Deconstructing liberal peacebuilding: lessons from the Western Balkans

AB  - The paper contributes to the deconstruction of the liberal peacebuilding concept, particularly its main components of failed state and statebuilding, through the analysis of two internationally-backed statehood projects in the Western Balkans: Bosnia and Herzegovina and Kosovo. The authors analyse critical peacebuilding literature on these two cases to provide arguments for abandoning the failed state and state-building ideas as overly biassed and ideologically based. Instead, they suggest reintroducing the conceptualisation of state-making as a more suitable framework for understanding the post-war context and dynamics in the Western Balkans. Based on that premise, the authors conclude that the cases of Bosnia and Herzegovina and Kosovo should be approached from a broader historical and geographical perspective and call for the decentralisation of the "Westphalian state" and the reinstatement of the longue durée perspective in state-formation research, as well as the depathologisation of the subjects of that research.

liberalne izgradnje mira, posebno njegovih glavnih činilaca: neuspele
države i izgradnje države, kroz analizu dva međunarodno podržana
državna projekta na Zapadnom Balkanu: Bosne i Hercegovine i Kosova.
Autori analiziraju kritičku literaturu o izgradnji mira posvećenu ovim
dvama slučajevima kako bi ponudili argumente za napuštanje koncepata
neuspele države i izgradnje države, zbog njihove preterane
pristrasnosti i ideološke zasnovanosti. Umesto toga, oni predlažu
vraćanje konceptu stvaranja države kao primerenijem teorijskom okviru
za razumevanje posleratnog konteksta i dinamike na Zapadnom Balkanu.
Polazeći od te pretpostavke, autori zaključuju da bi slučajevima Bosne i
Hercegovine i Kosova trebalo pristupati iz šire istorijske i
geografske perspektive i pozivaju na decentralizaciju ideje “vestfalske
države”, vraćanje longue durée perspektivi u istraživanju stvaranja
država, kao i na depatologizaciju predmeta tog istraživanja.

Neoliberal co-optation, power relations and informality in the Balkan International Relations profession

AB  - The article attempts to assess the importance of informal networks in achieving internationally recognised academic standards set in four Balkan countries by the reform of higher education institutions and the International Relations (IR) profession in particular. Starting from the core-periphery division of the Global IR, the authors are examining the results of these reforms by focusing on the neoliberalisation of the university and the professional subordination of peripheral IR communities to the Western-dominated epistemic community (including 'brain drain' and recruitment of 'organic' intellectuals). Based on the interviews conducted with Balkan IR scholars, the authors conclude that informality is viewed as social capital, that is, a means of acquiring benefits by virtue of personal ties with the 'gatekeepers' of core IR. In that respect, interviewees suggest three possible solutions for overcoming the epistemic dependence of the Balkan IR community: development of local standards, stimulation of critical approach and better preparation for international standards, while the authors of the article also propose the fourth possibility: abandoning the core-periphery division, and thinking beyond geopolitical and geocultural divisions - the main idea behind the Global IR project.

The role of political elites in the process of identity reconstruction: the case of Bosnia and Herzegovina

AB  - The study starts with the general hypothesis that radically different interpretations of the Bosnian War (1992-1995) in the post-war BiH determine the construction of mutually exclusive identities of its constitutive peoples. After more than two decades of post-war transition, these identities have acquired structural qualities, including the one of strategic selectivity, which empowers ethnopolitics and discriminates its alternatives, and vice versa, the ethnopolitics reproduce mutually exclusive identities and the political order built on them. The described mechanism maintains political crisis and ethnic divisions in the ‘Dayton’ BiH, and candidates this state for a case of protracted social conflict. The theoretical part of the study discusses the basic human needs theories, and the correlation of identity, as one of the fundamental needs, and political elites, their strategies and politics, in particular. The aim is to contribute to further understanding of identity as a political resource and an instrument of political governance, or governmentality. The discussion is primarily based on international relations and peace studies literature, mostly works of John Burton and Edward Azar, among others. The methodological approach of this study is interpretive; its primary method is the discourse analysis, with the speaker/statement unit of study. Discourses and practices of Bosniak, Serbian, and Croatian political elite, mainly their identity-related content and narratives on War, victim, and state are the subject of this study. The subject is limited to the territory of BiH, although it includes statements of representatives of Serbia and Croatia, and refers to the period from 2012 to 2019. The most important conclusion of the study is that interpretations of War and mutually exclusive identities produce a political situation in BiH known as “the continuation of war by other means”, or the protracted social conflict. Nevertheless, that does not make BiH an exception, but a part of broader international trends
AB  - U disertaciji se polazi od pretpostavke da suštinski različite interpretacije rata (1992-1995) u posleratnoj BiH uslovljavaju konstrukciju međusobno isključivih identiteta njenih konstitutivnih naroda. Tako konstruisani identiteti vremenom se strukturalizuju, te postaju nepropustljivi prema neetničkim politikama. S druge strane, etnopolitike koje ova strukturna selektivnost podstiče, povratno ojačavaju dominantne konstrukcije identiteta i reprodukuju postojeće odnose moći. Tako se politička kriza i društevni rascepi održavaju u celokupnom posleratnom periodu, što kandiduje „dejtonsku“ BiH za slučaj sukoba dugog trajanja. Teorijski deo disertacije obuhvata raspravu o teorijama ljudskih potreba i vezi identiteta, kao jedne od ključnih ljudskih potreba, sa političkim elitama, njihovim politikama i strategijama. Time se želi doprineti razumevanju identiteta kao političkog resursa i instrumenta političkog vladanja, tj. upravljanja stanovništvom. U tu svrhu koristi se literatura koja uglavnom pripada međunarodnim odnosima i studijama mira, pre svega radovi Džona Bartona i Edvarda Azara. Metodološki pristup je interpretativistički, ključna metoda je analiza diskursa, a jedinica analize je govorni čin, stav pripadnika triju etnopolitičkih elita u BiH. Cultural violence as a longue duree process: from colonialism to humanitarianism

AB  - The main hypothesis of the paper is that Orientalism, as a form of cultural violence, represents a long-term historical structure which is reproduced through discourses and practices of various social systems. The authors apply genealogy and longue duree approaches to analyze discourses of colonialism, antisemitism, nationalism, and humanitarianism, indicating the long-lasting identity division along the West-East (Orient) axis, as well as continuity of the cultural content that implies the superiority of the Self and the inferiority of the Other. The analysis also shows that all these discourses, although mutually different, can be rooted in the Orientalist matrix and thus become instruments for legitimizing and justifying various forms of indirect (repression, exploitation) and direct violence (wars, genocide, ethnic cleansing). The paper aims to understand the different forms of violence and their complexity as precondition for violence prevention.

AB  - This essay is a review of the most important European peace science initiatives in
the period between the two world wars, including their precursors from the 19 th and the
beginning of the 20 th century. In the first part, the authors give an analysis of peace proposals suggested by the prominent pacifists, scientists and politicians of that time, who
were deeply influenced by their experiences of the First World War. This section covers
the analysis of international (peace education and the science of international relations)
and national peace science projects, including both the First World War victorious (United
Kingdom, France, etc.) and defeated powers (Austria and Germany). In the second and
final part, authors come to the conclusions about correlations of the First World War and
development of the peace science, about purposefulness of the respective interwar peace
initiatives, and also offer an explanation regarding the alleged failure of those initiatives to
prevent the Second World War.

AB  - The author analyses theoretical concepts of group identities and their role in social, political, and, particularly, inter-ethnic relations. Facing the variety of different approaches, he is searching for the appropriate eclectic definition of the national identity, primarily concentrating on the role of the Other. Subsequently he draws conclusions about the role of the Turks (Ottomans), Muslims (Bosniaks) and Albanians in the formation of Serbian national identity (and its incorporation in the framework of European identity), seeking thereby to contribute to a better understanding of the causes of Yugoslav civil wars.
AB  - Autor analizira teorijske koncepte o grupnim identitetima i njihovoj ulozi u društvenim, političkim, i posebno međunacionalnim odnosima. U mnoštvu različitih pristupa, eklektički pokušava da odredi pojam nacionalnog identiteta, kao i ulogu 'drugog' u njegovom formiranju. Tako određen teorijski okvir primenjuje na zvanične istoriografske narative u Srbiji. Na kraju izvodi zaključke o ulozi Turaka, Muslimana (Bošnjaka) i Albanaca u procesu formiranja srpskog nacionalnog identiteta (i nastojanju da se taj identitet uvrsti u okvire 'evropskog identiteta'), pokušavajući time da doprinese boljem razumevanju uzroka sukoba na prostoru bivše Jugoslavije.

AB  - The article's aim is to determine analytical and normative limits of the Conflict Resolution field of research, to define its principle terms, concepts and paradigms, and to clarify terminological and conceptual confusion in this area. In the first part, authors try to define and classify conflicts, while in the second part they analyze different conflict resolution techniques. Topic of the third part is directed towards main paradigms with special emphasis on the human needs theory. In the conclusion authors observe constraints for conflict resolution, and try to establish the criteria for its successful overcoming.
AB  - Autori ovim člankom pokušavaju da odrede analitičke i normativne granice oblasti rešavanja sukoba, da izlože njene osnovne koncepte i paradigme, i da doprinesu smanjenju terminološke konfuzije koja u ovoj oblasti vlada. Prvi deo rada bavi se određenjem i klasifikacijom sukoba, drugi deo je posvećen analizi koncepata i tehnika rešavanja sukoba, dok se u trećem delu izlažu dominantne paradigme, s posebnim osvrtom na teoriju o ljudskim potrebama. U zaključku autori uočavaju određene prepreke na koje se može naići u procesu rešavanja sukoba i pokušavaju da ustanove kriterijume za njihovo uspešno prevazilaženje.
