The social care of children and family in the social security systems of countries in transition

Abstract

The social care family and children is actual in countries in transition. The theoretical base of social care of the family and children in former socialist countries is elaborated. In the same time, a critical view in practice is given and it is pointed out to achievements and omissions in this field. It is also pointed out to the different forms of social intervention in the period of transition. It is necessary to develop a long-term strategy of support to family, in order to facilitate the realization of its functions. The long-term strategy has to decrease the inflow of children in all forms of social care and to give a complex support to family through broader reform policies. A permanent preventive support to family and children is necessary.

Društvena briga o porodici i deci aktuelna je tema u zemljama u tranziciji. U radu je obrađena teorijska osnova društvene brige o deci i porodici u bivšim socijalističkim zemljama, kritički razmotrena praksa, ukazano na dostignuća i propuste u ovoj oblasti, identifikovani osnovni problemi i potrebe dece i porodice za određenom zaštitom u periodu tranzicije. Ukazuje se takođe na različite oblike socijalne intervencije u periodu tranzicije. Neophodno je razviti dugoročnu strategiju pomoći porodici kako bi što uspešnije obavljala svoje funkcije. Dugoročna strategija mora da smanji priliv dece u sve oblike društvene brige i omogući kompleksnu pomoć porodici koja se sastoji od širih reformskih politika. Neophodna je stalna preventivna podrška porodici i deci.
