The ‘new normal’ in migration management in Serbia in times of the COVID-19 crisis

AB  - The COVID-19 pandemic has had severe consequences for the large-scale movement of populations within and across borders. Moreover, the crisis has had serious impacts on origin, transit and destination countries, as well as on migrant workers and their families. This paper aims to enhance the understanding of migration contexts in times of crises, as well as migrant-specific vulnerabilities, including the characteristics of stranded migrants in Serbia. Two phenomena have interacted to influence the shape and intensity of mobility in the country during the pandemic: that 
of citizens returning from abroad in the wake of the economic downturn and changing labour markets, and that of irregular migrants and asylum seekers stranded in transit along the Western Balkan Migration Route. An emphasis is placed on the challenges faced by migrants, as well as those faced by the country itself in terms of migration governance and management in times 
of crisis, questioning the existence of barriers to access to support. Despite the fact that these different groups of migrants will experience crises differently, it is important to explore the capacity of the country to assist them, both while in their country of origin and while in transit.

Care Triangle or Care Diamond? The Case of Childcare and Eldercare in Serbia

AB  - Overall changes in political, social and economic spheres in Serbia, along
with ongoing demographic processes, have affected various policies and all
aspects of people’s lives, including system(s) of care. While care became an
important analytical concept and category of social policy analysis internationally,
it has not been systematically applied in the analysis of the Serbian
welfare state. Incorporation of care in welfare state analysis is much needed
as its organisation in the national context reveals a lot about the nature of the
welfare state, changes in its socio-institutional arrangements and, most importantly,
the effects of provision. This article thus aims to outline the evolution
of childcare and eldercare policies in Serbia over the last decade, employing
the concept of the care diamond developed by Shahra Razavi, which allows
examining the “architecture” through which the care is provided: families/
households, markets, the state and the voluntary sector. By analysing the prevalent
care policy “architecture” for children and the elderly in Serbia and the
roles of different sectors in that respect, as well as by identifying similarities
and differences in the provision of childcare and eldercare in the national
context, the article exposes developments and current state in childcare and
eldercare provision in Serbia. The analysis indicates the profound role of the
informal sphere in both care systems in Serbia, childcare and eldercare. Some
differences between the two care domains could also be noted. These relate to
the configuration of welfare sectors involved in care provision, revealing the
modified shape of the care diamond in the case of childcare. That is, while all
four sectors are involved in providing care in the case of eldercare forming
an eldercare diamond, this is not the case with childcare. In the latter case,
the voluntary, nonprofit sector does not exist as a care provider in Serbia,
with childcare “architecture” having a shape of a care triangle. In light of
this evidence, the role of families and the voluntary, nonprofit sector should
be taken into account in future planning and funding of policies as well as in
their implementation.

Migracije u nacionalnom kontekstu – mapiranje istraživačkih izazova

AB  - Savremene migracije stanovništva odlikuju se dinamičnom prirodom, te 
je od izuzetne važnosti da naučna saznanja, kao i mere javnih politika budu zasnovani 
na aktuelnim istraživanjima i tačnim i ažuriranim podacima. Jednako značajni 
mogu biti kako teorijski radovi koji objašnjavaju pojedine fenomene i koncepte, tako 
i empirijski radovi koji osvetljavaju konkretne probleme u procesu formulisanja ili 
sprovođenja mera javne politike. U nameri da se ukaže na jasne veze između nalaza 
sadržanih u nacionalnim časopisima međunarodnog značaja (u kategoriji M24) u 
Republici Srbiji i potreba kreatora javnih politika u oblasti migracija, identifikovan 
je i analiziran 41 rad u tri specifična tematska polja: migracije i razvoj, integracija 
migranata i upravljanje migracijama. Analiziranjem istraživačkih trendova, pristupa, 
tema i nalaza u domaćim naučnim radovima izvedeni su određeni zaključci i date su 
preporuke. Na osnovu detaljne analize utvrđeno je da izabrani radovi mogu poslužiti

AB  - Contemporary migration is characterized by its very dynamic 
nature. In that sense, it is extremely important that scientific knowledge, academic 
research, as well as the public policy measures, be based on current research and 
accurate data sets. Furthermore, theoretical papers explaining relevant phenomena 
and concepts could be equally relevant and useful like the empirical ones, putting more light on the specific problems in the process of creating and implementing 
public policies. The purpose of this paper is to emphasize the links between the 
topics in scientific papers and policymakers’ needs through the desk analysis of 
the leading Serbian national scientific journals in the areas of social sciences and 
humanities. The analysis of 41 papers in total was related to the identification 
of three specific migration topics: migration and development, integration and 
migration governance. Through comparison between the global research trends 
and the national approaches and findings certain conclusions were drawn and 
recommendations were given. Detailed analysis led to findings that some of the 
selected academic research could be a reliable and useful source for the decision 
makers. This is a necessary step for development of efficient and timely state 
responses to existing and future challenges brought by migration.

AB  - The focus of this paper is on the concept of poverty and its implementation into regulations, policies and practices for the protection of the poor during the period in which socialism was the official doctrine in Yugoslavia (1945-1991). The introductory part of the paper is followed by the Marxist explanations of poverty and their adaptation in socialist Yugoslavia. The description and analysis of poverty during the socialist period in Yugoslavia, as well as its ideological and administrative constructions and reconstructions in and through the social welfare system are put forward in the central part of the paper. The objective of the paper is to present the way that the concept of poverty was framed in the policy field, how it was interpreted, as well as how these policies were implemented with a view to guaranteeing "freedom from necessity" in the society of post-war Yugoslavia. AB  - Razmatranja zaštite mentalnog zdravlja i prevencije bolesti zavisnosti unutar
nauke i prakse socijalne politike mogu se pozicionirati, između ostalog, u okvire države
blagostanja.
Praktične adaptacije teorijskih pristupa državi blagostanja rezultovale su različitim politikama u oblasti mentalnog zdravlja, čiji su karakteristični tipovi opisani i analizirani u
radu. U osnovi različitih pristupa politika u praksi nalaze se različite interpretacije kompleksnih relacija koje se mogu uspostaviti između koncepta slobode u socijalnoj politici i
(ne)slobode koju kreiraju bolesti zavisnosti.
Stavke politike, njenog dizajna i logike, imaju ključni značaj u kontekstima države blagostanja, sa važnim i neposrednim posledicama za politike zaštite mentalnog zdravlja i
prevencije bolesti zavisnosti. U radu se stoga razmatraju izazovi preoblikovanja „problema” bolesti zavisnosti u predmet politike i njegove interpretacije, a zatim i četiri osnovne
argumentacije koje se nalaze u osnovi kreiranja politika zaštite mentalnog zdravlja.
Rad se zasniva na kvalitativnoj analizi postojeće literature iz oblasti socijalne politike o
mentalnom zdravlju. Osnovni cilj je ukazivanje na veze između ovih oblasti, uz zagovaranje pristupa koji bi efektivno rezultovao koordinacijom i partnerstvima.
AB  - Considerations of mental health protection and addiction diseases’ prevention within the theory and practice of social policy can be positioned, interalia, within the topic of the welfare state.
Practical adaptations of theoretical approaches to the welfare state resulted in the variety of policies in the field of mental health. Their types are
described and analyzed in this paper. The roots of different policy approaches
in the practice stem from the differences in the interpretations of complex relations that can be established between the concept of freedom in social policy
and (un)freedom created by addiction diseases.
Policy items, its design and logic, are crucial in the contexts of welfare
states, with important and immediate implications for the policies of mental
health protection and addiction diseases’ prevention. Therefore, the paper discusses the challenges of transforming a „problem” of addiction disease into the
subject matter of policy and its interpretation. Further, it considers four basic argumentation underlying the creation of the policy of mental health protection.
The paper is based on the qualitative analysis of the literature on mental
health in the field of social policy. Its main aim is to explore the relations between the the fields of mental health and social policy, while advocating for an
approach that would effectively result in the coordination and partnerships

AB  - Fenomen nasilja nad starijima propraćen je razvijanjem teorijskih os nova koje predstavljaju osnov za njegovo saznavanje, razumevanje i analizu, kao i za kreiranje odgovarajućih preventivnih i interventnih pristupa. Iako po stoje brojne teorije o nasilju nad starijima, gerontolozi smatraju da one nisu u potpunosti zadovoljavajuće, iz različitih razloga. U ovom radu, naglasak je na pregledu dostupnih relevantnih teo rijskih okvira. Oni su grupisani u tri kategorije: inter-personalne (teorija stresa i opterećenja negovatelja, teorija socijalnog učenja, teorija društvene razmene, teorija dijadičkog nesklada i teorija porodičnih odnosa uslovljenih moćima), socio-kulturološke (teorija rutinskih aktivnosti, teorija moći i kontrole i teorija ejdžizma) i multisistemske (teorija društveno-kulturo loškog konteksta, ekološka teorija i kontekstualna teorija). U radu se ukazuje na osnovne postulate svake teorije unutar ovih kategorija, na njihove domete, prednosti i ograničenja, uz dokaze iz istraživanja, tamo gde oni postoje. Do datno, razmatra se relevantnost teorija sa stanovišta kreiranja programa i mera usmerenih u pravcu borbe protiv nasilja nad starijima. Faktori rizika za nasilje nad starijima, takođe predstavljaju deo rada, s obzirom na njihov zna čaj za objašnjenje nasilja nad starijima. Osnovna pretpostavka u radu je da je neophodno kombinovati raz ličite teorije u svrhu objašnjenja različitih formi nasilja nad starijima. Nijedna ne predstavlja kompletno obrazloženja, s obzirom da različitost vr sta samog nasilja nad starijima. Međutim, neophodno je i uvećano oslanjanje na dokaze koji bi bili kreirani u robustnim longitudinalnim istraživanjima. Njihov značaj za praktična postupanja bio bi veliki, s obzirom na relativnu ograničenost efekata postojećih pristupa u praksi.
AB  - The phenomenon of elder abuse is accompanied by the development of
theoretical approaches that represent a foundation for its knowing, understanding
and analyzing, as well as for creating of an appropriate preventive and intervention
measures. Although there are numerous theories of elder abuse, gerontologists
believe that they are not completely satisfactory, for various reasons.
In this paper, the emphasis is on an overview of available relevant theoretical
frameworks. They are grouped into three categories: inter-personal (theory of
caregiver stress and elder abuse, social learning theory, social exchange theory,
dyadic discord theory and family power-dependent relationship theory), socio-
cultural (routine activity theory, power and control theory and ageism theory)
and multi-systemic categories (theory of sociocultural context, ecological theory
and contextual theory). The paper points out the basic paradigms of each theory
within these categories, their scope, advantages and limitations, along with research
evidence, where existent. In addition, the relevance of theories from the point of view
of creating programmes and measures aimed at combating elder abuse is taken into
consideration. Risk factors for elder abuse are also a part of the paper, given their
importance for explaining elder abuse.
The basic hypothesis in the paper is that it is necessary to combine different
theories in order to explain different forms of elder abuse. None of them are complete
explanations, given the diversity of the types of elder abuse. However, there is also a
need for increased reliance on evidence to be created in robust longitudinal research.
Their significance for practical activities would be high, given the relative limitations
of effects of approaches created so far.

Factors of social inclusion of the elderly in Belgrade

AB  - Social inclusion and social exclusion of the elderly belong to the concepts the operationalization of which has started recently. The objective of this paper is to analyze the factors of social inclusion of the elderly who live in Belgrade. Therefore, a research, using a questionnaire, which included 781 elderly persons living in Belgrade, was conducted in 2019. The dimensions of their health, living standard and financial situation, as well as the quality of life and social participation, were in the focus of the research. Basic findings point to a negative correlation between years of life and all measured outcomes; a positive correlation between their education and subjective assessment of the quality of life and objective measure of social participation in the community; as well as an absence of gender differences in dependent variables, except for the mobility.
AB  - Socijalno uključivanje i socijalno isključivanje starijih osoba predstavljaju koncepte čija je operacionalizacija novijeg datuma. Cilj ovog rada je analiza činilaca socijalnog uključivanja starijih na primeru Beograda. Zbog toga je tokom 2019. godine sprovedeno istraživanje metodom upitnika u kom je učestvovala 781 starija osoba s teritorije Beograda. Ispitivane su dimenzije zdravlja, životnog standarda i finansijskih prilika, kao i kvaliteta života i društvene participacije. abstract = "Social inclusion and social exclusion of the elderly belong to the concepts the operationalization of which has started recently. The objective of this paper is to analyze the factors of social inclusion of the elderly who live in Belgrade. Therefore, a research, using a questionnaire, which included 781 elderly persons living in Belgrade, was conducted in 2019. The dimensions of their health, living standard and financial situation, as well as the quality of life and social participation, were in the focus of the research. Basic findings point to a negative correlation between years of life and all measured outcomes; a positive correlation between their education and subjective assessment of the quality of life and objective measure of social participation in the community; as well as an absence of gender differences in dependent variables, except for the mobility., Socijalno uključivanje i socijalno isključivanje starijih osoba predstavljaju koncepte čija je operacionalizacija novijeg datuma. Cilj ovog rada je analiza činilaca socijalnog uključivanja starijih na primeru Beograda. Zbog toga je tokom 2019. godine sprovedeno istraživanje metodom upitnika u kom je učestvovala 781 starija osoba s teritorije Beograda. Ispitivane su dimenzije zdravlja, životnog standarda i finansijskih prilika, kao i kvaliteta života i društvene participacije. AB  - Predmet analize su reforme u oblasti rada i radnih odnosa u Srbiji iz ugla socijalne politike. Cilj autorki je da analizom njihovih efekata, posredstvom opisa stanja na tržištu rada, ukažu na prilike, ali i na prepreke za realizovanje agende zapošljavanja. Teorijski okvir analize predstavljaju postavke Gaja Stendinga (Guy Standing) o prekarijatu, pod kojim se podrazumeva klasa ljudi koja se ubrzano uvećava, a kojoj pripadaju svi oni čiji su životi obojeni različitim vrstama nesigurnosti, koje su u vezi sa radom. Metodološki pristup zasniva se na prezentovanju regulatornih instrumenata i statističkih podataka. Rezultati analize ukazuju na opstajanje niza nepovoljnih trendova u oblasti rada, prvenstveno kao posledica dva trenda: uvođenja određenih neadekvatnih regulatornih odredbi, uporedo sa odsustvom mehanizama implementacije regulatornih odredbi koje bi potencijalno imale pozitivne efekte.

AB  - The focus of the paper is on domestic violence against immigrant women during the transit and stay in Serbia, on their way from MENA countries(1) to the European Union. The objective is to present and analyze the phenomenon. It is contextualized within a theoretical framework of intersections between domestic violence, migration and the crisis and consideration of migration from MENA countries flowing through Serbia, as a part of the Western Balkan's Route, with an emphasis on immigrant women. This is followed by the scrutinisation of domestic violence against immigrant women in Serbia - its occurrence and reporting, along with the author's reflections thereof. Main conclusions point to the importance of preventive and empowering strategies directed towards immigrant women. Challenges to that are numerous: some stem from under-performance of services aimed at prevention and empowerment of women who are victims of domestic violence in Serbia in general, and some are related to the factors specific for the situation of immigrant women.

has had profounding effects in the social
welfare sector, all the way during the
1990s and especially after 2000. Changes
in the sector have been of legislative
and normative nature, but also of ideological
and paradigmatic one. And while
the irreversibility of the trajectory of
changes seems to be out of the question,
some important topics have not been
put into the agenda, and even if put,
solutions to them have not been always
straightforward. On the one hand, objectives
the society tries to pursue with
and within its social welfare system, are
those in terms of social inclusion of its
beneficiaries, with simultaneous prevention
and reduction of social exclusion
of its most vulnerable citizens. On
the other hand, measures with a view to
its effectuating have been largely ineffective,
either due to their inappropriate
design or incomplete implemenation.
This paper is structured around the
theoretical background on needs, their
interpretation and translation into social rights. Social welfare reforms in the national
context are analyzed in the central
part of the paper. The emphasis is
on the reform of social welfare benefits,
more precisely, social welfare benefit in
cash (novčana socijalna pomoć), beneficiaries
thereof and the exit strategies
designed. The objective is to analyze
advantages and disadvantages of the social
welfare reform concept deployed,
and to argue in favour of its transformation
and redesign. The research is positioned
within the qualitive analytical
framework.

AB  - The paper focuses on the current migrant situation and the provision of welfare to irregular migrants in Serbia. The theoretical framework stems from the concept of social rights and their references to irregular migrants. It is scrutinised through the lens of social services provided by the public and the civil sector. The emphasis is on the regulation of the provision of basic support: accommodation, food, and clothing, but also psychological support, cash benefits, legal advice, and the like to irregular migrants. The main challenges the sectors will be facing are identified, along with obstacles to improvement. Some of the challenges are at the macro level and may be attributed to the overall decline of the national welfare state. Those relating mainly to the lack of cooperation mechanisms between the public and the civil sector are meso-level challenges. Finally, micro-level challenges refer to the capacities of the sectors per se.

AB  - Предмет рада је утицај миграција из држава западне Азије
и северне Африке на Србију, у контексту њене позиције
и односа са суседним државама са којима сачињава За-
падно-балканску руту, као и са Европском унијом. Циљ
рада је сагледавање и анализа утицаја Европске уније на
преобликовање поступака и мера спровођених у области
управљања миграцијама током трајања мигрантске „кри-
зе“. Полазећи од теоријског приступа о различитим меха-
низмима ширења утицаја ЕУ на државе кандидате, а на
основу квалитативне анализе садржаја, основни налази
рада упућују на то да кандидатура Србије за чланство у
Унији представља важан подстицај за развој националних
политика и пракси према мигрантима. Уводни део про-
праћен је теоријским разматрањима о дифузији политика
и вредности Европске уније. Следе опис и анализа односа
Србије са осталим државама Западно-балканске руте и са
Европском унијом.
AB  - The paper is focused on migration trends from the MENA region
and their impact on Serbia, from the point of view of Serbia’s
positions and relations with the neighbouring countries along the
Western Balkan route, and also with the European Union. Serbia’s aspirations towards joining the EU have arguably presented the
most important impetus for the development of national policies
and practices towards migrants during the migration “crisis”. The
paper deploys the theoretical framework developed by Tanja A.
Börzel and Thomas Risse on mechanisms of diffusion in “usage”
by the European Union. The suggested mechanisms of diffusion
can be divided in the following way: coercion, manipulation of
utility calculations, socialization, persuasion and emulation. The
author of the paper scrutinizes each of the mentioned in order to
describe and analyze the extent of the transformative power of the
European Union regarding Serbia’s policies and practices during
the migration “crisis”. The chapter on theoretical background is
followed by chapter on relations between Serbia and neighbouring
countries (first of all FYROM, Croatia and Hungary). Not all of
them are EU member states (FYROM) and not all of them joined
the EU long time ago (Hungary and Croatia become EU member
states in 2004 and 2013 respectively). Serbia has a shared past with
Croatia and FYROM, with the disintegration of the joint country
in 1990. Many war “traumas” from the 1990s revived, especially
in the second half of 2015 between Croatia and Serbia. Contrary to
that, relations between Serbia and two other neighbouring countries
during the migration “crisis” were that of rather good neighbours,
however not without tensions. In the following chapter, the focus
is on the issues of migration management in Serbia, from the point
of view of its candidacy and integration into the European Union.
Serbia’s road to the EU has been paved by numerous challenges,
many of which have been related to migration of its own citizens.
One of the most prominent challenges was that regarding the
readmission of Serbia’s nationals illegally staying in the EU.
However, in the current situation, Serbia was in the EU’s focus due
to its position within the Western Balkan route. National policies
and practices towards asylum seekers have been in compliance to a
large extent with the EU’s requirements, motivated by Serbia’s wish
to obtain positive progress reports and to approach to the EU funds.
In its view, through the conduct in the migration „crisis“, Serbia has
been demonstrating its reliability and responsibility and even more
important, its capacities to become a member state of the EU.

зе“. Полазећи од теоријског приступа о различитим меха-
низмима ширења утицаја ЕУ на државе кандидате, а на
основу квалитативне анализе садржаја, основни налази
рада упућују на то да кандидатура Србије за чланство у
Унији представља важан подстицај за развој националних
политика и пракси према мигрантима. Уводни део про-
праћен је теоријским разматрањима о дифузији политика
и вредности Европске уније. Следе опис и анализа односа
Србије са осталим државама Западно-балканске руте и са
Европском унијом., The paper is focused on migration trends from the MENA region
and their impact on Serbia, from the point of view of Serbia’s
positions and relations with the neighbouring countries along the
Western Balkan route, and also with the European Union. Serbia’s aspirations towards joining the EU have arguably presented the
most important impetus for the development of national policies
and practices towards migrants during the migration “crisis”. The
paper deploys the theoretical framework developed by Tanja A.
Börzel and Thomas Risse on mechanisms of diffusion in “usage”
by the European Union. The suggested mechanisms of diffusion
can be divided in the following way: coercion, manipulation of
utility calculations, socialization, persuasion and emulation. The
author of the paper scrutinizes each of the mentioned in order to
describe and analyze the extent of the transformative power of the
European Union regarding Serbia’s policies and practices during
the migration “crisis”. The chapter on theoretical background is
followed by chapter on relations between Serbia and neighbouring
countries (first of all FYROM, Croatia and Hungary). Not all of
them are EU member states (FYROM) and not all of them joined
the EU long time ago (Hungary and Croatia become EU member
states in 2004 and 2013 respectively). Serbia has a shared past with
Croatia and FYROM, with the disintegration of the joint country
in 1990. Many war “traumas” from the 1990s revived, especially
in the second half of 2015 between Croatia and Serbia. Contrary to
that, relations between Serbia and two other neighbouring countries
during the migration “crisis” were that of rather good neighbours,
however not without tensions. In the following chapter, the focus
is on the issues of migration management in Serbia, from the point
of view of its candidacy and integration into the European Union.
Serbia’s road to the EU has been paved by numerous challenges,
many of which have been related to migration of its own citizens.
One of the most prominent challenges was that regarding the
readmission of Serbia’s nationals illegally staying in the EU.
However, in the current situation, Serbia was in the EU’s focus due
to its position within the Western Balkan route. National policies
and practices towards asylum seekers have been in compliance to a
large extent with the EU’s requirements, motivated by Serbia’s wish
to obtain positive progress reports and to approach to the EU funds.
In its view, through the conduct in the migration „crisis“, Serbia has
been demonstrating its reliability and responsibility and even more
important, its capacities to become a member state of the EU.",

AB  - Predmet rada je koncept rodnog mejnstriminga i njegov transfer u nacionalnu
socijalnu politiku. Razmatranja ovog koncepta, autorke započinju sa aspekta
diskursa i njegovog značaja za transfer u politici. Sledi analiza evolucije
koncepta unutar Evropske unije, sa osvrtom na države članice, kao i prikaz
relevantnih stavova o potencijalnom i praktičnom značaju rodnog mejnstriminga
za realizaciju rodne ravnopravnosti. Fokus je na jednoj od oblasti
socijalne politike, čije su reforme u dužem vremenskom periodu aktuelne,
penzijskoj politici. Razmatranje rodnih aspekata penzijskih reformi u Srbiji
ukazuje na zanemarivanje aspekta suštinske pravičnosti, odnosno pravičnosti
sa stanovišta ishoda u penzijskim reformama.
AB  - The subject of the paper is the concept of gender mainstreaming and its trans-
fer into the national social policy. The authors start their considerations of
the concept from the aspect of discourse and its importance for policy trans-
fer. This is followed by the analysis of the evolution of the concept in the
European Union, along with taking into account the perspectives of member
states, as well as an overview of relevant body of literature on potential and
practical significance of gender mainstreaming for the realization of gender
equality. The focus is on one of the areas of social policy, i.e. pension policy,
which has been under reforms for a long period. Considerations of the gen-
der aspect of pension reforms in Serbia show that the perspective of substantial justice, i.e. justice based on outcomes, has been neglected.

AB  - Predmet rada su feministička promišljanja države blagostanja, koja predstavljaju
jedan od uticajnih kritičkih i emancipatorskih pristupa u postojećim teorijskim
pravcima u društvenim naukama i u društvenoj praksi. U uvodnom delu ukazano
je na percepcije izazova sa kojima se suočava savremena država blagostanja i na njenu
(ne)opremljenost da odgovori na njih. Uz naglasak na nepostojanju jedinstvene feminističke
teorije o državi blagostanja, sledi analiza osnovnih postavki o državi blagostanja
iz ugla feminizama. U centralnom delu rada, naglasak je na nekima od najvažnijih
feminističkih tema u kontekstu države blagostanja: fokusu na žene, efektima programa
i redistributivnih politika država blagostanja, i političkog prostora, participacije i mobilizacije.
Ove teme omogućuju analizu aktivnosti žena kao primateljki i kao pružateljki
naknada i usluga države blagostanja, kao formalnih i kao neformalnih radnica, i kao
zastupnica promena. Metodološki pristup primenjen u radu je kvalitativna analiza.

AB  - In this review of the monograph 'Transformation of Neoliberalism: Social Policy in Serbia (Sociological and Legal Analysis)', the emphasis is on the influence of neoliberal mechanisms and strategies on reforms in three areas of social policy: education, social protection and employment. Thereby, the restructuring of social rights in Serbia (with respect to historical heritage) is considered, in the context of the processes of globalization, the rise of neoliberalism, and the role of domestic elites and middle layers.
AB  - U ovom osvrtu na monografiju 'Preoblikovanje neoliberalizma: socijalna politika u Srbiji (sociološko-pravna analiza)' naglasak je na uticaju neoliberalnih mehanizama i strategija na reforme u tri oblasti socijalne politike: obrazovanju, socijalnoj zaštiti i zapošljavanju.
