AB  - Razmatranja zaštite mentalnog zdravlja i prevencije bolesti zavisnosti unutar
nauke i prakse socijalne politike mogu se pozicionirati, između ostalog, u okvire države
blagostanja.
Praktične adaptacije teorijskih pristupa državi blagostanja rezultovale su različitim politikama u oblasti mentalnog zdravlja, čiji su karakteristični tipovi opisani i analizirani u
radu. U osnovi različitih pristupa politika u praksi nalaze se različite interpretacije kompleksnih relacija koje se mogu uspostaviti između koncepta slobode u socijalnoj politici i
(ne)slobode koju kreiraju bolesti zavisnosti.
Stavke politike, njenog dizajna i logike, imaju ključni značaj u kontekstima države blagostanja, sa važnim i neposrednim posledicama za politike zaštite mentalnog zdravlja i
prevencije bolesti zavisnosti. U radu se stoga razmatraju izazovi preoblikovanja „problema” bolesti zavisnosti u predmet politike i njegove interpretacije, a zatim i četiri osnovne
argumentacije koje se nalaze u osnovi kreiranja politika zaštite mentalnog zdravlja.
Rad se zasniva na kvalitativnoj analizi postojeće literature iz oblasti socijalne politike o
mentalnom zdravlju. Osnovni cilj je ukazivanje na veze između ovih oblasti, uz zagovaranje pristupa koji bi efektivno rezultovao koordinacijom i partnerstvima.
AB  - Considerations of mental health protection and addiction diseases’ prevention within the theory and practice of social policy can be positioned, interalia, within the topic of the welfare state.
Practical adaptations of theoretical approaches to the welfare state resulted in the variety of policies in the field of mental health. Their types are
described and analyzed in this paper. The roots of different policy approaches
in the practice stem from the differences in the interpretations of complex relations that can be established between the concept of freedom in social policy
and (un)freedom created by addiction diseases.
Policy items, its design and logic, are crucial in the contexts of welfare
states, with important and immediate implications for the policies of mental
health protection and addiction diseases’ prevention. Therefore, the paper discusses the challenges of transforming a „problem” of addiction disease into the
subject matter of policy and its interpretation. Further, it considers four basic argumentation underlying the creation of the policy of mental health protection.
The paper is based on the qualitative analysis of the literature on mental
health in the field of social policy. Its main aim is to explore the relations between the the fields of mental health and social policy, while advocating for an
approach that would effectively result in the coordination and partnerships

AB  - The paper focuses on the current migrant situation and the provision of welfare to irregular migrants in Serbia. The theoretical framework stems from the concept of social rights and their references to irregular migrants. It is scrutinised through the lens of social services provided by the public and the civil sector. AB  - Social paradigm in psychiatry serves to encompass the definition of an individual as a psycho-social being in this branch of medicine. The "social revolution" in psychiatry has sparked interest in social vectors affecting the aetiology of mental illnesses, as well as rehabilitation and treatment success among psychiatric patients. In line with numerous innovations introduced by the social model in psychiatry, social workers have been integrated into multidisciplinary teams working with psychiatric patients. The social model has underscored the need to view and process the socio-economic and interpersonal aspects of functioning among psychiatric patients, while the methods and theories of social work have become inevitable factors in planning activities directed towards prevention and treatment of mental illnesses. This paper analyses important characteristics of the social paradigm in psychiatry that has facilitated the process of drawing psychiatry and social work closer together. A comparison between practical implications of the three great paradigms in psychiatry is given, followed by an indication of theoretical specificities of social work that has enabled bidirectional interaction between the two related scientific areas. The paper provides an overview of activities that are seen as duties of social workers within multidisciplinary teams who work with psychiatric patients, and that represent a legacy of the convergence between social work and psychiatry.

developing in the post War period. Despite the new, Marxist paradigms, the
welfare states were embeded in the previously existing social “infrastructures.”
Therefore, the paper starts from the institutional theoretical framework and
especially, path dependence concept, with a view to exploring the trajectory
of changes in the welfare states from capitalism to socialism. The focus of the
paper is on social insurance principle and welfare providers. While there was a
path reproduction regarding the social insurance, there were variations regarding
the welfare providers.

AB  - The paper analyses the ecosystemic concept of emergence and duration of alcoholism according to which the emergence and duration of alcoholism (and other addictions) is considered an illness of individual, family and society. It also implies a practical attitude that revealing and diagnostics of alcoholism can first start through analysis of disturbed family and social interactions and only after be searched for in medical/biological symptoms. According to this concept, identification of addiction to alcohol followed by diagnostic and therapeutic procedures make an unbreakable and continual process. It also emphasizes the fact that medical criteria for diagnostics of alcoholism are the most clear and scientifically most objective, however without providing timely diagnosis and efficient treatment. It particularly points to difficulties in process of identification of addiction to alcohol outside health institutions due to reduction of 'social visibility' (mimicry of alcoholism) i.e. due to reduction of recognizability of pathological forms of behavior and alcohol drinking in family and social relations. The conclusion emphasizes key principles of diagnostics, motivating and treatment in social work in relation to alcoholism and drinking problems.
AB  - U radu se razmatra ekosistemski koncept o nastajanju i trajanju alkoholizma, po kojem se nastanak i trajanje alkoholizma (i drugih bolesti zavisnosti) razmatra kao bolest pojedinca, porodice i društva. On sadrži i praktičan stav da se otkrivanje i dijagnostikovanje alkoholizma najpre mogu započeti kroz analizu poremećenih porodičnih i socijalnih interakcija, pa tek potom tražiti u medicinskim/biološkim simptomima. Prema tom konceptu, identifikacija zavisnosti od alkohola, zatim dijagnostički i terapijski postupci predstavljaju nerazdvojiv i kontinuiran proces. Ističe se i podatak da su medicinski kriterijumi za dijagnostikovanje alkoholizma najjasniji i naučno najobjektivniji, ali da oni ne obezbeđuju pravovremenu dijagnozu i efikasno lečenje. Posebno se ukazuje na teškoće u procesu identifikacije zavisnosti od alkohola izvan zdravstvenih ustanova zbog smanjenja 'socijalne vidljivosti' (mimikrija alkoholizma), odnosno zbog smanjenja prepoznatljivosti patoloških oblika ponašanja i pijenja alkoholnih pića u porodičnim i socijalnim odnosima. U zaključku se ističu ključni principi dijagnostikovanja, motivisanja i postupanja u socijalnom radu u vezi sa alkoholizmom i problemima pijenja.

Posebno se ukazuje na teškoće u procesu identifikacije zavisnosti od alkohola izvan zdravstvenih ustanova zbog smanjenja 'socijalne vidljivosti' (mimikrija alkoholizma), odnosno zbog smanjenja prepoznatljivosti patoloških oblika ponašanja i pijenja alkoholnih pića u porodičnim i socijalnim odnosima. U zaključku se ističu ključni principi dijagnostikovanja, motivisanja i postupanja u socijalnom radu u vezi sa alkoholizmom i problemima pijenja.",

AB  - U radu se analizira značaj, mogućnosti, vidovi, prednosti i teškoće uporednih istraživanja u socijalnoj politici, koja postaju sve aktuelnija u svetu. Ova istraživanja predstavljaju uslov naučnog fundiranja socijalne politike i njenog uspešnog vođenja, odnosno postavljanja i izbora pravih socijalnih ciljeva, kao i predstavljanja najadekvatnijih instrumenata i mera za njihovo postizanje. Za uporednim istraživanjem socijalne politike postoji sve izraženija naučna i praktična potreba. Zato se pitanje mogućnosti korišćenja tuđih iskustava nameće ne samo teoretičarima već i praktičarima. Za pravilno razumevanje savremene socijalne politike neophodno je poznavanje različitih sistema socijalne politike,kao i poznavanje njihovog istorijskog nasleđa. Povezanost i međuzavisnost savremenog sveta zahteva poznavanje i praćenje zbivanja u svetu kao celini, ali i njegovim pojedinim delovima.

AB  - The author begun to explore from the point of view of social work as helping, supporting and promoting professional activity. After that she is giving the review of the history of the first schools for social work in the world. After that she presents the beginnings of education of social workers in Serbia : first, at the High School for social work, than, after that in 1973 the foundation of university education for social workers at the Faculty of Political Sciences, Belgrade university. At least she explains the latest reform of university education in this filed in adaptation with Bologne study reform in Europe.
AB  - U ovoj kratkoj elaboraciji obrazovanja socijalnih radnika u Srbiji za brigu o starim licima ukazano je, pre svega, na neka značajnija gledišta o socijalnom radu kao pomažućoj, podsticajnoj i pokretačkoj delatnosti. Dat je kratak istorijat nastanka prvih škola za socijalni rad u svetu. Ukazano je na značaj Više škole za socijalne radnike u Beogradu za stvaranje i afirmaciju profesije, kao i na potrebu podizanja nivoa obrazovanja socijalnih radnika. Četvorogodišnje univerzitetsko obrazovanje socijalnih radnika u Srbiji počinje školske 1973/74. godine na Fakultetu političkih nauka u Beogradu. Od školske 2006/2007. godine studije na Smeru za socijalnu politiku i socijalni rad radikalno se menjaju.

The United Nations and their specialized institutions organize and support international technical aid and cooperation, exchange of information, follow up and examination of phenomena of importance for the social situation in the world and publish the research results. In the present article have been analyzed the activities of the UN Research Institute for Social Development which has been engaged in research on social developments in the world for more than forty years.

AB  - Comparative analyses of social policies are becoming increasingly actual, being a prerequisite for scientific foundation of social policy as well as for its successful pursuance on the levels of state, local community, enterprises, family etc. These analyses are necessary for selecting the most favorable social goals and representing the most adequate instruments and measures for obtaining optimum social effects. The article offers an insight into scientific explanation of contemporary processes and mechanisms of social policy, regularity of 'behavior' and developments of its constitutive elements under diverse economic and social-political circumstances as well as a perspective of its development. There is an increased understanding that comparative analysis is not only possible and desirable, but that it also offers useful knowledge and reveals alternatives to existing regulations often accepted as the only ones. .
AB  - Komparativne analize socijalnih politika postaju sve aktuelnije, jer su one uslov za naučno zasnivanje socijalne politike, kao i njeno uspešno vođenje na nivou države, lokalne zajednice, preduzeća, porodice, itd. Ove analize su uslov za izbor pravih socijalnih ciljeva i predstavljanje najadekvatnijih instrumenata i mera za postizanje optimalnih socijalnih efekata. AB  - The social care family and children is actual in countries in transition. The theoretical base of social care of the family and children in former socialist countries is elaborated. In the same time, a critical view in practice is given and it is pointed out to achievements and omissions in this field. It is also pointed out to the different forms of social intervention in the period of transition. It is necessary to develop a long-term strategy of support to family, in order to facilitate the realization of its functions. The long-term strategy has to decrease the inflow of children in all forms of social care and to give a complex support to family through broader reform policies. A permanent preventive support to family and children is necessary.
AB  - Društvena briga o porodici i deci aktuelna je tema u zemljama u tranziciji. U radu je obrađena teorijska osnova društvene brige o deci i porodici u bivšim socijalističkim zemljama, kritički razmotrena praksa, ukazano na dostignuća i propuste u ovoj oblasti, identifikovani osnovni problemi i potrebe dece i porodice za određenom zaštitom u periodu tranzicije. Ukazuje se takođe na različite oblike socijalne intervencije u periodu tranzicije. Neophodno je razviti dugoročnu strategiju pomoći porodici kako bi što uspešnije obavljala svoje funkcije. Dugoročna strategija mora da smanji priliv dece u sve oblike društvene brige i omogući kompleksnu pomoć porodici koja se sastoji od širih reformskih politika. Neophodna je stalna preventivna podrška porodici i deci.

AB  - The self-management socialism breakdown and the transformation into the market economy system unavoidably require a new social politics model to be created according to the social, economical and political changes in the country. Numerous reasons that maintained previous social politics leading present the limitation for the social sphere process transformation. New social political model has to start with the economy system changes, coordinating with the economical possibilities in the frame of the need satisfactions. Self- responsibility of the individuals and the family, both for the current living level and the social confidence during and after the working life is crucial for the living standard. The government should guarantee the minimum of the social confidence. Good previous system solutions can also exist now because the social politics has never been without definite values. Social politics reform will arise through the social forces struggle and has to be carried out as an integral element of the whole economic, social and political transformation.
AB  - Početkom 1960-tih godina u Jugoslaviji počinje da se razvija nauka o socijalnoj politici u okviru koje su nastale koncepcije socijalne politike 'samoupravnog socijalizma'. Socijalna politika je bila koncipirana veoma široko i obuhvatala je životne, radne i društvene uslove ljudi, a njen sadržaj, nosioci i instrumenti proizlazili su iz socijalističkog samoupravnog produkcionog odnosa. Preovlađivalo je shvatanje da socijalna politika čini deo razvojne politike i da treba da bude integrisana sa ekonomskom politikom radi usmeravanja društveno- ekonomskog razvoja i postizanja socijalnih ciljeva. Kao osnovni ciljevi socijalne politike navodi se stalno unapređenje životnih i radnih uslova ljudi. Teorija i praksa socijalne politike u radu je posmatrana kroz funkcionisanje najvažnijih društvenih delatnosti. Proklamovani model socijalne politike pokazao se nerealnim i neostvarljivim, jer je ekonomski i politički sistem na kome je zasnovan, bio neefikasan i bez očekivanih rezultata. Slom 'samoupravnog socijalizma' i transformacija u sistem sa tržišnom ekonomijom neizbežno zahtevaju stvaranje novog modela socijalne politike u skladu sa društvenim, ekonomskim i političkim promenama u zemlji. Mnogi od razloga koji su otežali sprovođenje socijalne politike u ranijem periodu predstavljaju ograničenje za proces transformacije u socijalnoj sferi. Novi model socijalne politike mora poći od promena u privrednom sistemu, uz usaglašavanje s ekonomskim mogućnostima u okviru kojih se može kretati zadovoljavanje potreba. Samoodgovornost pojedinca i porodice, kako za tekući nivo života, tako i za socijalnu sigurnost u roku i posle radnog veka, presudna je za životni standard. Država treba da garantuje minimalnu socijalnu sigurnost. Dobra rešenja iz ranijeg sistema mogu i dalje opstati, jep socijalna politika nikada nije bila bez određenih vrednosti. Reforma socijalne politike nastaće kroz borbu društvenih snaga i mora se izvršiti kao integralni element celokupne ekonomske, društvene i političke transformacije.

AB  - The International Plan of Action for the Elderly gives the priority to the development of those policies which strengthen and supplement the supports to the families for the elderly. The reason for it is to be found out a suitable balance between the assistance of the family and the assistance of the government, that is to assist the family to bring responsibility towards the needs of their older members, adding the provision and care from outside to the family if necessary. The accesses the authority uses are classified in the three large categories: (1) Access of obligation; (2) Access of volition; and (3) Access of compensation. Combination of the accesses is possible. Government could help in the policy of taxes and housing, but also with support of the employers encouraging them to give benefits to the families. Gradually is more and more evident the need that the authority as well as the employers should develop new programs in order to meet the needs of contemporary families.

AB  - The international cooperation in the protection of the life environment has been developing more and more although many important questions in the field of this cooperation have not been properly explained yet. First of all, the problem is in the opposite interests between particular countries, for instance, the developed and the undeveloped ones and than the science still does not suggest any generally accepted solutions. Surely, the scientific researches have an important place in further work on improving the International cooperation in the protection of the life environment. In April 1994, the Research Institute of the United Nations of Social Development (UNRISD) started the research work in the frame of the new project on the life environment and its further development should be observed as the part of the complex happenings and events on the international scene, because it mostly depends on them.
