Three important aspects of research and planning within the field of social development and social policy have been elaborated in this article: (a) the role and importance of scientific research work in general and particularly within the field of social development and social policy; (b) realistic need for research work and possibilities to satisfy it in the existing unfavorable social-economical and social conditions; (c) possible directions for overcoming of extremely bad situation within the field of research work in social policy. The emphasis was put on the urgent need for scientific elaboration of occurrences and problems that have been understudied or the knowledge of which has become insufficient or out of date (mass poverty, large unemployment, hard and humiliating position of pensioners, crime and asocial occurrences, impoverishness of public services, concept of social development and social policy in new social, economical and political conditions and similar).
