dc.description.abstractThe paper focuses on the reforms of the Serbia's welfare system. Once dominantly a public welfare system, it started its transition at the beginning of the 1990s, with a vision to introduce private market elements. The theoretical framework of the paper starts from the characteristics of the state and the market in their roles of welfare providers. It is followed by a brief description and analysis of the economic, political and social contexts of welfare changes to continue to the analysis of the state and market elements in the provision of welfare. The main conclusion of the paper is that the market elements will be increasingly more present in the welfare reforms, as a result of deficient state funds, however without an evaluation of their actual effects and clear state strategy.sr
