Media Framing of the Refugee Crisis at the Periphery of Europe

AB  - The recent European refugee crisis, which began in 2015, has generated academic interest in how media portray and frame migrations and refugees, specifically in their influence on how “We” perceive and accept “Them” in “Our” societies. However, research primarily focuses on EU member states and destination/receiving countries. Therefore, our study examines media framing of the refugee crisis in Serbia between 2015 and 2016. Building on frames previously identified in the Western context, we pre-defined three frames: viewing the refugee crisis as a problem for the political system, society, or refugees. These frames were coded as external/internal based on whether the media text discussed the crisis outside/inside Serbia. Our deductive análisis shows that framing differs from destination countries, with a minimal emphasis on social problems in Serbia. Political issues and challenges faced by refugees were dominant but externalized, showing a slight decline over time compared to the social problem frame, which followed real events. Furthermore, our inductive thematic analysis reveals a new way of framing refugees as a problema for the free movement of our citizens. It also reveals a meta-frame of “Us” (in Serbia) as acting in a humanitarian manner amid hard circumstances created by “Them” (Western politicians) who are not handling the crisis in line with the EU values.

AB  - The shifting role of journalism in a digital age has affected long-standing journalistic norms across media platforms. This has reinvigorated discussion on how work in online newsrooms compares to other platforms that differ in media affordances and forms. Still, more studies are needed on whether those differences translate into distinct practices, especially when examining cross-national studies. Based on the second wave of the Journalistic Role Performance (JRP) project, this article reports the findings of a content analysis of 148,474 stories produced by 365 media organizations from 37 countries, comparing the performance of journalistic roles in online newsrooms to three other types of media—TV, radio, and print. The paper analyzes if journalistic roles present themselves differently across platforms, and if these differences are constant or they vary across countries. Results show that there are measurable differences in role performance in online journalism compared to other platforms. Platform had a significant impact, particularly in terms of service and infotainment orientation, while the implementation of roles oriented toward public service was more similar. Additionally, country differences in the relationship between role performance and platforms mainly emerged for roles that enable political influence on news coverage, with differences in the relationship between online vs. traditional platforms appearing to be distinct features of the specific political system.

Two Decades of Serbian Media Transformation: Media Capture instead of Media Autonomy

AB  - This article examines the transformation of the Serbian media landscape over the last 
two decades, by applying four analytical categories developed for identifying levels 
of media capture in different national contexts (Dragomir 2019). Implementation 
of diachronic document analysis provides rich descriptions of the media regulatory 
capture, grip over public service broadcasters, misuse of state advertising and project based financing of media content, as well as endurance of state media ownership. 
Therefore, this study identifies some of the reasons behind recent decline of media 
freedoms in Serbia, adds elements for finding the right place for Serbia on the map 
of Central and Eastern European post-communist media transformations, and 
contributes to the growing literature aimed at understanding media capture in its 
many forms and variations across the globe.

AB  - The main goal of this paper is to provide recommendations for improving the media and information literacy of the teachers in Serbia. The research is based on teachers' digital competency self-assessment during the Covid-19 pandemic when the online classroom was introduced nationwide. Starting with the media and information literacy (MIL) concept, the paper provides an overview of international initiatives that foster MIL among the teachers and existing evaluation of the national strategies and professional trainings within the Serbian education system. To understand the gap in the teaching staff' knowledge and skills required for more competent online teaching, we have conducted an online survey with open-ended exploratory questions with primary and secondary school teachers from 26 cities in Serbia. Qualitative thematic analysis of received responses shows that teachers consider knowledge and skills for digital content creation as critical for successful online teaching. The findings highlight the importance of improving media production competencies as one of the MIL pillars for raising online teaching competences. Finally, the research provides training recommendations aiming to strengthen teachers' competencies.

AB  - Historically, the role of journalism in society is bound to the prevailing conceptualization of the freedom of the press, specific societal, institutional, and material conditions of news production. This study explores self-perceptions of journalists working in the period of socialist Yugoslavia and synthetizes their recollections of journalistic orientations and performances with respect to journalism’s place in society. The study is based on the oral history interviews with former journalists, who worked also as editors and foreign correspondents from late 1950s to 1990s at the news agency Tanjug, which was considered the information backbone of the federal media system in Yugoslavia and had considerable international relevance. By combining ‘journalistic roles’ studies as well as ‘occupational life history’ research this historical study makes twofold contribution. First, it identifies adaptive strategies of remembering used by the interviewed journalists to legitimize themselves as professionals and relevant interpreters of SFRY journalism. Second, it reveals more nuances within common, often simplified understandings of journalists as collaborators with power during socialism, and highlights roles of privileged disseminator, monitoring analyst, and educator as specific manifestations of collaborative function of journalism.

Framing Protest in Online News and Readers’ Comments: The Case of Serbian Protest “Against Dictatorship”

AB  - Tendencija medija da marginalizuju demonstrante, prikazuju ih negativno i 
delegitimišu njihove zahteve formulisana je kao paradigma izveštavanja o protestima. 
Promene u medijskom i društvenom okruženju dovele su do toga da istraživači 
revidiraju paradigmu kako bi procenili njenu relevantnost u kontekstu digitalnih 
medija koji omogućavaju građanima interakciju sa novinarskim sadržajima. Na 
osnovu obimnije studije o medijskom uokvirivanju protesta Protiv diktature, u ovom 
radu je fokus na frekventnosti i realizaciji okvira nasilja u medijima i komentarima 
korisnika koji su objavljeni na veb sajtovima Blic i Telegraf tokom 30 dana protesta. 
Rezultati pokazuju da je uokvirivanje protesta i protestanata kao nasilnih frekventnije 
u tekstovima i komentarima u Telegrafu, što je konzistentno sa opštim obrascem 
medijske polarizacije. U smislu sadržaja, komentari su odraz medijskih okvira ili 
njihova amplifikacija, ali uočava se i odbacivanje okvira koji su prisutni u medijima.
AB  - General tendency of media to marginalize protestors, portray them negatively and
delegitimize their claims, has been formulated as the protest paradigm. Changes in the
media and social environments have led scholars to revise the protest paradigm in
attempt to assess its relevance in the digital media landscape that allows citizens
interaction with news stories. Based on the larger study of media framing of the
protest Against the Dictatorship, in this paper we focus on the frequency and
realizations of the violence frame in news and user comments published on Blic and
Telegraf web sites during the 30 days of protest. The results show that framing
protests and protestors as violent is more salient in Telegraf news and comments. In
terms of content, the comments reflect media frames or they amplify them, but also
the research identifies the rejection of the news frames.

AB  - The populism has been a prominent topic in academic community quite some time and even proclaimed one of the most contentious issues in political sciences, but scholars have applied populist perspective on party performance in Serbia quite rare. The aim of this paper 
is to deepen our understanding of populism in the post-communist context by examining the quantity and quality of populism manifested in the mainstream political discourse in Serbia.
Although populism is polyvalent concept, this paper argues that significant consistency around dimensions of populism can be identified. Therefore, based on literature review the most common dimensions of populism were abstracted and integrated into the analytical matrix of this research: 1) people centrism 2) anti elitism 3) language style 4) crisis discourse and 5) exclusionism. Following outlined dimensions of populism, quantitative and qualitative content analysis of the 
electorate TV debates during 2014 parliamentary elections was done. 
The results reveal the character of centrist populism: populist elements were almost equally dispersed across four out of five dimensions in the discourse of all political parties. Without excluding any group from the people, mainstream parties construct the people as wise diagnosticians of “societal illnesses” and blame each other for inability to implement popular wisdom to solve the systemic societal crisis.

AB  - This chapter focuses on trends in reporting over time. It examines the presence of populist key messages in European newspapers coverage of immigration and commentaries on current political events, at two points in time, spring 2016 and spring 2017. The chapter explores the similarities and differences in the populist content of newspapers between the two periods and identifies a set of extra-media and intra-media explanatory factors contributing to the understanding of the emerging differences in a year-to-year comparison. The findings show that the presence of populism in news and commentaries in some countries is loosely related to actual migration dynamics (see Germany and Greece), whereas in other countries it seems to follow more intensive political debates, although actual immigration is less dramatic (Bulgaria, Poland). There are fewer indications than expected that the populist tendencies in news and commentaries are a reaction to the intensity with which the population views immigration as an important national issue or is dissatisfied with decisions by political elites. Finally, there are strong indications of the great importance of intra-media factors in explaining populism in news and commentary.

AB  - In this article, we use the hierarchy-of-influences model as a framework for examining the ways
in which media owners, managers and journalists perceive the influence exerted on their work
during 12-year democratic transition in Serbia. We aim to explain how factors perceived as
influential at the highest system level gradually transfer and relate to the factors on the subsumed
levels. Using the concepts such as corruption and the culture of corruption to interpret hierarchy
between different levels of influence on transitional journalism, we argue that coupling extramedia
actors at the system level can be considered corruption – understood as abuse of power
for personal gain or benefit of the aligned group – which translates to all other levels of influence

AB  - This paper builds on the framing theory and its paradigm related to media coverage of protests. Protests are considered as multidimensional phenomena with important visual manifestations both at the time they take place and in later treatment in the media. The aim of this research was to contribute to understanding of visual framing of protests in Serbian media. For that purpose, we analyzed "Against the Dictatorship" protest held after presidential elections in 2017. Our analysis was focused on TV news aired on RTS1, B92, Pink and N1, photographs published in print outlets Kurir, Informer, Vecernje novosti, Politika and Danas, and photos from Web sites blic.rs and telegraf.rs. The method of content analysis was used to examine the representation of visual frames of violence, performance, legitimization and delegitimization, and social semiotics to analyze the content of frames. Results of our study show that the mediascape in Serbia is divided between outlets which positively represent protests and others which frequently use negative frames of violence and delegitimization. More than other frames, visual performance is linked with newsrooms' work routines and focuses on the visual attractiveness of the event, while legitimization and delegitimization frames reflect political bias and editorial policies of certain media outlets.
AB  - U radu se polazi od teorije uokvirivanja i unutar nje formulisane paradigme o medijskom izveštavanju o protestima. Protesti se posmatraju kao višedimenzionalni fenomeni u kojima je vizuelni izraz važan kako tokom protesta, tako i u njegovoj kasnijoj masmedijskoj obradi. Cilj ovog rada je da doprinese razumevanju vizuelnog medijskog uokvirivanja protesta, na osnovu studije slučaja protesta Protiv diktature koji je organizovan u Srbiji posle predsedničkih izbora 2017. godine. Analizom je obuhvaćeno izveštavanje televizija RTS 1, B92, Pink i N1, štampanih izdanja Kurira, Informera, Večernjih novosti, Politike i Danasa, i sajtova Blic.rs, Telegraf.rs. Metodom analize sadržaja ispitana je zastupljenost vizuelnih okvira nasilja, performativnosti, legitimisanja i delegitimisanja, a iz ugla socijalne semiotike kvalitativno je analiziran sadržaj ovih okvira. Rezultati pokazuju da je medijska scena podeljena između medija koji proteste prikazuju pozitivno i onih koji frekventno koriste negativne okvire nasilja i delegitimisanja. Za vizuelni performativni okvir može se reći da više od ostalih odslikava rutinu rada redakcija i stavlja u fokus vizuelnu atraktivnost događaja, dok se okvir legitimisanja i delegitimisanja pre mogu pripisati političkoj pristrasnosti i uređivačkoj politici određenih medija.

AB  - Currently, there is clear need for traditional journalism to redefine itself. The intention of this article is to portray the voices of future journalists in this quest. Therefore, Belgrade University journalism students were assigned to write down their contemplations about the journalism of tomorrow in essayistic form. In order to systematize their narratives, three theoretical understandings of journalism are introduced based on a literature review: journalism as a societal system, profession and culture. The essays were analyzed using quantitative and qualitative content and critical discourse analyses. The students' anticipated changes in journalism understood as a system, profession and culture are discussed, with a special focus on language, in order to deconstruct how students evaluate the future of journalism. Furthermore, the article shows how students perceive their role in redefining journalism.

Citizen participation in contemporary journalism: Conceptual discussion

AB  - This paper questions the pluralism of terms used for considering citizen participation in the production of news. Based on a literature review, the concepts of participatory, civic and networked journalism are discussed - their meaning and use in academic literature. Besides examining the existing way of differentiation between citizen and participatory journalism, the concepts of participatory, civic and networked journalism are systematized using the basic model of the communication process. On the grounds of the theoretical discussions and introduced systematization, participatory journalism is offered as a unifying concept with potential to encompass current transformation of journalism as a system.
AB  - Rad problematizuje mnoštvo termina kojima se u akademskoj literaturi imenuje učešće građana u procesima proizvodnje vesti. Na osnovu pregleda literature, razmatraju se termini participativnog, građanskog i umreženog novinarstva - njihov nastanak, značenje, načini definisanja i upotrebe. Osim diskusije o postojećem kriterijumu za razdvajanje koncepata građanskog i participativnog novinarstva, vrši se sistematizacija pojmova participativnog, građanskog i umreženog novinarstva primenom bazičnog modela komunikacionog procesa. Na osnovu teorijske rasprave i ponuđene sistematizacije, participativno novinarstvo se nudi kao ujedinjujući pojam kojim se najbolje može obuhvatiti savremena transformacija novinarstva kao sistema.

AB  - This research is based on the concept of agent formulated by the authors Radojković and Stojković (2009) in the information-communication system theory. According to this theoretical framework, agents are institutions, organizations and societal groups that have the greatest communication power. They control and produce majority of the human symbolic environment. The most important occupational groups are journalists and public relations practitioners, as a separate subgroup of the advertising professionals. They have been employed by institutions during industrial and postindustrial era and have occupied an exclusive position in the information-communication system. However, with the development of new communication practices exercised by citizens through global, computer network, previously established relationships are significantly reshaped. The new civilization stage is taking its place, which is most commonly called the information society. It supports mass self-communication, allowing many to access information directly, process it, comment on it, and exchange it on a massive scale. In such a communication system, some functions of institutionalized communication centers can be performed by individual citizens and civil society organizations. Therefore, the main objective of this dissertation is to examine the multi-layered relationships that are established between the two types of professional communicators (journalists and PR practitioners) and users who operate outside professional routines and practices. According to the subject and purpose of this research the comparative method was applied. On the one level of comparison, the role of professional communicators from industrial, through the post-industrial to information society were considered. On the second level, the communication practices of professional versus amateur communicators, when they communicate in the form of journalism/public relations, were compared.
AB  - Istraživanje polazi od pojma „agensa― iz okvira teorije informaciono-komunikacionih sistema kako su ga postavili autori Radojković i Stojković (2009). Prema ovom okviru, agensi su institucije, organizacije i društvene grupe koje imaju najveću komunikacionu moć. Oni kontrolišu i produkuju većinu čovekovog simboličkog okruženja. Najvažnije profesionalne grupe čine novinari i stručnjaci za odnose sa javnošću, kao posebna podvrsta profesionalaca koji se bave oglašavanjem. Oni su kao poslenici institucija dugo vremena zauzimali ekskluzivnu poziciju u informaciono-komunikacionom sistemu. Međutim, sa razvojem novih oblika komunikacione prakse, koju ostvaruju građani putem globalne, kompjuterske mreže, ranije uspostavljeni odnosi se bitno preispituju i preuređuju. Nastaje novi stupanj u razvoju civilizacije koji se često naziva informacionim društvom. Njemu svojstvena masovna samo-komunikacija podrazumeva da mnogi imaju direktan pristup informacijama, kao i mogućnost da ih sami prerade, komentarišu i upute u masovnu razmenu. U novonastalom komunikacionom sistemu neke funkcije institucionalizovanih komunikacionih centara mogu vršiti i pojedinačni građani i organizacije civilnog društva. Osnovni cilj ovog rada je da preispita višeslojne odnose koji se uspostavljaju između dve vrste profesionalnih komunikatora i korisnika koji deluju izvan profesionalnih rutina i praksi. S obzirom na predmet i cilj rada, u istraživanju je primenjena komparativna metoda. Jedan pravac poređenja razmatra promene uloge profesionalnih komunikatora od industrijskog, preko postindustrijskog do informacionog društva. Na drugom nivou se porede komunikacione prakse profesionalnih naspram amaterskih komunikatora u slučajevima kada se njihovi komunikacioni akti sprovode u funkciji novinarstva/odnosa sa javnošću.

Međutim, sa razvojem novih oblika komunikacione prakse, koju ostvaruju građani putem globalne, kompjuterske mreže, ranije uspostavljeni odnosi se bitno preispituju i preuređuju. Nastaje novi stupanj u razvoju civilizacije koji se često naziva informacionim društvom. Njemu svojstvena masovna samo-komunikacija podrazumeva da mnogi imaju direktan pristup informacijama, kao i mogućnost da ih sami prerade, komentarišu i upute u masovnu razmenu. U novonastalom komunikacionom sistemu neke funkcije institucionalizovanih komunikacionih centara mogu vršiti i pojedinačni građani i organizacije civilnog društva. Osnovni cilj ovog rada je da preispita višeslojne odnose koji se uspostavljaju između dve vrste profesionalnih komunikatora i korisnika koji deluju izvan profesionalnih rutina i praksi. S obzirom na predmet i cilj rada, u istraživanju je primenjena komparativna metoda. Jedan pravac poređenja razmatra promene uloge profesionalnih komunikatora od industrijskog, preko postindustrijskog do informacionog društva. Na drugom nivou se porede komunikacione prakse profesionalnih naspram amaterskih komunikatora u slučajevima kada se njihovi komunikacioni akti sprovode u funkciji novinarstva/odnosa sa javnošću.",

AB  - This article discusses how PR profession adapts to the new communication technologies, namely the potential of social media for establishing reciprocal relations between clients and publics. Methodologically based on a literature review, article aims to answer the research question: whether and to what extent the digital communication platforms are used for realization of the normative ideal - the two-way symmetrical model? Two-way symmetrical PR is equivalent to the strategic management function, which is defined as managing communication with publics in order to build long term relationships with stakeholders that may affect the organization or are most affected by the organization. The public relations help the organization to establish dialog with its stakeholders in order to accomplish the organization's mission and to behave in a socially responsible manner. This article concludes that the capacity of digital media for realization of the two-way symmetrical relationships between organizations and publics is underutilized. Therefore, strategic management function can be still considered as highly normative PR model, despite the numerous studies that show its excellence. Inertia is rooted within the organizational structures as well as prevalent behavioral patterns of PR professionals.
AB  - Ovaj rad ima cilj da predstavi prilagođavanje PR profesije novim komunikacionim tehnologijama, pre svega potencijalu društvenih medija za uspostavljanje recipročnih relacija između klijenata i javnosti. Metodološki je rad zasnovan na pregledu literature koji je usmeren istraživačkim pitanjem: da li je i u kojoj meri usvajanje novih komunikacionih plaformi dovelo do ostvarivanja svojevrsnog normativnog ideala PR profesije - dvosmernih simetričnih odnosa s javnošću? Dvosmerni simetrični PR je ekvivalentan strateško-upravljačkoj funkciji koja se definiše kao upravljanje komunikacijom s javnostima radi izgradnje odnosa sa interesnim grupama koje mogu uticati na organizaciju ili na koje organizaciono ponašanje ima najviše efekata. Teži se uspostavljanju dugoročne saradnje između menadžmenta i javnosti kroz dijalošku komunikaciju, radi predupređivanja sukoba i rešavanja problema u korist obe strane. Zaključak je ovog rada da se kapacitet digitalnih medija za ostvarivanje dvosmernih i simetričnih odnosa između organizacija i javnosti posredstvom PR službi nedovoljno koristi. Odnosno, da se strateško upravljanje odnosima s javnošću još uvek može smatrati visoko normativnim modelom koji nije potpuno zaživeo u praksi, uprkos studijama koje govore o njegovoj izuzetnosti. Inercija protiv promene postojećeg stanja se pronalazi u domenu organizacija i unutar uobičajenih ponašanja unutar zajednice PR profesionalaca.

AB  - This study offers insights into articulations between the normative and the empirical in online journalists' self-negotiations concerning their roles in people's assimilation of information, the daily provision of news and their institutional status in online departments. In-depth interviews with online journalists from two leading newspapers, Delo in Slovenia and Novosti in Serbia, are used to investigate their negotiations with respect to their societal role. The analysis reveals troubled negotiation processes among interviewed online journalists when they consider what is regarded as true journalism, news production requirements and their institutional status. This indicates that rearrangements of political-economic relations in both post-socialist societies have increased journalism's responsibility to the media owners and power holders and surpassed its normatively defined responsibility to the public. Both case subjects are compared through the prism of the processes of negotiation of normative principles of journalism in the social, national and institutional contexts of the two newspapers.

The EU from the perspective of journalists in Serbian local media

AB  - The media play an important role in informing citizens about the process of EU integration. However recent research in the field shows that Serbian media coverage is mainly oriented towards protocol news and political process in highly positive tone. The aim of this paper is to highlight the picture of the EU represented by local media, since previous studies focused on national media content analyses. For this purpose survey with journalists from 41 local media outlets in different parts of Serbia has been done. Main research findings show that local media reporting is in line with mainstream national coverage. Journalists mostly rely on local governments and state institutions as sources of information. Stories are initiated by actual events and press conferences. Accordingly, political and economic topics prevail, while citizens and their everyday life remain on the margins of local media coverage. .
AB  - Mediji imaju važnu ulogu u informisanju građana o procesu evropskih integracija, ali istraživanja rađena poslednjih godina pokazuju da mediji u Srbiji samo deklarativno, nekritički i protokolarno pristupaju evropskim temama. Cilj ovog rada je da prikaže kakvu sliku Evropske unije predstavljaju lokalni mediji, pošto su prethodnim analizama obuhvaćeni sadržaji nacionalnih medija. Način izveštavanja lokalnih medija o evropskim temama razmatra se na osnovu analize stavova novinara dobijenih anketom koja je sprovedena u 41 lokalnom mediju iz različitih krajeva Srbije. Glavni rezultati pokazuju da tretman evropskih tema u lokalnim medijima ne odstupa od dominantnog nacionalnog izveštavanja. Novinari kao izvore informacija najviše koriste organe lokalnih vlasti i državne institucije, a najčešći povod za izveštavanje su aktuelni i pseudo događaji. U skladu sa tim, preovlađuju dnevno-političke i ekonomske teme, a obični građani i njihov život ostaju van fokusa novinara lokalnih medija. .

AB  - The aim of this paper is to map out the research around the concept of interactivity, as well as to point out the dominant streams and under-researched areas. It is based upon the content analysis of methods employed in articles published in five top-ranking communication journals over five year period (2006-10). The review of methods applied in research of interactivity is based upon distinction between social interactivity, textual interactivity and technical interactivity. This classification is further developed by adding the category of levels of interactivity, which allows further classification of different mediated practices. This leads to specification of nine theoretical subsets of interactivity as the main categories of the analysis of research articles. Within this matrix we have situated diverse methods that respond to conceptually different types and levels of audience/users interactivity. The analysis shows that scholarly focus lies within the low textual and the high social interactive practices, whereas the high technical and high textual interactivity are under-researched areas. Investigations into the audience/users relations with texts are mainly orientated towards content analyses and surveys. High social interaction research is reviving the application of ethnographic methods, while the possibilities of technical interactivity are embraced not as an object but as a tool for research.

Journalism and media industry in Serbia: Challenges for national commercial media

AB  - The current media environment is uncertain: industry which is facing economic crisis and decline of advertising revenues, is urgently looking for new business models and innovative ways for attracting dispersing audiences. The aim of this article is to examine the strategies of media companies in Serbia to adapt to both technological and economic challenges in the industry. For that purpose five indicators of media adaptation were established and tested using qualitative method of in depth interviews. Interviews were done with owners or directors of media companies, because they are the actors that predetermine the course, pace and scope of media adaptation. The result of the research is the typology of media companies according to the established indicators. In this article the category of technological leaders is thoroughly analyzed and discussed. Those are seven national commercial media outlets that have good technological basis, adequate professional resources, especially multi skill and multi task journalists, foster network journalism and their owners share attitude that the role of the state in the media sector should be diminished. But, although this group of seven is coherent according to four indicators, they are differentiated by the fifth - economic position. Only two print media companies make profit, while other five only bear to survive on the market. The discussion part of the article offers the explanation for different economic positions of media outlets that otherwise share common characteristics, situated in specific socio-economic conditions of the Serbian media market interlocked with problems of transition. In the final part, based on the owners/directors business plans for the future, the main elements of scenarios for further media development are presented.
AB  - Cilj ovog rada je da preispita sposobnost komercijalnih nacionalnih medija u Srbiji da inoviraju procese produkcije i plasmana proizvoda, prestrukturiraju redakcije i pronađu nove modele finansiranja u skladu sa globalnim tehnološkim i lokalnim ekonomskim izazovima. U tu svrhu uspostavljeno je pet indikatora medijske adaptacije, koji su proveravani na osnovu empirijske građe prikupljene dubinskim intervjuima sa vlasnicima ili direktorima medijskih preduzeća. Rezultati pokazuju da u sedam medija, iz uzorka za celokupno istraživanje, nivo tehnološke opremljenosti odgovara zahtevima tržišta i publike, a broj i struktura zaposlenih optimalni su u odnosu na potrebe poslovanja. Međutim, samo dve kompanije su ujedno i ekonomski stabilna i održiva preduzeća koja ostvaruju zaradu. Ekonomski položaj preostalih pet medija može se opisati kao preživljavanje. Razlog za takvu situaciju je svetska ekonomska kriza koja ima svoje specifične oblike u zavisnosti od tipa medija, ali je usko povezana sa karakteristikama medijskog sistema u Srbiji koji još nije postigao nivo čisto tržišnog funkcionisanja.

The aim of this article is to examine the strategies of media companies in Serbia to adapt to both technological and economic challenges in the industry. For that purpose five indicators of media adaptation were established and tested using qualitative method of in depth interviews. Interviews were done with owners or directors of media companies, because they are the actors that predetermine the course, pace and scope of media adaptation. The result of the research is the typology of media companies according to the established indicators. In this article the category of technological leaders is thoroughly analyzed and discussed. Those are seven national commercial media outlets that have good technological basis, adequate professional resources, especially multi skill and multi task journalists, foster network journalism and their owners share attitude that the role of the state in the media sector should be diminished. But, although this group of seven is coherent according to four indicators, they are differentiated by the fifth - economic position. Only two print media companies make profit, while other five only bear to survive on the market. The discussion part of the article offers the explanation for different economic positions of media outlets that otherwise share common characteristics, situated in specific socio-economic conditions of the Serbian media market interlocked with problems of transition. In the final part, based on the owners/directors business plans for the future, the main elements of scenarios for further media development are presented., Cilj ovog rada je da preispita sposobnost komercijalnih nacionalnih medija u Srbiji da inoviraju procese produkcije i plasmana proizvoda, prestrukturiraju redakcije i pronađu nove modele finansiranja u skladu sa globalnim tehnološkim i lokalnim ekonomskim izazovima. U tu svrhu uspostavljeno je pet indikatora medijske adaptacije, koji su proveravani na osnovu empirijske građe prikupljene dubinskim intervjuima sa vlasnicima ili direktorima medijskih preduzeća. Rezultati pokazuju da u sedam medija, iz uzorka za celokupno istraživanje, nivo tehnološke opremljenosti odgovara zahtevima tržišta i publike, a broj i struktura zaposlenih optimalni su u odnosu na potrebe poslovanja. Međutim, samo dve kompanije su ujedno i ekonomski stabilna i održiva preduzeća koja ostvaruju zaradu. Ekonomski položaj preostalih pet medija može se opisati kao preživljavanje. Razlog za takvu situaciju je svetska ekonomska kriza koja ima svoje specifične oblike u zavisnosti od tipa medija, ali je usko povezana sa karakteristikama medijskog sistema u Srbiji koji još nije postigao nivo čisto tržišnog funkcionisanja.",

A critical analysis of two audience prototypes and their participatory dimensions

AB  - This article discusses how the concept of audience theory has been developed within two basic intellectual traditions, resulting in two basic prototypes. On one side, there is the trajectory of the 'mass audience' that was created and developed parallel with the emergence of the media of mass communication. The mass audience is regarded as a multilayer collectivity, residing at the end of a successive linear communication process - sender, channel, message, receiver and effects. In this one-way communication model, the audience is primarily the receiving structure, with little or no opportunity for feedback and participation in the communication process. The other prototype is linked to the development of new digital media and the internet; here the public is theoretically considered as 'cross media' and active. The audience of new media is seen as a heterogeneous and structural collective in the communication model that characterizes the flow of information 'many to many'. This prototype attributes to the new, active audiences or users unlimited power to participate and shape the communication processes. We discuss features of the two prototypes, including media usage, media access, information resources, time engagement and functions derived from media use. The most important feature we take up, however, is participation. We point out the problems and limitations of both prototypes in this regard. On the one hand the study of audiences has long been rooted in the concept of mass audience and limited with its primal orientation towards the effects of mass communication, while on the other hand, the emerging prototype 2 is all too easily granted participatory capacities, especially concerning the public sphere. Therefore, the theorists of new and old media must step outside the prevailing postulates and consider the audience beyond the two prevailing prototypes in order to further deepen our knowledge and understanding of contemporary audiences and their participation.

Press freedom in Serbia under the pressure of politics and money

AB  - The aim of this paper is to examine the level of achieved freedom of the media in Serbia, as well as the willingness of the journalistic community to resist external pressures and provide an answer to their basic professional mission with objectivity, timeliness, comprehensiveness and truthful reporting. Observation of the current professional developments is done through the type of media system that is characteristic of all post-communist countries. The answer to the question of whether after two decades of transition in Serbia there is an appropriate socio-political climate for achieving the ideals of journalism as defined by normative standards, will be sought through the operationalization of three sets of key indicators. The effects of political and economic pressures on the media, market conditions, as well as relevant standards within the professional community are considered through the use of structuralistic argumentation. With regards to the methodology, the work is based on secondary analysis of quantitative data obtained in the survey of journalists/editors and owners/managers, as well as, qualitative analysis of statements from four focus groups. Comparing the results of this study with the relevant indicators that measure press freedom, we can conclude that journalism has not reached the potential to guard democracy in Serbia. The current situation results in a politicized media system, the parallelism of political and economic pressures on the media, the dominance of sensationalism and tabloidization trend, and the journalistic profession without a clearly defined identity.
AB  - Cilj ovog rada je da preispita nivo dostignutih sloboda za rad medija u Srbiji, kao i spremnost novinarske zajednice da se odupre spoljnim pritiscima i odgovori na osnovnu profesionalnu misiju objektivnim, pravovremenim, potpunim i istinitim izveštavanjem. Aktuelna profesionalna zbivanja neophodno je posmatrati kroz tip medijskog sistema koji je karakterističan za sve postkomunističke zemlje. Odgovor na pitanje da li nakon dvodecenijske tranzicije u Srbiji postoji adekvatna društveno-politička klima za ostvarenje ideala novinarstva definisanog normativnim zahtevima, potražićemo operacionalizacijom tri seta ključnih indikatora. Dejstvo političkih i ekonomskih pritisaka na rad medija, uslovi tržišta, kao i važeći standardi unutar profesionalne zajednice razmatraju se upotrebom strukturalističke argumentacije. Metodološki, rad je baziran na sekundarnoj analizi kvantitativnih podataka dobijenih anketiranjem novinara/urednika i vlasnika/menadžera, kao i kvalitativnom obradom izjava iz četiri fokus grupe. Komparirajući rezultate ovog istraživanja sa relevantnim indeksima koji mere slobodu medija, možemo zaključiti da se novinarstvo još uvek ne može smatrati 'doraslim' čuvarom demokratije u Srbiji. Ovakvo stanje uzrokuje politizovan medijski sistem, paralelizam političkih i ekonomskih pritisaka na rad medija, dominacija senzacionalizma i trend tabloidizacije, kao i činjenica da je novinarska profesija bez jasno određenog identiteta.
