The role of the social and economic council in creating social dialogue in Serbia

Abstract

The Social and Economic Council, as the institutional mechanism for cooperation between social actors, should have the main role in creating social dialogue in Serbia. However, the limited influence of the Social and Economic Council on the process of creating social dialogue marginalizes its role. Consequently, we will analyze the weaknesses in the work of this institution, its position in comparative perspective and possible redesign. Additionally, we need to find a model most similar to ours and justify our thinking about the possible improvement of the legal framework for the functioning of this independent body based on good practice examples. At the end of the paper, we will give recommendations for the redesign of this institution with the greater emphasis on its independence.

Socijalno-ekonomski savet kao institucionalni mehanizam saradnje između socijalnih aktera trebalo bi da ima ključnu ulogu u kreiranju socijalnog dijaloga u Srbiji. Međutim, ograničenost uticaja Socijalno-ekonomskog saveta na proces kreiranja socijalnog dijaloga, kao i proces političkog odlučivanja marginalizuju njegovu ulogu. Shodno tome, analiziraćemo slabosti u radu ove institucije, njen položaj u uporednoj praksi i mogući redizajn ove institucije. Takođe, potrebno je pronaći najsličniji model našem i na osnovu primera iz dobre prakse utemeljiti razmišljanja o mogućem poboljšanju pravnog okvira za funkcionisanje ovog nezavisnog tela. Na kraju rada daćemo preporuke za redizajn ove institucije uz veći naglasak na njenoj nezavisnosti.
