AB  - The key cause of climatic changes in the contemporarity is in the characteristic of capitalism that rests on the idea of profit maximization. Therefore, it is a systematic characteristic. Race for profit regardless the consequences for the nature, success of accelerated industrialization, attempts of humankind to accomplish always new demands that appear (from using deodorant to driving powerful cars with great capacities that emit lot of carbon-dioxide), creation of new technologies that "clear" themselves until they cause a nuclear eco-catastrophe (Chernobyl, 1986, Fukushima, 2011), wars that devastate environment, devastation of Amazon forest and similar, represent just some of direct causes for climatic changes that characterize our contemporarity. Maybe the time has come that, in this sense, the idea of improving the system is replaced with the idea of changing the system.
AB  - Ključni uzrok klimatskih promena u savremenosti nalazi se u karakteristici kapitalizma koji počiva na ideji o maksimalizaciji profita. Dakle, radi se o sistemskoj karakteristici.Trka za zaradom bez obzira na posledice po prirodu, uspesi ubrzane industrijalizacije, nastojanje čoveka da ostvaruje sve nove i nove potrebe koje mu se rađaju (od upotrebe dezodoransa do vožnje moćnih automobila velike kubikaže koji ispuštaju mnogo ugljendioksida) stvaranje novih tehnologija koje se "čiste" sve dok ne izazovu nuklearnu eko-katastrofu (Černobilj, 1986, Fukušima, 2011), ratovi koji devastiraju životnu sredinu, uništavanje amazonskih šuma i sl. predstavljaju samo neke od neposrednih povoda klimatskih promena koje obeležavaju našu savremenost.Možda je došlo vreme da se, u tom smislu, ideja poboljšanja sistema, zameni idejom promene sistema?.

Environment protection and politics of sustainable development as program orientations of political parties in Serbia

AB  - There is neither adequately developed environment consciousness nor adequate representation of suitable orientations regarding this question among prominent parliamentary parties in Serbia. Relatively, when it does exist, the need for profit and economic development if regularly put in the first place, with the exception of SPS, which regularly insists on the politics of sustainable development. In this sense, Serbia is not an exemption regarding the other countries in transition. Unfortunately, regression is noticeable with some parties (DS) regarding this question - in sense that it is not mentioned any more in party documents, although it used to have a significant place in their older orientational documents. Other greater parliamentary parties are oriented to the sustainable development, some of them very comprehensively and universally (DSS, LDP in its Manifesto), some only by principle (G17+) and implicitly (SRS, SNS, PUPS), while some of them, like JS and NS do not mention at all in their programs the question of environment protection, while some treat environment only as the source of profit (SPO). Simultaneously, the parties oriented to the politics of sustainable development have no power to point out the specific problems with which our country has confronted after the NATO aggression and bombardment with at least 9 tons of depleted uranium. Out of parliament Green environmental party - the GREEN from Novi Pazar is the only party pronouncing clearly and socially responsible on this question. The other environmental party - the Green of Serbia has an outstanding globalistic attitude, pleading for sustainable development and non-violence, but with avoiding such concretization.
AB  - U radu se vrši analiza sadržaja osnovnih programskih dokumenata najvećih parlamentarnih partija i jedine dve registrovane partije 'zelenih' u Srbiji sa stanovišta njihovog (ne)opredeljivanja za politiku održivog razvoja. Primenjen je, gde je to bilo moguće, hronološki pristup: kako su se menjali stavovi partija po ovom pitanju u 20-godišnjem periodu od reuspostavljanja višestranačja u Srbiji.

National strategy for sustainable development in Serbia: Political vision or utopia

AB  - The paper analyzes the basic concepts, approaches, objectives and individual tasks of the National strategy for sustainable development in Serbia. These goals and objectives are viewed in the context of the lack of adequate political, administrative capacity and democratic deficit. These restrictions are the result of ignoring environmental problems and sustainable development as a political problem and issues of survival and social development. Therefore, the question of achieving sustainable development strategy in this paper and presented as a problem of formalization one of the possible conditions for the admission of Serbia into the European Union. This process of formalization is just visible through the slow process of realizing this strategy, lack of interest subjects of political life for the process and inadequate media coverage. High goals, thereby fully harmonized with the existing economic capacities, and general social awareness of the urgency and importance of sustainable development define this strategy not as a political vision but as a kind of political utopia.
AB  - U radu se analiziraju osnovne koncepcije, pristupi, ciljevi i pojedinačni zadaci Nacionalne strategije održivog razvoja u Republici Srbiji. Ovi ciljevi i zadaci se posmatraju u kontekstu nedostatka adekvatnog političkog, administrativnog kapaciteta i demokratskog deficita. Ova ograničenja su rezultat ignorisanja ekoloških problema i održivog razvoja kao političkog problema i pitanja opstanka ekonomskog i socijalnog razvoja. Zato je pitanje ostvarivanja strategije održivog razvoja u ovom radu i postavljeno kao problem formalizovanja jednog od mogućih uslova za prijem Srbije u Evropsku uniju. Taj proces formalizacije je vidljiv upravo kroz proces sporog ostvarivanja ove strategije, nezainteresovanosti subjekata političkog života za taj proces i neadekvatne medijske podrške. Visoko postavljeni ciljevi, pri tome potpuno neusklađeni sa postojećim ekonomskim kapacitetima i opšte društvenom svešću o urgentnosti i značaju održivog razvoja, definišu ovu strategiju ne kao političku viziju već kao svojevrsnu političku utopiju.

AB  - The issue of biodiversity, and more importantly the protection of biodiversity in the 21st century has become a dominant political issue. The international community has clearly defined objectives regarding the protection of biodiversity at the global level. Many international conferences and conventions have been dedicated to this issue. However, what we intend to explore and attempt to answer is whether or not this policy is sincere in its environmental inspiration as it deals with the protection of the world's natural resources, specifically the countless (unpolitical) species of flora and fauna. We should not forget biodiversity has a very different meaning for biologist that it does for politicians or for politics as a whole. Biodiversity, in politics, is in reality simply a politically correct synonym for natural resources. This understood, biodiversity has a political value if it serves to establish social peace and political stability. Capitalism, as a class society and political order, in practice, shows false concern for biodiversity and nature in general. This paper will layout the basic idea of an alternative society and attitude towards the issue of whether the current thought of biodiversity has its foundation in the ideas of ecosocialism.
AB  - Pitanje zaštite biodiverziteta u XXI veku se nameće kao dominantno političko pitanje. Međunarodna zajednica ima jasno definisane ciljeve kada je u pitanju zaštita biodiverziteta na svetskom nivou. Mnoge međunarodne konferencije i konvencije bile su posvećene ovom problemu. Međutim, ono što želimo da istaknemo u ovom radu jeste odgovor na pitanje da li je politika zaista iskrena u svom ekološkom nadahnuću kada je u pitanju zaštita svetskog prirodnog bogatstva oličenog u nebrojeno mnogo vrsta biljnog i životinjskog sveta. Ne treba zaboraviti da za politiku, i naravno za političare, biodiverzitet ima sasvim drugačije značenje od onog koje ono ima za biologa. Biodiverzitet, u politici, realno jeste politički korektan sinonim za prirodne resurse. Tako shvaćen biodiverzitet ima svoju političku upotrebnu vrednost, on služi za uspostavljanje socijalnog mira i političke stabilnosti. Kapitalizam, kao klasno društvo i politički poredak, u praksi pokazuje lažnu brigu za biodiverzitet i prirodu uopšte. U radu će biti izložene i osnovne ideje alternativnog društva i odnosa prema problemu biodiverziteta kakv se može naći u idejama ekosocijalizma.
