Access of disabled persons to higher education at University of Belgrade
Pristup osoba sa invaliditetom visokom obrazovanju na Univerzitetu u Beogradu
Abstract
Right to higher education in Republic of Serbia implies to all persons who have acquired secondary education, which is regulated by the Law on Higher Education. Despite this, conducted research confirms a small proportion of students with disabilities in the total student population. The aims of this paper are to analyze normative acts concerning the protection of the right to higher education for persons with disabilities, as well as spotting the obstacles that people with disabilities face in accessing higher education at the University of Belgrade. In the first part of the paper will be presented national legal frame- work for people with disabilities in higher education, while the other part relates to the obstacles in access to education through the analysis of the content of legal acts of the faculties. Contribution to the analysis is questionnaire sent to faculties that examines the existence and content of support for students with disabilities in practice. Ostvarivanje prava na visoko obrazovanje u Republici Srbiji podrazumeva pravo koje imaju sva lica koja su stekla srednjoškolsko obrazovanje, što je regulisano Zakonom o visokom obrazovanju. Uprkos ovakvom stavu, sprovedena istraživanja potvrđuju mali udeo studenata sa invaliditetom u ukupnoj studentskoj populaciji. Ciljevi rada su analiza normativnih akata koji se tiču zaštite prava na visoko obrazovanje osoba sa invaliditetom, kao i uočavanje prepreka sa kojima se osobe sa invaliditetom sreću u pristupu visokom obrazovanju na Beogradskom univerzitetu. U prvom delu rada biće prikazan nacionalni pravni dizajn podrške osobama sa invaliditetom u oblasti visokog obrazovanja, dok se drugi deo odnosi na prepreke u pristupu obrazovanju kroz analizu sadržaja opštih akata fakulteta. Prilog analizi je i upitnik upućen fakultetima, koji ispituje postojanje i sadržaj podrške studentima sa invaliditetom u praksi.
