AB  - У теоријској литератури све чешће се cycpeћe појам
„суноврат новинарства” који указује да ова професија
пролази кроз једну од својих најтежих фаза. Та фаза
обележена је процесом таблоидизације и свођења
искључиво на једну од новинарских функција – забаву.
Као одговор на новонастале светске медијске трендове
намеће се литерарни журнализам. Главни циљ овог
рада је да кроз студију случаја Србије истражи и
опише да ли се и у којој мери елементи књижевног
језика, као саставног дела литерарног журнализма и
креативног писања, могу пронаћи у недељној штампи.
Квантитативно-квалитативна анализа спроведена је у
Недељнику. Резултати идентификују нове новинарске
праксе и облике изражавања.
AB  - Nedeljnik belongs to the type of the most modern weekly
press in Serbia. In the crisis of the print media time, it has
been surviving on the market for more than a decade and
creating a new, creative public by placing texts created in
creative writing. This magazine introduces new journalistic
practices and genres by combining journalistic and literary
techniques. Literary journalism is represented in journalistic
texts and the works of writers. Nedeljnik is the best indicator
that literary journalism can survive in the digital age. As
well is also at a time when the audience is mostly informed
on the Internet and looking for more entertaining and less
educational texts.

AB  - While the surge of populism in the West has attracted considerable public attention, countries often considered to be on Europe’s ‘periphery’ have largely escaped both scholarly and general interest. Political developments in Armenia, Albania, Bosnia, Georgia, Northern Macedonia, Montenegro and Serbia are poorly understood politically and often opaque to non-specialists. Yet the societies, economies, politics and the aspirations of the people in these countries remain closely intertwined with the rest of Europe and its development. From the perspectives of scholars from the region, this book offers an informed assessment of the role, causes and political consequences of populism in areas that are important but often ignored parts of the European political landscape.

Media Framing of the Refugee Crisis at the Periphery of Europe

AB  - The recent European refugee crisis, which began in 2015, has generated academic interest in how media portray and frame migrations and refugees, specifically in their influence on how “We” perceive and accept “Them” in “Our” societies. However, research primarily focuses on EU member states and destination/receiving countries. Therefore, our study examines media framing of the refugee crisis in Serbia between 2015 and 2016. Building on frames previously identified in the Western context, we pre-defined three frames: viewing the refugee crisis as a problem for the political system, society, or refugees. These frames were coded as external/internal based on whether the media text discussed the crisis outside/inside Serbia. Our deductive análisis shows that framing differs from destination countries, with a minimal emphasis on social problems in Serbia. Political issues and challenges faced by refugees were dominant but externalized, showing a slight decline over time compared to the social problem frame, which followed real events. Furthermore, our inductive thematic analysis reveals a new way of framing refugees as a problema for the free movement of our citizens. It also reveals a meta-frame of “Us” (in Serbia) as acting in a humanitarian manner amid hard circumstances created by “Them” (Western politicians) who are not handling the crisis in line with the EU values.

The provision of mental health protection services through the public and civil sectors in the Rebublic of Serbia

AB  - Mental health care reform is a long-term process and a key aspect of the development and progress of society as a whole. This paper aims to present an overview and analysis of mental health care services intended for adults within the public and civil sectors in the Republic of Serbia. The main method applied in this study is content analysis. The results show that certain services and measures to improve mental health care have been created and implemented, but many goals have not yet been achieved. The biggest challenges facing the provision of mental health care services – alongside a lack of financial resources – are discrepancies in regulations, the dominance of tertiary health services in providing treatment to people with mental health, a lack of services in the community, insufficient involvement of the civil sector, and weak intersectoral cooperation between different systems. Due to the lack of data transparency and comprehensive service registries, this paper presents a large – although not comprehensive – number of public, civil, and private sector mental health care services. Mental health care in the Republic of Serbia should in the future aim to overcome the gap between mental health policy and practice, promote deinstitutionalization, establish health and social services and support systems in the community, and search for protection models that will enable better social inclusion for people with mental health problems and the fulfillment of their social, economic, and all other human rights
AB  - Reforma zaštite mentalnog zdravlja je dugotrajan proces i predstavlja važan deo razvoja i napretka
celokupnog društva. Cilj ovog rada je prikaz i analiza usluga zaštite mentalnog zdravlja u okviru javnog
i civilnog sektora u Republici Srbiji. Osnovni primenjeni metod je analiza sadržaja. Rezultati pokazuju
da su do sada kreirane i realizovane određene usluge i mere unapređenja zaštite mentalnog zdravlja, ali
ciljevi još uvek nisu ostvareni. Najveći izazovi pružanja usluga zaštite mentalnog zdravlja pored
nedostataka finansijskih resursa su i dalje neusaglašenost normativnih dokumenata iz ove oblasti i
prakse, dominacija tercijarnih zdravstvenih službi u pružanju tretmana osobama sa mentalnim
zdravljem, nedostatak usluga u zajednici, slaba uključenost civilnog sektora i slaba međusektorska
saradnja između različitih sisitema. Usled nedostataka sveobuhvatnih registara usluga i transparetnosti
podataka, u ovom radu prikazan je veliki broj usluga, ali ne i sve postojeće usluga zaštite mentalnog
zdravlja javnog i civilnog sektora koje se odnose na odrasle osobe sa problemima mentalnog zdravlja.
Uz nemogućnost da se sagledaju sve postojeće usluge zaštite mentalnog zdravlja, ograničenje ovog rada
je i nedostatak prikaza pružanja usluga kroz privatni sektor. Zaštite mentalnog zdravlja u Republici
Srbiji bi trebalo u budućnosti da bude usmerena na prevazilaženje jaza između dokumenata politike
mentalnog zdravlja, legislative i prakse, promociju deinstitucionalizacije, uspostavljanje zdravstveno-
socijalnih usluga i sistema podrške u zajednici, kao i potragu za modelima zaštite koji će osobama sa
problemima mentalnog zdravlja omogućiti bolju socijalnu inkluziju i ispunjenje socijalnih, ekonomskih i
svih drugih ljudskih prava.

Sistem zaštite osoba u migracijama tokom vanrednog stanja izazvanog pandemijom Covid-19 u Srbiji

AB  - Kao rezultat pandemije COVID-19, profesionalci koji rade u sistemu socijalne zaštite suočavali su se sa višestrukim izazovima – zbog zdravstvene krize bili su zabrinuti, ne samo za živote svojih korisnika, već i za svoju porodicu, prijatelje, ali i za sopstveni život. U cilju analize i razumevanja promena koje je epidemija COVID-19 donela u sistemu socijalne zaštite osoba u migracijama u Srbiji, sprovedeno je kvalitativno istraživanje sa profesionalcima u sistemu. Sprovedene su fokus grupe sa 13 profesionalaca i sedam intervjua sa ključnim informatorima. Rezultati istraživanja pokazuju da je pandemija COVID-19 osvetlila nedostatak kapaciteta prilagođavanja u sistemu zaštite i nespremnost za kriznu situaciju – počev od izazova u obezbeđivanju opreme za zdravstvenu zaštitu dosledno i podjednako do nedostatka stručnog nadzora.
AB  - As a result of the COVID-19 pandemic, professionals working in the social
protection system are confronted with multiple challenges – due to the health crisis, they are worried not only for the lives of their beneficiaries but
for their own families, friends, including their own lives. In order to analyze
and understand the changes that the COVID-19 pandemic brought to the social protection system of persons in migration in Serbia, qualitative research
with professionals in the system has been conducted. Focus groups with 13
professionals and 7 interviews with key informants were conducted. Results
have shown that the COVID-19 pandemic had lightened up the lack of adapting capacities in the social protection system and unpreparedness for situations of crisis – starting from challenges of consistent and equal provision of
health protection equipment to lack of competent supervision.

abstract = "Kao rezultat pandemije COVID-19, profesionalci koji rade u sistemu socijalne zaštite suočavali su se sa višestrukim izazovima – zbog zdravstvene krize bili su zabrinuti, ne samo za živote svojih korisnika, već i za svoju porodicu, prijatelje, ali i za sopstveni život. U cilju analize i razumevanja promena koje je epidemija COVID-19 donela u sistemu socijalne zaštite osoba u migracijama u Srbiji, sprovedeno je kvalitativno istraživanje sa profesionalcima u sistemu. Sprovedene su fokus grupe sa 13 profesionalaca i sedam intervjua sa ključnim informatorima. Rezultati istraživanja pokazuju da je pandemija COVID-19 osvetlila nedostatak kapaciteta prilagođavanja u sistemu zaštite i nespremnost za kriznu situaciju – počev od izazova u obezbeđivanju opreme za zdravstvenu zaštitu dosledno i podjednako do nedostatka stručnog nadzora., As a result of the COVID-19 pandemic, professionals working in the social
protection system are confronted with multiple challenges – due to the health crisis, they are worried not only for the lives of their beneficiaries but
for their own families, friends, including their own lives. In order to analyze
and understand the changes that the COVID-19 pandemic brought to the social protection system of persons in migration in Serbia, qualitative research
with professionals in the system has been conducted. Focus groups with 13
professionals and 7 interviews with key informants were conducted. Results
have shown that the COVID-19 pandemic had lightened up the lack of adapting capacities in the social protection system and unpreparedness for situations of crisis – starting from challenges of consistent and equal provision of
health protection equipment to lack of competent supervision.",

AB  - This paper focuses on the squatting movement and the practice of procuring
housing for poor people, which are needs neglected by the government. The
squatting movement and practice have developed in the Western world in two waves
of urban movement: in the 1960s-1970s and from 2000 up to now. This topic has
become important again in the neoliberal world of growing social inequalities.
Research methods include the analysis of existing studies, a comparison of Geneva
(Switzerland), Rome (Italy), and New York (USA) as case studies, and the genera-
lisation of lessons learned.
The main recommendations are the reform of housing policy and the recovery of
welfare state instruments.

Kolumne Branislava Nušića kao preteča literarnog žurnalizma u srpskom novinarstvu

AB  - U ovom radu analiziraju se specifične odlike individualnog stila Branislava Nušića, koje se manifestuju u diskursu „feljtona“ (danas te tekstove definišemo kao kolumne), objavljenih u dnevnom listu „Politika“, u periodu od 1904. do 1907. godine. U radu će biti korišćene metode analize teksta, kao i književnoumetnički stil pisanja, koji će akcentovati posebne stilske odlike Nušićevih novinskih tekstova, koji su preteča savremene srpske kolumne i literarnog žurnalizma. U individualne odlike stila pisanja Branislava Nušića (u vreme nastanka i objavljivanja kolumni potpisivao se kao Ben Akiba), spadaju inkorporiranje tadašnjih jezičkih govornih formni u kolumnistički diskurs, upotreba književnoumetničkog stila pisanja koja upućuje da su Nušićevi tekstovi iz „Politike“ osnova po kojoj pišu savremeni kolumnisti, a njegov funkcionalistički stil (gde se smenjuju ironija i sarkazam, gradacija, ponavljanja rečenica, sintaksički paralelizam, a sve u duhu stvaranja komičnog efekta),omogućio je da njegovi novinski tekstovi, koji obiluju familijarzmima, ekspresivnim tonom, emotivnim izrazom, alegoričnošću,hetreroglosičnošću, afektacijom i dramaturškim komponovanjem, steknu široku čitalačku naklonost i pažnju javnosti. Rad će pokazati da su Nušićevi tekstovi jezičko-stilski vitalni, tematski savremeni, sa uverljivim prikazivanjem, ali i sa satirom i uvek prisutnim metafizičkim pesimizmom, gde se izvrgavaju ruglu večna tema vlasti, rodbinskog licemerja i dvostrukog morala, izrazito moderni i sa anticipatorskom sposobnošću njihovog autora. Iako je prošlo više od stoleća kako su nastale, Nušićeve kolumne su fabula nostra i danas, tematski i jezičko-stilski uzbudljive i aktuelne, pa će ovaj rad pokazati da Nušića s pravom možemo nazvati ne  samo dramskim piscem, diplomatom,fotografom-amaterom i začetnikom retorike u nas, već i prvorazrednim novinarem.

AB  - Cilj ovog rada je da omogući temeljan uvid u ključne teorijske rasprave u vezi sa odnosom identiteta i uloga u disciplini međunarodnih odnosa i analizi spoljne politike, s posebnim fokusom na teorijske pristupe socijalnog konstruktivizma i teorije spoljnopolitičkih uloga. Imajući u vidu odsustvo interesovanja za ovaj pristup istraživanju u regionalnoj akademskoj literaturi, sistematizujem tri dimenzije proučavanja uloga u spoljnoj i bezbednosnoj politici: ontološku, epistemološku i metodološku. U ovom nastojanju da se prokrči put daljim istraživanjima, poseban naglasak se stavlja na uloge malih država u svetskoj politici između strukturnih imperativa i mogućnosti delatništva. Teorija uloga se sagledava u svom odnosu prema konsturktivističkoj analizi spoljne politike, pri čemu se ukazuje na osnovne pojmove teorije uloga, interpretativnu metodologiju i neke primere istraživanja diskurzivnog konstruisanja identiteta i uloga država. U zaključku se osvrćem na neka dalja pitanja i jednu istraživačku agendu identiteta i uloga u međunarodnim odnosima.
AB  - The aim of this article is to enable a comprehensive insight into key theoretical debates on the relationship between identities and roles in International Relations (IR) and Foreign Policy Analysis (FPA), with a particular focus on
theoretical approaches of social constructivism and foreign policy role theory.
Given the lack of interest in this research approach the post-Yugoslav IR literature, I systematize ontological, epistemological and methodological dimensions of studying foreign policy and security roles of states. In this research
path-breaking effort, a special emphasis is on the role of small states in world
politics between structural imperatives and possibilities of agency. Role the-
ory is reviewed in its relationship toward constructivist FPA, whereas the key
notions of role theory, interpretive methodology and some examples of re -
search on discursive construction of state identity and roles are presented. In
the conclusion, I reflect on some further questions and a research agenda of
identity and roles in IR.

Zabrinutost korisnika društvenih mreža zbog algoritamske personalizacije vesti

AB  - U fokusu ovog rada je pitanje da li među korisnicima društvenih mreža postoji zabrinutost zbog algoritamske personalizacije vesti i sa kojim faktorima je ona povezana. Polazeći od koncepata eho-soba i filterskih mehurova, koji su u velikoj meri oblikovali debatu o ovoj temi, u radu se proučavaju tri dimenzije zabrinutosti – zabrinutosti zbog propuštanja informacije, zbog izostanka različitog stanovišta i ugrožavanja privatnosti. Onlajn anketa sprovedena među korisnicima društvenih mreža koji putem tog kanala prate vesti (N=1481) pokazuje da je zabrinutost prisutna, ali i da više od trećine ispitanika nema stav. Takođe, zabrinutost zbog algoritamske personalizacije vesti povezana je sa osnovnim razumevanjem tog procesa, važnošću društvenih mreža u procesu informisanja i, u vrlo malom stepenu, sa negativnim stavom prema kriterijumu selekcije na kom personalizacija počiva. Nalazi doprinose razumevanju korisničkog stava prema personalizovanoj selekciji vesti što je posebno važno kada se ima na umu da je udeo publike koji se informiše putem društvenih mreža u porastu, kao i da u okruženju u kom publika ne prati vesti kao celovit i zaokružen program već kao fragmentirane jedinice, tačno i sveobuhvatno informisanje postaje odgovornost pojedinca.
AB  - The paper asks if social media users are concerned regarding algorithmic news personalisation and how their concerns connect with other factors. We took the influential concepts of echo chambers and filter bubbles as a starting point to explore three dimensions of concern about news personalisation: missing important information, missing opposite opinions and jeopardising privacy because of personalised news. The survey among social media news users (N=1481) shows that concern exists, but more than a third of users do not have an evident attitude regarding news personalisation. Additionally, the concern is connected with knowledge about the algorithmic selection process, the importance of social networks in users’ media repertoire and, to a small extent, negative attitude towards the selection principle. The findings contribute to our understanding of users’ perspectives on news personalisation which is particulary relevant considering the increasing use of personalised news and the fact that it is individual citizens’ responsibility to be accurately and comprehensively informed in a media environment where the news content is fragmented.

Conflict as a differentiating factor in the creation of social capital among youth in Serbia and Poland

AB  - This paper analyses how conflict impacts social capital. The existing
literature suggests that the social capital of a society which has experienced
conflict or military operations will not be shaped in the same way
as the social capital in an area where there were no such actions. Yet, there
is disagreement on what the specific effects of a conflict are. This paper
seeks to address this puzzle by comparing levels of social capital in Serbia
and Poland. The research presented in this paper was conducted among two
groups; the first, a group of respondents including young Serbs (18-24 years
old) who, during the 1990s, survived hostilities on the territory of their country
or grew up surrounded by people who were participating in military actions.
The second group includes young Poles (aged 18-24), who as children, grew
up in a society, which from 1995-2002 did not experience either conflict or
military action. Significant research results include the following: in a society
in which no conflict has occurred in the past, there is a higher level of social
and political participation; the formation of bridging communities, trust
in social actors from outside the immediate family, trust in institutions, and
a greater sense of security in the neighbourhood.

AB  - Rad ima za cilj da istraži načine za povećanje socijalne i ekonomske pravde u kontekstu stanovanja u Beogradu. Istraživanje je usmereno na analizu efekata postojeće poreske politike koja se odnosi na izgradnju, kupovinu, posedova- nje i upotrebu stambenih jedinica u glavnom gradu. Istraživanje ima tri grane: prvo, rad analizira postojeći institucionalni okvir poreza na kupoprodaju ne- kretnina i poreza na imovinu; drugo, autori nude kvalitativno istraživanje kroz intervjue agenata za nekretnine i kupce nekretnina da bi utvrdili motive za ku- povinu njihove prve, odnosno svake sledeće nekretnine; treće, rad nudi model determinanti cena nekretnina u Gradu Beogradu. Ukrštanjem rezultata empi- rijskog istraživanja, rad teži razvijanju alternativnih modela oporezivanja koji bi doprineli promeni podsticaja u okviru stambene politike, čime bi ih učinili delom sistema socijalne pravde. Promena podsticaja treba da dovede do toga da stambene jedinice postanu dostupnije i pristupačnije za ljude koji u njima žele zapravo da žive, a progresivno skuplje za vlasnike koji koriste stambene je- dinice kao poslovni prostor, investicionu ili štednu imovinu.
AB  - The aim of the paper is to explore the possibilities to increase social and distributive justice in the Belgrade housing policy context. The research is conducted
through the analysis of the effects that the existing housing tax policies and its
relation to investments, purchase, owning and renting houses in the capital of
Serbia. The research is threefold: firstly, the paper analyses the existing institutional framework for housing taxes; secondly, the authors conduct qualitative research by interviewing real estate agents and house buyers to determine
their motives for purchasing their first or additional houses; thirdly, the paper
provides a comprehensive model of housing prices determinants in the city of
Belgrade. By cross comparing the research results, the paper aims at developing
alternative models of taxation which would have significant impact on housing
policies, linking them to social justice principles. The change of the tax policies should make houses affordable for those who are buying their first property and intending to live in them, and progressively expensive for those who
buy houses for their businesses or as a form of investments or personal savings

Evoking the resemblance: Descriptive representation of ethnic minorities

AB  - The constructivist approach to political representation has shown that descriptive
representation cannot be reduced to passive presence. Descriptive representatives
rather actively contribute to the construction of constituencies’ identities. Nevertheless,
the existing empirical literature still dominantly operationalizes descriptive representation
as mere presence of group members in the representative institutions. This article
adds to the previous efforts of rethinking descriptive representation in the more constructivist
terms by defining it as consisting of two necessary elements: 1) construction of
a representative through activation of claim-maker’s ethnicity, and 2) portrayals of ethnic
constituency. The article argues that descriptive representation is performed through the
use of diverse boundary mechanisms. In the process of positioning themselves and
portraying their constituency, representatives work with and around ethnic boundaries.
Using the case of ethnic minority representation in Serbia, the article demonstrates how
resemblance or group membership is not necessarily transparent and self-evident. Instead,
representatives first need to activate and deploy ethnic boundaries to be perceived
as group’s descriptive representatives. In doing so, they also tell stories about ethnic
groups, which are consequential upon the ways group members perceive themselves and
relations within and across the boundaries.

AB  - Monografija Performans političkog predstavljanja predstavlja celovitu i detaljnu analizu procesa izvođenja političkog predstavljanja i njegovih efekata. Knjiga razmatra kako se različiti predstavnici pozicioniraju i u čije ime govore, koje alate i resurse pritom koriste i kako utiču na publiku i one koje predstavljaju. Autorka pokazuje da se predstavljanje odvija na različitim pozornicama, kroz aktivan i dinamičan proces iznošenja i prihvatanja tvrdnji koje imaju izrazito produktivnu, konstitutivnu moć. U predstavničkom procesu učestvuju brojni akteri čiji međusobni uticaji kreiraju predstavnički odnos. Knjiga pokazuje da je političko predstavljanje performans sa posledicama. Teorijska osnova na kojoj knjiga počiva svrstava se u pristup koji je u literaturi poznat kao konstruktivistički zaokret u teoriji političkog predstavljanja.  Ponuđeno razumevanje predstavljanja je relativno novo u političkoj teoriji, a gotovo nevidljivo u empirijskim politikološkim istraživanjima. Dok postojeća istraživanja dominantno zadržavaju statičan i jednodimenzionalan pogled na predstavljanje, ova knjiga ukazuje na složenost predstavničkih procesa kroz osvetljavanje njihovih estetskih, kreativnih, dinamičkih i relacionih aspekata.
Drugi doprinos knjige se ogleda u povezivanju različitih tradicija, odnosno primeni interdisciplinarnog pristupa. Knjiga pokazuje da performativno razumevanje predstavljanja ne bi bilo moguće bez oslanjanja na različite tradicije, posebno humanističku, i komunikacije sa njima. Autorka posebno naglašava značaj uvida koji dolaze iz sociologije, lingvistike, semiotike, kulturnih studija i teatrologije. Dok su se klasična teorijska misao o političkom predstavljanju, ali i prvi konstruktivistički uvidi razvijali bez dovoljnog oslanjanja na prethodna znanja u različitim disciplinama, ova knjiga je pokušala da poveže njihove različite doprinose kako bi sagledala širu sliku političkog predstavljanja i uočila sve njene kompleksnosti.
Prvo poglavlje knjige prati teorijski razvoj političkog predstavljanja od klasične teorije Hane Pitkin do zaokreta ka dinamičnim, kreativnim i relacionim aspektima predstavničkih procesa. Primenjujući teoriju na političku stvarnost, naredna poglavlja empirijski pokazuju značaj i primenjivost odabranog teorijskog stanovišta. Drugo poglavlje analizira proces predstavljanja žena u skupštini Srbiji kroz ispitivanje kako se konstituišu rodni identiteti i uloge kroz procese iznošenja predstavničkih tvrdnji. Antirodni diskurs u medijima u Srbiji

AB  - Cilj teksta je feministička kritička analiza antirodnih diskursa u 843
medijska teksta objavljena u Srbiji, u periodu od prvog januara 2019. do trideset prvog oktobra 2022. godine. Izabrana je medijska baza koja obuhvata najveći deo mejnstrim medija na teritoriji Srbije. Analiza je rađena na ciljanom uzorku kroz pretraživanje nekoliko ključnih pojmova, karakterističnih za antirodne diskurse: „rodna ideologija”, „porodične vrednosti” i „tradicionalne vrednosti”. Istraživanje je pokazalo kako diskurs antirodnog pokreta u Srbiji korespondira sa diskurzivnim okvirom i širim delovanjem međunarodnog antirodnog pokreta, konfrontirajući se sa feminizmom, delovanjem LGBTIQ+ pokreta i generalno, progresivnim politikama. Kao i u slučaju internacionalnog antirodnog pokreta, oslanjanje na esencijalističko i biologističko razumevanje roda i seksualnosti i insistiranje na tradicionalističkom ustrojstvu porodice, zasnovanom na rodnoj asimetriji i pratećim hijerarhijama, deo je šireg odbacivanja ideja i praksi društvene i ljudske jednakosti. Tek u tom kontekstu postaje jasnije zašto se ideje o društvenoj uslovljenosti roda, fluidnosti i promenjivosti ljudskih identiteta, kao i jednakost
i jednakopravnost različitih ispoljavanja ljudske seksualnosti smatraju toliko subverzivnim.
AB  - Main goal of the text is a feminist critical analysis of anti-gender dis-
courses in 843 media texts published in Serbia, in the period from January 1, 2019 to October 31, 2022. The media base that includes the largest part of the mainstream media on the territory of Serbia was selected. The analysis was done on a targeted sample by searching for several key terms, characteristic of anti-gender discourses: “gender ideology”, “family values” and “traditional values”. The research showed that the discourse of the anti-gender movement in Serbia corresponds to the discursive framework and wider action of the international anti-gender movement, confronting feminism, the action of LGBTIQ+ movement and, in general, progressive movements. As in the case of the international anti-gender movement, relying on an essentialist and biological understanding of gender and sexuality and insisting on a traditionalist family structure, based
on gender asymmetry and social hierarchies, is part of a broader rejection of ideas and practices of social and human equality. Only in this context it becomes more clear why ideas about the social conditioning of gender and the fluidity of human identities, as well as the equality of different manifestations of sexuality are considered so subversive.

abstract = "Cilj teksta je feministička kritička analiza antirodnih diskursa u 843
medijska teksta objavljena u Srbiji, u periodu od prvog januara 2019. do trideset prvog oktobra 2022. godine. Izabrana je medijska baza koja obuhvata najveći deo mejnstrim medija na teritoriji Srbije. Analiza je rađena na ciljanom uzorku kroz pretraživanje nekoliko ključnih pojmova, karakterističnih za antirodne diskurse: „rodna ideologija”, „porodične vrednosti” i „tradicionalne vrednosti”. Istraživanje je pokazalo kako diskurs antirodnog pokreta u Srbiji korespondira sa diskurzivnim okvirom i širim delovanjem međunarodnog antirodnog pokreta, konfrontirajući se sa feminizmom, delovanjem LGBTIQ+ pokreta i generalno, progresivnim politikama. Kao i u slučaju internacionalnog antirodnog pokreta, oslanjanje na esencijalističko i biologističko razumevanje roda i seksualnosti i insistiranje na tradicionalističkom ustrojstvu porodice, zasnovanom na rodnoj asimetriji i pratećim hijerarhijama, deo je šireg odbacivanja ideja i praksi društvene i ljudske jednakosti. Tek u tom kontekstu postaje jasnije zašto se ideje o društvenoj uslovljenosti roda, fluidnosti i promenjivosti ljudskih identiteta, kao i jednakost
i jednakopravnost različitih ispoljavanja ljudske seksualnosti smatraju toliko subverzivnim., Main goal of the text is a feminist critical analysis of anti-gender dis-
courses in 843 media texts published in Serbia, in the period from January 1, 2019 to October 31, 2022. The media base that includes the largest part of the mainstream media on the territory of Serbia was selected. The analysis was done on a targeted sample by searching for several key terms, characteristic of anti-gender discourses: “gender ideology”, “family values” and “traditional values”. The research showed that the discourse of the anti-gender movement in Serbia corresponds to the discursive framework and wider action of the international anti-gender movement, confronting feminism, the action of LGBTIQ+ movement and, in general, progressive movements. As in the case of the international anti-gender movement, relying on an essentialist and biological understanding of gender and sexuality and insisting on a traditionalist family structure, based
on gender asymmetry and social hierarchies, is part of a broader rejection of ideas and practices of social and human equality. Only in this context it becomes more clear why ideas about the social conditioning of gender and the fluidity of human identities, as well as the equality of different manifestations of sexuality are considered so subversive.",

AB  - The first chapter by Milena Lazarević and Sava Mitrović focuses on the EU integration process in the Western Balkans. The analysts from the European Policy Centre look at the current state of play in enlargement policy, analysing both its political and procedural deficiencies and mapping their main consequences. They then provide an overview of the main non-EU actors’ influences, and examine their means and methods of penetration into the countries of the Western Balkans. Next, the chapter introduces innovative proposals for overcoming the enlargement impasse developed by the European Policy Centre in Belgrade together with the Centre for European Policy Studies (CEPS) in Brussels. The “Template for Staged Accession to the EU”, published by the two think tanks in October 2021, seeks to achieve a twofold objective. On the one hand, it sets out to restore motivation for the reforms needed to attain EU membership by proposing that certain benefits should be extended to the candidate countries. On the other, it aims to unlock political will in the enlargement-sceptic member states by allaying their fears about the functioning of a further 
enlarged Union.

AB  - Abstract: In this paper, we are examining and dramatizing historical aspects of crisis manifestation in contemporary human. We aim to describe how historical perspectives of crisis manifest in terms of experiencing the facticity of reality – how such experiencing raises a unique question about identity, contributes to a transformation of the status of the real, imposes a different dynamic between reality and the subject. We clarify how such transformation leads to a different understanding of the role of that which is opaque in both the human and reality, how it reveals the interplay between the bodily-affective and the spiritually-reflexive aspects of human existence, and its role for the subject who thinks, interprets, acts and knows. This examination of perspectives of crisis manifestation in contemporary human aims to highlight the following: how and why the ways of "carrying" with it, recognized as strategies of "not responding" to such historical experience, contribute to human self-enslavement and types of ressentiment that we seek to identify; how given such historical experience, a different attitude towards oneself and reality is feasible, i.e., how a response to it is feasible in the newly emerged historical circumstances. It is emphasized that considering the relationship to such a historical situation is additionally significant because neglecting it increases human renunciation of those aspects of being that are shown to be of crucial importance for the human future.
AB  - У овом раду испитујемо и драматизујемо повесне аспекте
очитовања кризе код савременог човека. Настојимо да опишемо како се
повесни аспекти кризе пројављују у виду искусивања фактичности
стварности – како такво искусивање зачиње својеврсно питање о
идентитету, доприноси преиначењу статуса стварног, намеће другачију
динамику односа стварности и субјекта. Расветљавамо на који начин
такво преиначење са собом повлачи другачије поимање улоге онога
што је код човека и у стварности непрозирно, како раскрива
спрегнутост између телесно-афективног и духовно-рефлексивног дела
човековог бића и његову улогу за субјект који мисли, тумачи, дела,
спознаје. Овакво испитивање повесних аспеката очитовања кризе код
савременог човека има за циљ да укаже на то: како и зашто начини
„ношења“ са њим, који се препознају као стратегије неодговарања на
такво повесно искуство, доприносе људском самопоробљавању и
типовима ресантимана које настојимо да идентификујемо – односно
како је с обзиром на овакво повесно искуство изводиво другачије
постављање према себи и стварности – тј. како је у новонасталим
повесним околностима изводиво одговарање на њега. Истиче се да је
разматрање односа према таквој повесној ситуацији од значаја додатно због тога што њено пренебрегавање све више подупире одрицање
човека од оних аспеката његовог бића за које се показује да су од
пресудног значаја за људску будућност.

Gated communities as a symbol of inequality

AB  - This article takes the concept of gated communities to represent a special form of securitised housing, developed in the United States in the 20th century and popularised around the world in later years, and examines it as such. The neo-liberal society is an especially fertile ground for the development of this concept due to the unequal distribution of wealth, growing social stratification, poverty and segregation. Often, the surrounding roads are privatised and access to public areas is restricted for the purposes of these settlements, which leaves entire complexes within cities inaccessible to the majority of citizens. All these processes are in conflict with the democratic concept of the open city and the model of mixed housing, nurtured in the welfare state. The segregation of citizens, and their marginalisation and displacement (gentrification), along with the endangerment and privatisation of public spaces significantly reduce the democratic capacity of urban communities. The main concern of this research is the examination of the reasons which contribute to the expansion of gated communities, and the effects they have on the spirit of the urban community (alienation) and the democratic capacities of cities. The aim of the paper is to examine the notion of gated communities on a sample of cities in the Anglosphere (USA, Canada, New Zealand), and to analyse their specific effects. The analysis of the existing research and case studies concerning gated communities in the world often consists of the use of statistical methods, regulatory change analyses, and the interviews and surveys of tenants, managers, politicians and officials. The comparative method, used in this paper, focuses on the similarities and differences of gated communities in different countries, which enabled us to draw conclusions on better housing and urban development policies (synthesis).

AB  - We explored links between competitive authoritarianism and populism in Serbia under Vučić via mixed
methods. We conducted a quantitative content analysis of 228 political cartoons (2013–2017) by Dušan
Petričić, a leading cartoonist and government critic, and qualitative visual and contextual analysis of
four cartoons that reflected key themes—media freedom violations, unfair political competition, and
populist and abusive rule. We found that populism appeared as the ‘soft’ face of competitive
authoritarianism, tolerable to domestic audiences and acceptable to influential international actors
because of its reliance on more informal and sophisticated and less repressive forms of authoritarian
manipulation.

AB  - Studies suggest that, at the routine level, news beats function as unique “microcultures.”
Exploring this “particularist” approach in news content, we compare how
the interventionist, watchdog, loyal, service, infotainment, and civic roles materialize
across 11 thematic news beats and analyze the moderating effect of platforms,
ownership, and levels of political freedom on journalistic role performance in hard
and soft news. Based on the second wave of the Journalistic Role Performance (JRP)
project, this article reports the findings of a content analysis of 148,474 news items
from 37 countries. Our results reveal the transversality of interventionism, the
strong associations of some topics and roles, and the limited reach of news beat
particularism in the face of moderating variables.

Exploring this “particularist” approach in news content, we compare how
the interventionist, watchdog, loyal, service, infotainment, and civic roles materialize
across 11 thematic news beats and analyze the moderating effect of platforms,
ownership, and levels of political freedom on journalistic role performance in hard
and soft news. Based on the second wave of the Journalistic Role Performance (JRP)
project, this article reports the findings of a content analysis of 148,474 news items
from 37 countries. Our results reveal the transversality of interventionism, the
strong associations of some topics and roles, and the limited reach of news beat
particularism in the face of moderating variables.",

AB  - The shifting role of journalism in a digital age has affected long-standing journalistic norms across media platforms. This has reinvigorated discussion on how work in online newsrooms compares to other platforms that differ in media affordances and forms. Still, more studies are needed on whether those differences translate into distinct practices, especially when examining cross-national studies. Based on the second wave of the Journalistic Role Performance (JRP) project, this article reports the findings of a content analysis of 148,474 stories produced by 365 media organizations from 37 countries, comparing the performance of journalistic roles in online newsrooms to three other types of media—TV, radio, and print. The paper analyzes if journalistic roles present themselves differently across platforms, and if these differences are constant or they vary across countries. Results show that there are measurable differences in role performance in online journalism compared to other platforms. Platform had a significant impact, particularly in terms of service and infotainment orientation, while the implementation of roles oriented toward public service was more similar. Additionally, country differences in the relationship between role performance and platforms mainly emerged for roles that enable political influence on news coverage, with differences in the relationship between online vs. traditional platforms appearing to be distinct features of the specific political system.

AB  - This paper investigates the development of Belgrade public transport system, and issues arising therefrom, through the lens of two concepts developed by scholars from the field of science, technology, and society: relevant social groups and sociotechnical imaginaries. Both concepts were conceived in order to explain and adequately theorize ways in which society and technology shape each other, with special emphasis on the political aspects of this process. Rather than trying to explain the entire history of the system, the paper will focus on several points of controversy during the 20th and 21st centuries. The main aim of the paper is to show, through these examples, that the proposed conceptual framework could be useful for understanding complex sociotechnical systems such as public transport.

AB  - This article examines the transformation of the Serbian media landscape over the last 
two decades, by applying four analytical categories developed for identifying levels 
of media capture in different national contexts (Dragomir 2019). Implementation 
of diachronic document analysis provides rich descriptions of the media regulatory 
capture, grip over public service broadcasters, misuse of state advertising and project based financing of media content, as well as endurance of state media ownership. 
Therefore, this study identifies some of the reasons behind recent decline of media 
freedoms in Serbia, adds elements for finding the right place for Serbia on the map 
of Central and Eastern European post-communist media transformations, and 
contributes to the growing literature aimed at understanding media capture in its 
many forms and variations across the globe.
