion from 2002-2007 has been largely reversed by the aggravation of the economic situation since 2009. This article focuses on the Roma population and persons with disabilities, two of the most disadvantaged groups within Serbian society. Their educational attainments, (un) employment rates, health, housing situation, and consequent poverty and social exclusion are presented within the context of state measures aimed at improving their position. The available data suggest that there are numerous shortcomings in the policies directed towards Roma and persons with disabilities, especially but not only in their implementation. The Role of Public Policies in Supporting Female Employment in Serbia

AB  - This paper examines the role of public policies
in supporting female employment in Serbia. In doing so,
the authors confine their analysis to: The effects of flexible
working–time arrangements and the national tax system on
female employment; Gender neutrality, duration and generosity
of child–care leave scheme, parental allowances and
child benefits; As well as availability and affordability of
early childhood education and care programmes. The main
findings of the paper are such as follows: Underdevelopment
of flexible working–time arrangements is an obstacle
to female employment; Tax system indirectly discriminates
female employment, due to their dominant employment in
the public sector; The leave scheme is almost universally
tied to mothers and it should be designed in a substantially
different manner in order to be supportive of a more
flexible division of both paid and unpaid work; Parental
allowances and child benefits are secondary to female employment;
The network of early childhood education and
care programmes is underdeveloped and the coverage of
pre–school children is inadequate. The authors conclude
that the role of the considered national public policies is
not supportive of female employment and that it does not
contribute to more balanced division of paid and unpaid
work in Serbia.

AB  - Siromaštvo u Srbiji je dugotrajna pojava, uslovljena socijalnim i ekonomskim protivurečnostima. Usled sveopšte krize sa kojom se zemlja suočavala 1990-ih, i posledica odložene tranzicije, postalo je masovni problem. Nakon političkih promena 2000, nesporna je posvećenost smanjenju siromaštva i reformisanju sistema socijalne sigurnosti. Ostvareni ekonomski napredak, kao i redefinisanje sistema socijalne zaštite, uticali su da se broj lica koji živi ispod apsolutne linije siromaštva za samo nekoliko godina prepolovi. Međutim, održivost pozitivnog trenda rasta životnog standarda stanovništva je u velikoj meri dovedena u pitanje pošto su efekti svetske ekonomske krize već krajem 2008. i početkom 2009. godine, počeli da se osećaju i u Srbiji. Cilj rada je da ukaže na osnovne uzroke i ishode siromaštva u Srbiji tokom poslednjih 20 godina, posebno od 2000. godine, prikaže obim i profil siromašnih, kao i mere i aktivnosti koje su u prethodnom periodu preduzimane da bi se sistem podrške i pomoći siromašnima prilagodio novim okolnostima i samim tim učinio efikasnijim.

New labourists: Reforms of the system of long-term care for the elderly

AB  - By re-conceptualization of priorities, labourists attempted to offer replies to the changes that occurred in contemporary world, in the same time maintaining economic competitiveness and respecting fundamental principles of social democracy. Accordingly, the ideology of the Third Way was seen as a compromise solution which promised the preservation of the existing social order in new, changed circumstances. The reforms, among else, were to provide redefinition and transformation of social state through deregulation decentralization, privatization and emphasized role of the market, as the most efficient way for improvement of quality and efficiency of social services. The system of long-term care for the elderly in Great Britain traditionally relied on family, with participation of state institutions reduced to a minimum measure. During decades, the entire system developed chaotically and in absence of coordination, so it turned out to be inadequate to reply to demographic changes Great Britain faces with, and accordingly also to long-term projections. Reforms that were necessary, and which implementation started around the end of the 1980s were importantly defined by the new rightist ideology, and since the mid-1990s also by the Third Way. The paper is organized as to try to explain basic ideological threads of the Third Way, on one hand, and after that, through analysis of system of longterm care for the old and its genesis, to point to possibilities and effects of implementation of this direction in practice.
AB  - Laburista su nastojali da putem rekonceptualizacije prioriteta pruže odgovore na promene nastale u savremenom svetu, istovremeno održavajući ekonomsku konkurentnost i poštujući fundamentalna načela socijal-demokratije. Saglasno tome, ideologiju Trećeg puta posmatrana je kao kompromisno rešenje koje je obećavalo očuvanje postojećeg socijalnog poretka u novim, promenjenim okolnostima. Reforme su, između ostalog, trebale da obezbede redefinisanje i transformaciju socijalne države putem deregulacije, decentralizacije privatizacije i naglašene uloge tržišta, kao najefikasnijeg načina za unapređenje kvaliteta i efikasnosti socijalnih usluga. Sistem dugotrajne nege starih u Velikoj Britaniji, tradicionalno se oslanjao na porodicu, a učestvovanje državnih ustanova bilo je svedeno na minimalnu meru. Tokom decenija, celokupni sistem razvijao se stihijski i uz odsustvo koordinacije tako da se pokazao neadekvatnim da odgovori na demografske promene sa kojima se Velika Britanija suočava, a saglasno tome i na dugoročne projekcije. Reforme koje su bile nužne, a sa čijom implementacijom se otpočelo krajem 1980-tih godina, bitno su određene ideologijom Nove desnice, a od sredine 1990-tih, i Trećim putem. Rad je koncipiran tako da s jedne strane pokušava da objasni osnovne ideološke potke Trećeg puta, a nakon toga, putem analize sistema dugotrajne nege starih i njegove geneze, ukaže na mogućnosti i efekte implementacije ovog pravca u praksi.
