Dometi i ograničenja liberalne izgradnje mira

AB  - Postkonfliktna okruženja poput regiona Balkana ili jugoistočne Azije pred- stavljaju primere za dominantnu, liberalnu, formu izgradnje mira koja pod- razumeva da se trajni mir može postići jedino unifikacijom, tj. stvaranjem država koje predstavljaju vernu repliku liberalno-demokratskih država u političkom i društveno-ekonomskom smislu („mir kao upravljanje”). Polazeći od kritike pristupa koji podrazumeva tipsku izgradnju države, tzv. „IKEA iz- gradnje mira” kao osnove za uspostavljanje samoodrživog mira, rad izlaže propuštene mogućnosti primene alternativnih i tradicionalnih pristupa izgradnji mira. Pri tome, osnov analize predstavljaju stav Ričmonda o važnosti uspostavljanja postliberalnog mira, koji je emancipatorski po svojoj prirodi, kao i Mekgintijev koncept hibridnosti, u kome se objašnjava neophodnost zajedničkog delovanja globalnih, nacionalnih, ali i lokalnih aktera. Istovremeno, ističući važnost lokalnog konteksta i saglasnosti aktera sa merama koje se sprovode u postkonfliktnim okruženjima, rad teži da ukaže na neophodnost promene paradigme, tj. bitno drugačije delovanje u regionima koji su opterećeni nasilnim sukobima.
AB  - Post-conflict environments in regions such as the Balkans or Southeast Asia
are examples of a dominant, liberal form of peacebuilding that assumes that
peace can only be achieved by creating states representing a faithful replica of a liberal-democratic model in its political and socio-economic sense
(“peace-as-governance”). By relying on the critique of this blueprint statebuilding, or so-called “IKEA peacebuilding”, the paper analyses the missed opportunities for the implementation of alternative and traditional peacebuilding instruments. The starting point in the analysis is Richmond’s
concept of post-liberal peace, which is emancipatory by its nature, and Mac Ginty’s concept of hybridity which stresses the need for synergy of global,
national and local actors. At the same time, by emphasizing the importance
of the local context and the local approval, the paper seeks to point out the
necessity of a paradigm shift in peacebuilding endeavours in regions burdened by violent conflicts.

AB  - Visoko obrazovanje u Sjedinjenim Američkim Državama je po većini kvantita- tivnih i kvalitativnih pokazatelja najbolje na svetu. Univerziteti u Sjedinjenim Američkim Državama, zajedno sa onima u Ujedinjenom Kraljevstvu, privlače najbolje studente ne samo iz Evrope već širom sveta uključujući najmnogoljud- nije zemlje i rastuće ekonomije poput Kine, Indije, Brazila ili Indonezije. Isto- vremeno, priznati profesori i istraživači mahom rade u Sjedinjenim Američkim Državama, imajući u vidu sjajne uslove za rad i istraživanja. Međutim, snaga američkih univerziteta je istovremeno i njihova slabost u kontekstu COVID-19 epidemije. Većina univerziteta su privatni univerziteti koji u potpunosti zavise od tržišta, donacija, a ponajviše studentskih školarina. Epidemija je zaoštrila problem marketizacije obrazovanja u SAD imajući u vidu da većina studenata preispituje nastavak školovanja u novonastalim uslovima, ekonomske neizve- snosti koju epidemija donosi, kao i nesigurnog tržišta rada. Analizirajući stu- diju slučaja Nortvestern univerziteta, tekst se bavi ekonomskim i društvenim posledicama koje epidemija ima na visoko obrazovanje u Sjedinjenim Američ- kim Državama, kao i mogućim načinima njegovog prevladavanja.
AB  - Higher education in the United States is the best in the world according to
most quantitative and qualitativei ndicators. Universities in the United States,
along with those in the United Kingdom, attract the best students not only
from Europe but around the world, including the most populous countries
and growing economies such as China, India, Brazil or Indonesia. At the same
time, renowned professors and researchers mostly work in the United States,
given the excellent working and research conditions. However, the strength of
American universities is, at the same time, their weakness in the context of the COVID-19 epidemic. Most universities are private universities that depend en-
tirely on the market, donations, and mostly student tuition. The epidemic has
exacerbated the problem of marketing education in the United States, bearing in mind that most students are reconsidering the continuation of schooling due to economic uncertainty that the epidemic brings and uncertain labour
market. Focusing on the case study of Northwestern University, the text is analyzing the economic and social consequences of the epidemic on higher education in the United States, as well as possible ways to overcome it.

‘To romanticise or not to romanticise the local’: local agency and peacebuilding in the Balkans

AB  - Over the last decade there has been increasing attention within peace and conflict studies on the so-called ‘local turn’ in peacebuilding where the role of local actors, their agency and their relationship to international actors is strongly emphasised. Still, even with widespread academic optimism about the emancipatory potential of the local, strong caveats of ‘not romanticising the local’ are constantly repeated. By looking at the Balkan countries and their traditional practices of peacebuilding, this article asks whether the local has the potential to be the empowering agent or if such expectations are much too ambitious, both at the academic and policy level. Drawing on the research findings which show the persistence of coercive and noncoercive local peacebuilding practices, the article poses the Paris question once again: should liberal peacebuilding be saved, and if so, where are the locals in this rescue attempt?

One of the main criticisms concerning the process of post-conflict transition in Serbia has been the lack of context sensitivity and participation of the local population in the decision-making process, especially regarding the most important issues that were addressed during the political and economic transformation of the country that began in 2001. This criticism became especially pronounced from the beginning of the economic crisis in 2008, when the negative characteristics of international statebuilding became even more apparent, causing increased dependency on international institutions and further economic marginalisation of the most vulnerable groups. By looking at the movement "Don't Drown Belgrade" and the series of large-scale protests in Belgrade in 2016, the article seeks to explore the main reasons for social discontent with the international-led statebuilding agenda in post-conflict Serbian society and the local strategies employed to resist and subvert this form of statebuilding.

How many truths are there? Reconciliation and agonistic dialogue in the former Yugoslavia

AB  - In this paper, we offer a possible interpretation of reconciliation in the former Yugoslav area. In a conflicting past and not-reconciled region, it is presumed that the truth should be the main pillar of reconciliation. However, according to our empirical analysis of 146 reconciliation projects implemented in the period between 2002 and 2015, there are many interpretations of truths in the region which are opposed to each other. These interpretations are the result of different national political constructions, supported by the dominant structures of the societies in question. Accordingly, instead of insisting on a single factual truth, we propose the introduction of the 'agonistic dialogue' principle, where multiple truths would coexist, thus turning former war enemies into political adversaries in the post-conflict setting.

Neoliberal co-optation, power relations and informality in the Balkan International Relations profession

AB  - The article attempts to assess the importance of informal networks in achieving internationally recognised academic standards set in four Balkan countries by the reform of higher education institutions and the International Relations (IR) profession in particular. Starting from the core-periphery division of the Global IR, the authors are examining the results of these reforms by focusing on the neoliberalisation of the university and the professional subordination of peripheral IR communities to the Western-dominated epistemic community (including 'brain drain' and recruitment of 'organic' intellectuals). Based on the interviews conducted with Balkan IR scholars, the authors conclude that informality is viewed as social capital, that is, a means of acquiring benefits by virtue of personal ties with the 'gatekeepers' of core IR. In that respect, interviewees suggest three possible solutions for overcoming the epistemic dependence of the Balkan IR community: development of local standards, stimulation of critical approach and better preparation for international standards, while the authors of the article also propose the fourth possibility: abandoning the core-periphery division, and thinking beyond geopolitical and geocultural divisions - the main idea behind the Global IR project.

Autor pokazuje da su pojedine nagrade dodeljene u skladu sa odredbama Nobelovog testamenta (za doprinos razoružanju, posredo- vanje u okončanju sukoba), dok su druge proizašle iz širih tumačenja dimenzije mira od strane članova Nobelovog komiteta (ljudska prava, prava starosedelaca). Autor je ukazao na kontroverze vezane za pojedine kandidate, ali i za sam No- belov komitet, tj. njegove propuste da nagradi mnogo veći broj latinoameričkih državnika, aktivista, socijalnih pokreta koji su zaslužili da se njihov doprinos miru, regionalnom i globalnom, uvaži. Zbog toga autor zaključuje da je ovaj region imao marginalan status u istoriji nagrađivanja, koji se delom može objasniti i spoljnopolitičkim interesima Norveške, i da se Nobelova nagrada ne može tretirati kao univerzalni kriterijum za ocenjivanja doprinosa miru.
AB  - The author gives an overview of the biographies of six Latin American
laureats of the Nobel Peace Prize contextualizing them in the colonial past and
present politcal transformation. The author shows that some prizes were given
in accordance with the provisions of the Noble testament (for contributions
to disarmament, bringing conflicts to an end through mediation), while others were the result of a broader interpretations of dimensions of peace by the
members of the Nobel Committee (human rights, the rights of indigenous people). Controversies related to some laureats, are pointed out, as are controversies related to the Nobel Committe itself, i.e. its failure to award a much larger
number of Latin American statesman, activists, social movements who’s contribution to peace, regional and globel, deserved respect. For this reason, the author concluded that Latin America has a marginal status in the history of Nobel
peace prize awards, which in part can be explained by the foreign policy interest
of Norway. Thus, the Nobel Peace Prize can not be treated as a universal criteria
for evaluating contributions to peace.

AB  - The critical literature on peacebuilding has mainly addressed the local and its agency in the post-conflict phase while the nexus between context occurring prior to the implementation of the liberal peace agenda and subsequent hybridization of the local and the international has largely been overlooked. Accordingly, this text discusses the idea that success of any peacebuilding project is also dependent on political, economic or social circumstances present in a country or region before international intervention. Hence, the article analyses the context in the Socialist Federal Republic of Yugoslavia (SFRY) before the conflicts in the 1990s as a decisive factor to understanding successful implementation of the liberal peace in the region.

AB  - Since the end of Kosovo war (1999), peacebuilding efforts of local and international actors in Serbia have been mainly focused on improving the socioeconomic situation. The liberal peace administrated in Serbia implied, among other things, the country transformation towards a more open and deregulated model of economy, and inevitably led to the 'commodification of welfare' [Pugh, M. (2009). Towards life welfare. In E. Newman, R. Paris, & O. Richmond (Eds.), New perspectives on liberal peacebuilding (pp. 78-97). New York, NY: United Nations University Press] through market-oriented policies and tools. The transition also created deep social cleavages between the winners and the losers of war-to-peace transition, and further marginalized the most vulnerable groups in the society. This applies in particular to forced migrants, refugees from Croatia and Bosnia and Herzegovina and internally displaced persons from Kosovo. By employing the concept of social exclusion the paper investigates to which extent the marginalization of these groups is the result of liberal peacebuilding, and if such effects are causing 'peacedelaying' in post-war Serbia.

Why local voices matter. Participation of local researchers in the liberal peace debate

AB  - Most of the critical peace literature has put 'a local turn' as an important aspect of a paradigm shift in liberal peacebuilding, both in academic and practice-oriented terms. Although most of the made criticism is valid, it is still being disputed by Western academics with their epistemologies, ontologies and methodologies. The voice of researchers who live in post-conflict or conflict-affected societies is still very much restricted by structural, institutional or personal constraints. Consequently, by drawing mostly from the experience of local researchers in the Balkans, the paper analyses the main causes for the limited impact of local researchers in the liberal peace debates, and proposes several steps that could lead to their stronger involvement in this discussion.

AB  - This essay is a review of the most important European peace science initiatives in
the period between the two world wars, including their precursors from the 19 th and the
beginning of the 20 th century. In the first part, the authors give an analysis of peace proposals suggested by the prominent pacifists, scientists and politicians of that time, who
were deeply influenced by their experiences of the First World War. This section covers
the analysis of international (peace education and the science of international relations)
and national peace science projects, including both the First World War victorious (United
Kingdom, France, etc.) and defeated powers (Austria and Germany). In the second and
final part, authors come to the conclusions about correlations of the First World War and
development of the peace science, about purposefulness of the respective interwar peace
initiatives, and also offer an explanation regarding the alleged failure of those initiatives to
prevent the Second World War.

AB  - Increasingly, inequality is becoming one of the most important phenomena of our time. Recent protests (Spain, the UK, the U.S.), violent confrontations (Brazil, Israel) or even armed conflicts (India, Tunisia) are a direct consequence of polarization, which has increased significantly since the 1980s when the global dominance of neoliberal model was established. So far, mainstream one-fit-all (socio)economic solutions proved ineffective in tackling not only high levels of income inequality, but, more importantly, its multidimensional character visible in the prevalence of social exclusion (access to education, health, and social services, etc.) which is seriously constraining human capital and creating conflict potential among the 'have-nots'. In this context, diversity should be considered as a strength, although this contradicts the universality principle imposed by the liberal state and the neoliberal model, often by applying pressure, isolation or violent force. This is why micro-structural approach must emphasize the importance of local peace formations which, depending on the context, could be dramatically different but still achieve similar results in reducing deep rooted inequalities which are predominantly socially conditioned. It's only by 'going local' that the roots of contemporary inequality can be fully understood and 'prevention' (Burton) achieved.
AB  - Nejednakost ubrzano postaje jedan od najznačajnijih fenomena današnjice. Protesti (Španija, Ujedinjeno Kraljevstvo, Sjedinjene Američke Države), nasilje (Brazil, Izrael), kao i oružani sukobi (Indija, Tunis) direktna su posledica polarizacije koja je značajno uvećanja sa globalnim preovladavanjem neoliberalnog modela koja je započet 80-ih godina. Dosadašnje politike su se pokazale neefikasnim u savladavanju ne samo visoke dohodovne nejednakosti, već i njenih drugih dimenzija poput socijalne isključenosti (jednak pristup obrazovanju, i zdravstvenim/socijalnim uslugama i sl.) što značajno ograničava ljudski kapital i stvara konfliktni potencijal kod onih koji su marginalizovani. U navedenom kontekstu, raznovrsnost bi trebalo posmatrati kao prednost iako se time protivureči principu univerzalnosti koji se snažno nameće neoliberalnim modelom, neretko upotrebom pritisaka, izolacije ili nasilja. Upravo zbog toga mikro-strukturni pristup naglasak stavlja na važnost mirovnih formacija koje, zavisno od lokalnog konteksta, mogu biti dramatično drugačije, a istovremeno dovesti do sličnih učinaka kada su u pitanju duboko ukorenje nejednakosti koje su najčešće društveno uslovljene. AB  - Rad polazi od pretpostavke da se pitanja razvoja i jednakosti ne mogu promišljati
jednoobrazno. Zavisno od istorijskih okolnosti, lokalnih specifičnosti i uticaja spoljnih
aktera ova pitanja imaju dramatično drugačiju interpretaciju, posebno na liniji Sever-Jug
koja se često posmatra kao (istorijski uslovljena) granica između razvijenog i nerazvijenog
sveta. U skladu s tim, rad analizira teorijska razmišljanja (strukturalizam, neomarksizam,
teorija svetskog sistema i strukturna teorija imeprijalizma) o razvoju iz ugla Periferije
koja probleme nerazvijenosti i nejednakosti promatra kao posledicu (neo)kolonijalizma
i političko-ekonomske eksploatacije, a ne različite ekonomske razvijenosti koja se može
poništiti delovanjem unutar postojećeg (kapitalističkog) sistema.
AB  - The paper starts from the premise on impossibilty of an uniform approach to the
questions of development and inequalities. Depending on historical circumstances, local context and impact of external actors, the mentioned issues can have dramatically
different interpretations, especially on the North-South line, which is frequently seen
as (histrically conditioned) border between developed and underdeveloped countries.
Pursuant to that, the paper analyzes different theoretical interpretations (Structuralism,
Neo-Marxism, World systems theory and Structural theory of imperialism) on the development from the point of view of the Periphery, where the problems of underdevelopment
and inequality are seen as a consequence of (neo)colonialism and political-economic
exploitation, and not of an uneven economic development that can be transcended within
the existing (capitalist) system.

AB  - This year represents an important moment in peace research. It was 50 years
ago when the Journal of Peace Research (JPR) was established and gave
crucial impetus for the development of peace research. Under the leadership
and guidance of its founder Johan Galtung, the JPR represented a European
response to the American conflict analysis approach that neglected the “positive” element in peace studies. Thus, an anniversary of the JPR presents
an ideal opportunity for assessing the achievements made in peace research
over decades, but also for recognizing the mistakes that have been made, the
challenges that lie ahead, and the changes that need to be introduced if peace
research is to stay one of the prevailing (and socially significant) approaches
in the international relations theory.

Revolution ante portas: Inequality, Occupy Wall Street and Social Polarization in the United States

AB  - The paper analyzes nature and recent sharp increase of inequality in the United States, its implications for social polarization and emergence of Occupy Wall Street movement. Following theoretical explanations on inequality-conflict nexus (particularly those stressing importance of relative, and not absolute relationship) the authors establish correlation between vertical inequality (i.e. inequality between individuals or households) and possibility of political violence onset. Consequently, the authors attempt to connect the state of inequality in the U.S. and its social and political impacts (e.g. material deprivation, intergenerational mobility, political and civic participation, reduced confidence in key government institutions, etc.) with possibility of popular rebellion of (significant) socio-economic groups in the context of long-term effects of the Great Recession. In the light of these arguments, the paper examines foundations and actions of Occupy Wall Street movement, as well as causes of its recent (un)success.
