AB  - U radu se analizira fenomen personalizacija politike u kontekstu rusko-ukrajinskog rata. Autori opisuju na koji način selebritizacija političkih lidera u
ratnim okolnostima ima za cilj društvenu mobilizaciju, a potom i polarizaciju. Personalizovani pristup u prikazu rata oslonio se na već ranije ustanovljene forme selebritizacije političkih lidera, a kroz uporedan pregled predstavljanja Putina i Zelenskog analiziran je instrumentalizovani medijski prostor
na globalnom, ali i nacionalnom nivou. Idealizovani ili demonizovani pri-
kazi dva lidera svedoče medijsku instrumentalizaciju koja napušta okvire
objektivnog izveštavanja i ovaploćuje se u neprekidnoj konzumeraciji infor-
macija i dezinformacija u vezi sa ratnim dešavanjima.
AB  - This paper offers an analysis of the phenomenon of political personalization
in the context of the Russian-Ukrainian war. The authors contend that
the celebrity status of political leaders during times of war is aimed at
mobilizing society, rather than providing objective reporting. By drawing
upon established forms of ‘celebrity’, the study examines the personalized
approach to the war through a comparative analysis of the presentations
of Putin and Zelenski. The instrumentation of the media space at both
the global and national levels is explored, whereby idealized or demonized
representations of the two leaders reflect a departure from objective
reporting. The consumption of information and misinformation pertaining
to the war events perpetuates media instrumentation, contributing to a
continuous cycle of consumption. This paper provides valuable insights into
the complexities of media manipulation in the context of political conflict
and its ramifications for public opinion and policy-making.

Citrus koalicija i obrisi savremenog ustavnog patriotizma u Nemačkoj

AB  - U radu se analizira značaj programske saglasnosti između Zelenih i FDP u formiranju koalicije
nakon izbora za Bundestag 2021. Autor brani tezu da je moguće kreiranje održive koalicije
između ideološki suprostavljenih partija. Glavni argument je da uprkos trendu ublažavanja
ideoloških razlika i dominaciji teme klimatskih promena tokom predizborne kampanje, osnovu za formiranje tzv. “citrus” koalicije nije predstavljao politički pragmatizam, utilitarna namera za vršenjem vlasti, već bazični konsenzus političkih aktera koji počiva na ideji ustavnog
patriotizma. U prvom delu autor pruža teorijski pregled koncepta ustavnog patriotizma. U
drugom delu ustavnom patriotizmu suprotstavlja elemente postdemokratije i ideološkog približavanja različitih političkih opcija.
AB  - The paper analyzes the importance of program compliance between the Greens and the FDP in forming a coalition after the Bundestag election 2021. The author argue that it is possible to create a sustainable coalition between ideologically opposed parties. The main argument is that despite the trend of mitigating ideological differences and the dominance of the climate change topic during the election campaign, the basis for the formation of the “Citrus” coalition was not political pragmatism, a utilitarian intention to exercise power, but a consensus of political actors based on the idea of constitutional patriotism. In the first part, the author provides a theoretical overview of the concept of constitutional patriotism. In the second part, he opposes constitutional patriotism with elements of post-democracy and ideological rapprochement of different political options.

Constitutional Design and Cultural Cleavage: UNESCO and the Struggle for Cultural Heritage in Kosovo

AB  - Since gaining independence in 2008, Kosovo's constitutional design has been based on the principles of civil society normatively respecting the rights of all minorities. Even though no open conflict has taken place since 1999, except for individual interethnic incidents, Kosovo is still at the stage of post-conflict management. The Serbian community feels strongly attached to Serbia, while the Albanians do not want to give political autonomy to the Kosovo Serbs because they fear this could lead to a permanent division and eventual separatism. Based on research, the author pinpoints that a key cleavage is essentially the cultural one. The recent vote in the Assembly of UNESCO has intensified the hostile tone between Belgrade and Pristina. Serbia considers Kosovo its Holy Land, the "Serbian Jerusalem", due to a large number of Orthodox churches and monasteries found there, while the Albanian side believes that this cultural treasure inherently belongs to Kosovo and that the Orthodox monasteries were built on the foundations of Illyrian temples. This paper analyzes the imposed political dimension of cultural heritage with religious and mythological backgrounds. There is a great desire among the Kosovo authorities that it become a member of UNESCO, thereby reaffirming its international legal personality and stopping the efforts of the Serbs to have the Orthodox cultural heritage still listed as Serbian. The issue of cultural heritage has a direct impact on interethnic relations and contains the capacity to paralyze all other multiethnic institutions. The author analyzes the difference between the normative framework and the implementation of mechanisms for the protection of cultural heritage as well as the activities of Belgrade and Pristina in the battle for ownership of cultural heritage.

Concept, types and characteristics of the parliamentary mandate

AB  - This paper has an aim to present the status of Members of Parliaments (MPs) in the contemporary democratic societies. By considering different doctrines of representation, it is possible to analyze historical pattern of national parliaments development, and characteristic of MPs mandates from earlier periods until now. Comparative analysis help us draw basic common principles, which contemporary democracies are leaded by in making decisions about their parliamentary mandate models, further more about particular exceptions produced by different historical and political contexts, and specifics of Serbian parliamentary mandates as well.
AB  - Ovim radom želi se ukazati na status koji poseduju narodni predstavnici u savremenim demokratskim parlamentima. Polazeći od različitih doktrina predstavljanja, možemo pratiti istorijski put razvoja nacionalnih parlamenata, a samim tim i karakter mandata koji su uživali i koji danas uživaju njihovi članovi. Uporednom analizom ustavnih rešenja uvideće se osnovni zajednički principi kojima se vode savremene demokratije pri određenju parlamentarnog mandata, potom izuzeci koji proističu iz različitih istorijsko-političkih iskustava, kao i posebnosti mandata u parlamentarnom životu Srbije.
