AB  - This paper focuses on the squatting movement and the practice of procuring
housing for poor people, which are needs neglected by the government. The
squatting movement and practice have developed in the Western world in two waves
of urban movement: in the 1960s-1970s and from 2000 up to now. This topic has
become important again in the neoliberal world of growing social inequalities.
Research methods include the analysis of existing studies, a comparison of Geneva
(Switzerland), Rome (Italy), and New York (USA) as case studies, and the genera-
lisation of lessons learned.
The main recommendations are the reform of housing policy and the recovery of
welfare state instruments.

Gated communities as a symbol of inequality

AB  - This article takes the concept of gated communities to represent a special form of securitised housing, developed in the United States in the 20th century and popularised around the world in later years, and examines it as such. The neo-liberal society is an especially fertile ground for the development of this concept due to the unequal distribution of wealth, growing social stratification, poverty and segregation. Often, the surrounding roads are privatised and access to public areas is restricted for the purposes of these settlements, which leaves entire complexes within cities inaccessible to the majority of citizens. All these processes are in conflict with the democratic concept of the open city and the model of mixed housing, nurtured in the welfare state. The segregation of citizens, and their marginalisation and displacement (gentrification), along with the endangerment and privatisation of public spaces significantly reduce the democratic capacity of urban communities. The main concern of this research is the examination of the reasons which contribute to the expansion of gated communities, and the effects they have on the spirit of the urban community (alienation) and the democratic capacities of cities. The aim of the paper is to examine the notion of gated communities on a sample of cities in the Anglosphere (USA, Canada, New Zealand), and to analyse their specific effects. The analysis of the existing research and case studies concerning gated communities in the world often consists of the use of statistical methods, regulatory change analyses, and the interviews and surveys of tenants, managers, politicians and officials. The comparative method, used in this paper, focuses on the similarities and differences of gated communities in different countries, which enabled us to draw conclusions on better housing and urban development policies (synthesis).

AB  - In the modern neoliberal world, due to large social stratifications and a large 
gap  in  wealth  redistribution,  the  achievability  of  the  ideal  of  an  open  city,  
as  the  concept  of  the  UN  and  inclusive  city,  as  the  concept  of  a  democratic  
society, is becoming a great practical challenge and therefore interesting topic 
for urban policy researchers. The article will open important research topics in 
contemporary urban policy studies, focusing on post-socialist countries. The 
main research methods are analysis and presentation (synthesis) of the results 
of contemporary studies in general, and comparative data on transformation in 
social housing policy in transitional countries. The paper will also present some 
challenges of the neoliberal world (example of Occupy London movement), 
as well as good practices of social housing in Copenhagen, to stimulate better 
urban and housing policy (learning from experiences) for Belgrade and other 
post-socialist cities.

AB  - Predmet ovog rada je prikaz dobre prakse pametnih, zelenih gradova u primeni IT aplikacija za pružanje javnih usluga (rešavanje i ekoloških problema), borbe protiv klimatskih promena i afirmacije zelenih energija. Posebno važan aspekt je analiza koprodukcije kao aktivnog uključivanja građana kroz aplikacije u proces kreiranja politika, u oblikovanje paketa javnih usluga "krojenih" prema potrebama zajednice kao vid demokratizacije društva. Dobra iskustva pametnih gradova odlična su lekcija za Srbiju i njene gradove. Metode koje se koriste u ovom radu jesu analize i sinteze radova iz ove oblasti, analize dobrog načina korišćenja IT paketa u pojedinim evropskim gradovima, kreiranja dobrih mernih instrumenata za praćenje promena mikroklime usled globalnog otopljavanja u nemačkim i britanskim gradovima, studija slučaja afirmacije zelene energije u Belgijskom urbanom distriktu i komparacije s načinom tretiranja ovih tema u Srbiji. Očekivani doprinos ovog rada je uvid u neke dobre prakse i ukazivanje na šansu da naša država i gradovi preuzmu i primene neka od ovih korisnih znanja, veština i instrumenata za dobrobit građana i naše zajednice.
AB  - The subject of this paper is the review of good practice of smart green cities in the use of IT applications for
providing public services (including the resolution of ecological issues), coping with climate change and green
energy affirmation. A particularly important aspect is the analysis of the coproduction, i.e. of active involvement of
citizens through the application in the policy creation process, the preparation of public services package custom-
made for the community needs as a form of democratization of the society. Good experiences of smart cities are
an excellent lesson for Serbia and its cities.
The methods used in this paper are the analyses and syntheses of the papers from this field, the analyses of the
good method of using IT packages in certain European cities, the creation of good measurement instruments for
monitoring microclimate change due to global warming in German and British cities, the study of green energy
affirmation in the Belgian urban district, and comparison with the manner of treating these topics in Serbia. The expected contribution of this paper is the insight into some good practices and indicating the opportunity for
our country and cities to take over and apply some of this useful knowledge, skills and instruments for the welfare
of our citizens and community.

Reforme organizacije i podele nadležnosti grada Beograda (2000-2022)

AB  - Predmet ovog članka je prikaz reformi organizacije i funkcionisanja grada Beograda posle 2000 godine, sa naglasačkom na sadašnje stanje. Najvažniji deo ove analize je način podele nadležnosti između države, grada i gradskih opština kao i mesnih zajednica kao pod-opštinskog nivoa lokalne vlasti. Rad po strukturi prati bitne aspekte sistema lokalne vlasti: status, izbori, organizacija vlasti, nadležnost, finansiranje, u manjoj meri službe, pružanje usluga ali većina ovih tema je integrisana u tekst. Naglasak je stavljen na podelu nadležnosti i donekle na finansijsku regulativu. 
Cilj rada je da se analiziraju instrumenti demokratizacije (mogućnost uključivanja građana u odlučivanje) i razvoja preduzetničkih kapaciteta grada Beograda, jer on ima veće potencijale od drugih jedinica lokalne samouprave u Srbiji da obezbedi veći opseg i bolji kvalitet usluga usled ekonomije obima. 
Istraživačko pitanje: Da li je model organizacije Beograda dovoljno demokratski, do koje mere je decentralizovan (posebno u pogledu podele nadležnosti između grada i gradskih opština kao i forme neposrednog uključivanja građana u procese odlučivanja) i da li načelno odgovara potrebama građana i zajednice (usluge krojene prema potrebama građana)? 
Metode: U radu će se koristiti analiza sadržaja dokumenata (pravne regulative i zakonskog modela uređenja grada) kao i studija u ovoj oblasti, zatim komparativna iskustva uređenja Beograda iz raznih faza razvoja i sinteza (dedukcija) svih iskustava u neka opštija znanja koja se mogu koristiti u poboljšanju organizacije Beograda ali i drugih gradova. Ovaj članak je urađen kao studija slučaja Beograda. Autorka je u radu koristila svoja višedecenijska iskustva iz reformi uređenje Beograda (decentralizacija, demokratizacija, modernizacija upravljanja). Za ovaj tekst su od velikog značaja brojne javne rasprave i razgovori sa funkcionerima gradskih opština i grada iz svih faza reformi kao i u sadašnjem trenutku. Oni daju ovoj studiji jaču vezu sa životnim i praktičnim problemima, izazovima i napravljenim rešenjima.
Očekivani rezultati: Ova analiza je dobra osnova za učenje drugih gradova iz iskustva - dobre ali i loše prakse funkcionisanja Beograda.

AB  - Ovaj rad se bavi kod nas slabo istraživanim konceptom ograđenih naselja (politika stanovanja) koji je sredinom 20. veka razvijen u SAD, ali je u novije vreme posebno afirmisan u neoliberalnom društvu, širom sveta. Ograđena naselja postoje i u socijaldemokratskoj Evropi, te članak izučava posledice primene ovog koncepta, tj. uticaj ograđenih naselja na demokratski duh grada i demokratske i razvojne potencijale grada, na uzorku gradova u Evropi (Francuska, Britanija i Irska), uz izvlačenje pouka. Ograđena naselja imaju brojne loše efekte na zajednicu. Vlasti za potrebe ograđenih zajednica često privatizuju saobraćajnice, javne prostore, kao i pristup preostalim javnim površinama, na štetu većine stanovnika, za koje čitavi kompleksi u gradu ostaju nedostupni. To stvara brojne socijalne, prostorne nepravde, čime se aktivno potkopava demokratski duh i kapacitet grada. Ovi procesi su u sukobu sa demokratskim konceptom otvorenog grada i modelom mešovitog stanovanja, negovanog u vreme države blagostanja. Članak se oslanja na analize postojećih istraživanja i studija ograđenih naselja u svetu kroz indikativne primere i studije slučaja (analiza sadržaja, sinteza, generalizacija, komparacija). U ovim studijama su često korišćene statističke metode, analize promene regulative, intervjui i ankete stanara, menadžera razvoja, političara i službenika. Komparativnom metodom u ovom radu se porede sličnosti i razlike ograđenih naselja u raznim zemljama, što je osnov za zaključke i preporuke za optimalnu politiku stanovanja i razvoj gradova (sinteza). Članak uvodi ovu izazovnu temu u prostor debate političkih i društvenih nauka (polje urbanih studija), daje prikaz postojećih posledica, te putem komparacije omogućava da sintetički dođemo do preporuka za izbor optimalne politike stanovanja (učenje iz iskustva).
AB  - Abstract: This paper deals with the poorly researched concept of fenced settlements
(housing policy), which was developed in the USA in the middle of the 20th century, but
has recently been particularly affirmed in neo-liberal society, all over the world. Walled
settlements also exist in social-democratic Europe, and the article studies the consequences
of applying this concept, i.e. the influence of fenced settlements on the democratic spirit of
the city and the democratic and development potential of the city, on the example of cities
in Europe (France, Britain and Ireland) with lessons learned.
Gated settlements have a number of negative effects on the community. For the
needs of fenced communities, authorities often privatize roads, public spaces, and access
to remaining public areas, to the detriment of the majority of residents, for whom entire
complexes in the city remain inaccessible. This creates numerous social and spatial injustices, which actively undermines the democratic capacity of the city. These processes are
in conflict with the democratic concept of the open city and the model of mixed housing,
cultivated during the welfare state.

in the world through indicative examples and case studies (content analysis, synthesis,

AB  - Razvoj IT je otvorio sjajan prostor za veću dostupnost informacija i svih vrsta
znanja, što je važan činilac razvoja i obogaćivanja demokratije. Istovremeno,
time je otvoren prostor za dezinformacije i zloupotrebe informacija, te smo sve-
doci ozbiljnog urušavanja demokratskih institucija, procedura odlučivanja i,
konačno, ugrožavanja ljudskih prava i u najvećim demokratijama na planeti.
Veliki broj autora ukazuje da digitalizacija nije tehničko, niti inženjersko pita-
nje već da ima ozbiljne socijalne i političke implikacije. Srbija spada u zemlje
koje imaju sistemsku korupciju sa kojom nijedan od režima od 2000. godine ne
izlazi na kraj, zbog nespremnosti političkih elita da se odreknu ovih unosnih
vidova bogaćenja. Ovaj rad će se fokusirati na tri teme: prva se bavi kvalitetom
javnih nabavki u Srbiji, problemom slabe dostupnosti ugovora u javnosti, te
velike štete koje se pri tome nanose našem društvu. Druga tema je kvalitet jav-
no-privatnih partnerstava – dobra i loša praksa, kojom treba da se obezbedi
uspešna realizacija projekata za koje javni sektor sam nema dovoljno sredstava,
te se oslanja na privatni. Ipak, kod nas ovi projekti često služe za zloupotrebe i koruptivne aktivnosti. Treća tema je slaba dostupnost informacija vezanih za
prostorne planove i za gradnju kao izuzetno profitabilne oblasti.
AB  - The development of IT industry has provided numerous possibilities for better
access to information and knowledge, which has been an important element
for democratic development. At the same time, it has opened a large space for
disinformation and abuse of information – therefore we have been witnessing
severe decline of democratic institutions, decision-making procedures and violence of human rights even in the well-established democracies in the world.
Numerous authors highlight the fact that the process of digitalization is not
merely technical or engineering issue, but it drives serious societal and political implications. Serbia has been among the countries with worrying systemic
corruption, and every government since democratic changes in 2000 has failed
to deal with it, mostly because political elites have not been ready to give up
these lucrative forms of enrichment. Therefore, this paper focuses on three important issues: first, the quality of the public procurement procedures in Serbia,
the problem of poor public availability of contracts, and severe damage of these
problems to our society. Secondly, the paper highlights the quality of public-private partnerships, their good and poor practices, and the ways for successful
implementation of the projects which do not get funded by the public sector,
and therefore turn to private funds. However, in Serbia these projects often serve
as a platform for various forms of abuse and corruptive activities. Thirdly, the
paper discusses poor availability of information in regards to urban planning
and building industry as highly profitable policy fields.

Те промене су довеле до примене нових механизама и
инструмената управљања али је дошло и до већих социјалних
разлика, до пораста сиромаштва, социјалне изолованости и
сегрегације због запуштања бриге о доступности станова. У
том смислу су искуства шведских градова врло интересантна и
за Србију као транзициону земљу која је са модела доступног
и мешовитог становања прешла на тржишни модел. И у
Србији држава и локалне власти запостављају стамбену
политику. Циљ ове анализе је идентификација разлога и
последица преласка на неолиберални модел те како Србија
може да предупреди проблеме који су настали у Шведској,
да обезбеди доступне станове својим грађанима а смањи
шансе за сегрегацију и сиромаштво. Методе: анализа модела
становања, студија случаја џентрификације у четири града
у Шведској, те компарација са стањем у Србији и Београду (видови џентрификације). Закључак: Доступност стана, поред
доброг образовања и квалитетног посла спадају у најбитније
чиниоце благостања за појединце те политику становања и у
неолибералном амбијенту треба неговати, пре свега у односу
на социјално осетљиве категорије. Резултат: Чланак указује да
у Србији треба подићи осетљивост за проблеме сиромашних,
подићи квалитет база података, креирати индикаторе као
инструменте праћења и вредновања резултата ове политике
уз партиципацију грађана.

AB  - Социјална политика спаде у заједничке политике земаља
Европске Уније јер ова област значајно доприноси квалитету
живота становника и заштити посебно осетљивих социјалних
група.
Предмет анализе je улогa локалне власти (Европски
стандарди и стање у Србији) као ниво који је најближи
грађанима, те има могућност да креира политике, програме и
пакет социјалних услуга које кроји према потребама грађана.
Циљ рада је да идентификује капацитете које су локалне
власти изградиле у овој области, те поља на којима је могуће
подићи квалитет рада у Србији (учење из искуства и добре
праксе других, успешних земаља).
Теоријско методолошки приступ: биће приказано стање
у Србији (истраживање о субсидијаритету), начин рада као и
компаративна искуства у свету.
Очекивани резултати и закључак рада: Чланак ће указати
на стање у Србији и на простор који постоји да би се системски
ојачали капацитети локалних власти у овој области: 1. Значај стратешког планирања локалне власти уз свест
да социјална заштита мора бити сагледана контекстуално и
мултидисциплинарно;
2. Значај већег укључивања грађана у креирање пакета
услуга да би одговориле потребама конкретних становника;
3. Боље информисање грађана о понуди (јавног и
приватног сектора), боља контрола услуга социјалне заштите
(квалитет индикатора, квалитет база података) као и квалитет
контролних инструмената: инспекције, ИТ пакети: грађанин

Предмет анализе je улогa локалне власти (Европски
стандарди и стање у Србији) као ниво који је најближи
грађанима, те има могућност да креира политике, програме и
пакет социјалних услуга које кроји према потребама грађана.
Циљ рада је да идентификује капацитете које су локалне
власти изградиле у овој области, те поља на којима је могуће
подићи квалитет рада у Србији (учење из искуства и добре
праксе других, успешних земаља).
Теоријско методолошки приступ: биће приказано стање
у Србији (истраживање о субсидијаритету), начин рада као и
компаративна искуства у свету.
Очекивани резултати и закључак рада: Чланак ће указати
на стање у Србији и на простор који постоји да би се системски
ојачали капацитети локалних власти у овој области: 1. Значај стратешког планирања локалне власти уз свест
да социјална заштита мора бити сагледана контекстуално и
мултидисциплинарно;
2. Значај већег укључивања грађана у креирање пакета
услуга да би одговориле потребама конкретних становника;
3. Боље информисање грађана о понуди (јавног и
приватног сектора), боља контрола услуга социјалне заштите
(квалитет индикатора, квалитет база података) као и квалитет
контролних инструмената: инспекције, ИТ пакети: грађанин

AB  - This article analyses the way of managing urban policy in Scandinavian countries, as an example for Serbia. By analyzing urban policy as complex activity, because it demands contextual approach, democratic governmental capacities, good management with capacities to tail services according to the needs of citizens in their community, we could understand cities as stimulators of development and creators of welfare. 

This analysis tries to identify how Serbia, as transitional country can learn lessons from Scandinavian countries, to modernize management, democratize political system (decentralization and strengthening local government capacities), as well as to decrease corruption and misuses in public affairs.

In methodological sense this article includes analysis of the system, the way of creation and steering urban policy in Scandinavian countries with affirmation of knowledge (evidence based public policy) and professionalism. Case study of Copenhagen city and experiences from other cities from this region, will procure in view of potential benefits of such an approach. On this basis comparison is made with similar processes in Serbia, which give us possibility to identify necessary corrections in our system.

Some of the results of this paper are better knowledge of Serbian system weaknesses (especially in way of managing cities), loss of benefits which democratic and decentralized society enables, modern management, creation of policies on evidence, and creative searching for solution.
One can conclude that reform changes, which turn out to be impossible for implementation in our society, do not demand great material investments, but demand the changing of values, priorities and model of behavior.

AB  - Ovaj članak analizira načina vođenja urbane politike u skandinavskim zemljama kao uzor za Srbiju. Analizom urbane politike kao kompleksne, jer zahteva kontekstualni pristup, demokratske kapacitete vlasti, kvalitetan menadžment uz kreiranje usluga prema potrebama konkretnih građana u datoj sredini -moći ćemo da sagledamo gradove kao pokretače razvoja i kreatore blagostanja. Ova analize je pokušaj da se identifikuje u kojoj meri Srbija kao tranziciona zemlja može od skandinavskih zemalja da nauči lekcije modernizacije upravljanja, demokratizacije čitavog sistema (decentralizacija i jačanje kapaciteta lokalnih vlasti), te smanjivanja korupcije i zloupotreba u javnoj sferi. U metodološkom smislu istražuje se analiza sistema, načina kreiranja i vođenja urbane politike u skandinavskim zemljama uz afirmaciju znanja (evidence based policy making) i profesionalizma. Studija slučaja grada Kopenhagena i iskustva drugih gradova ovog regiona omogućiće uvid u konkretne koristi ovakvog pristupa. Na toj osnovi će biti urađena komparacija sa ovim procesima u Srbiji, što nam omogućava da identifikujemo neophodne korekcije u našem sistemu. Neki od rezultata ovog rada su jasniji uvid u slabosti sistema u Srbiji, posebno u upravljanju gradovima, uvid u gubitke koristi koje donosi demokratski uređeno, decentralizovano društvo, moderno upravljanje, kreiranje politika zasnovano na dobrim podacima, te kreativno nalaženja rešenja za probleme. Može se zaključiti da reformske promene koje naše društvo ne sprovodi, već pred njima skoro dve decenije nemoćno stoji -ne traže velika materijalna ulaganja, već predstavljaju pre svega promenu vrednosti, promenu prioriteta i modela ponašanja.

сор Најдан Пашић обрадио у својој књизи Историјски пут комуне, и
то превасходно делом анализе посвећене изазовима развоја локалне
демократије у нашем друштву. Аутор је обрадио велики број питања:

локалне власти и напора да се друштво децентрализује и демократизује. Ово поређење нас наводи на веома интересантне закључке о способности преношења знања и учења из искустава у једном историјски

AB  - This article presents the way of creation of urban and spatial policy in Belgrade, the capital of
Serbia, as transitional society. This ambience characterizes insufficient normative regulation,
weak institutions, small transparency in decision making process, insufficient participation of
important professional subjects in big projects, corruption and ad hoc arrangements which
seriously favor private and group interests (income, profit) over public interests etc.
Text has three case studies: Belgrade Port is an example for misuse of privatization procedure
for getting valuable cities` lots and building land cheaply; Resettlement of wild Roma
settlements represents ad hoc project which "cleaned" vital city locations without plan, and with
jeopardizing elementary human rights of this ethnic group; and ambitions project Belgrade
Waterfront (redevelopment of Sava amphitheater) has been created as arrangement between top
Serbian leadership and foreign company, without including public and domestic experts and their
associations in this project. The most important missing factors are: project justification study,
"value for money" analysis, risk matrix, clear share of responsibilities for the risks between
partners, and guarantees given by private partner for protection of Belgrade concerning various
risks, absence of public competition, as well as absence of monitoring mechanisms for contract
implementation.

Gentrification as a global urban strategy - is there an alternative?

AB  - This article investigates if there is an alternative to gentrification as a global urban strategy and policy, which resettle poor population from their homes, in order to free space for building new, luxurious settlements for rich. Gentrification practice, strengthened by neo-liberal urban policy, has been implemented in cities worldwide, causing great spatial and social inequalities and injustice. City leaders often avoid the dialogue with local population causing protests, riots and even direct conflicts including violence. Nowadays, one can find worldwide a shameful practice of maltreatment of poor population, prosecuting them as criminals (revanchist urbanization). Research methods used in this paper are: analysis as description and explanation, contextual and qualitative analysis, comparison and case studies. The first part of the paper will include description of gentrification as a cause of great spatial and social problems, which is an indicator of authoritarian political culture. The second part of the paper, is dedicated to case studies of gentrification from two great world cities: London as European city, and Shanghai as an Asian, Chinese city, as a kind of contextual analysis. The third part of the paper and conclusion will analyze an alternative to this neoliberal urban policy basing on experiences of urban regeneration which totally exclude or decrease bad practice. In creating a city for people and not primarily for profit, urban leaders and planners should include citizens in creation of redevelopment projects and plans, asking for their participation, suggestions and final consent. These are good lessons for reaffirmation of open cities, just society and satisfied citizens.

Nowadays, one can find worldwide a shameful practice of maltreatment of poor population, prosecuting them as criminals (revanchist urbanization). Research methods used in this paper are: analysis as description and explanation, contextual and qualitative analysis, comparison and case studies. The first part of the paper will include description of gentrification as a cause of great spatial and social problems, which is an indicator of authoritarian political culture. The second part of the paper, is dedicated to case studies of gentrification from two great world cities: London as European city, and Shanghai as an Asian, Chinese city, as a kind of contextual analysis. The third part of the paper and conclusion will analyze an alternative to this neoliberal urban policy basing on experiences of urban regeneration which totally exclude or decrease bad practice. In creating a city for people and not primarily for profit, urban leaders and planners should include citizens in creation of redevelopment projects and plans, asking for their participation, suggestions and final consent. These are good lessons for reaffirmation of open cities, just society and satisfied citizens.",

AB  - Članak se bavi džentrifikacijom kao novom urbanom strategijom u globalizo-
vanom svetu i predstavlja deo urbanih studija. Koncept liberalne urbanizacije
povlađuje interesima profita i u procesima gradnje i razvoja grada ozbiljno potiskuje javni interes isključujući javni dijalog, te prerasta u revanšističku urbanizaciju koja potiskuje (a često i fizički raseljava) siromašne građane.
Cilj ovog članka je da opiše na koji način amalgam ekonomske krize i jačanja
autoritarne političke kulture zakonito podstiče džentrifikaciju, uzrokujući velike prostorne i socijalne nejednakosti i nepravde, kao i da ukaže na moguće
pravce promena i poboljšanja.
Koriste se metode opisa (prikaza stanja) i analize posledica džentrifikacije u nizu
zemalja zapadnog sveta (američki i evropski gradovi) uz komparacije i studije
slučaja (Los Anđeles, Berlin i Beograd).
Članak ukazuje na koristi od jačanja koncepta i prakse socijalnog urbanizma i
participacije građana u kreiranju i primeni urbanih politika i projekata.

AB  - This article focuses on various developmental strategies and practices in cities of Serbia. The biggest cities have the best potentials for economic development based on the available capacities and the largest market (economy of scope). In this paper we will also focus on Inđija, which although small in size is one of the LED leaders and innovators. The main research methods used in this paper are in-depth analysis and case studies. The first part of the study will briefly present Serbia as a political and economic society, with its potentials and limitations in political and economic reforms, focusing on the processes of decentralization, democratization, regionalization and modernization. The second part will identify capacities of local governments, and especially cities, for strategic planning, focusing on comparative advantages of their local economies at global or regional market, for creating an attractive ambient for investment, offering qualitative and efficient administration, creating integral and participative economic policy, capacity for evidence based policy making, benchmarking, branding cities, etc. Special attention will be dedicated to the use of LED instruments such as: regulation, the upgrade of quality of public services by IT instruments, privatization, PPP, industrial, technological, and scientific parks, incubator business centers, free trade zones, etc.
AB  - Članak se fokusira na različite razvojne strategije i prakse ekonomskog razvoja lokalnih vlasti (a pogotovu gradova) u Srbiji. Najveći gradovi imaju najbolje potencijale na osnovu kapaciteta i tržišta (ekonomija obima), ali šanse imaju i manji gradovi, te je u vidu studije slučaja posebno prikazana Inđija (manji grad) kao lider i inovator u oblasti LER. Osnovni istraživački metod će biti produbljene analize i studija slučaja. U prvom delu se kratko ukazuje na političko i ekonomsko uređenje Srbije i domete političkih i ekonomskih reformi uz fokusiranje na procese decentralizacije, demokratizacije, regionalizacije i modernizacije. Drugi deo identifikuje kapacitete lokalnih vlasti za strateško planiranje, za kreiranje atraktivnog ambijenta za investiranje, ponudu kvalitetne i efikasne administracije, kreiranje kvalitetnih baza podataka i integrativne i participativne ekonomske politike, uz analizu korišćenja instrumenata LER kao: regulacija, IT instrumenti (e-uprava), privatizacija, PPP, industrijski, tehnološki i naučni parkovi, inkubator biznis centri, te praksa korišćenja municipalnih obveznica.

AB  - The main goal of this article is to show how local ombudsmen in Serbia work. The article analysis data gained by available legal documents, as well as by empirical research conducted in November 2011. Text contains three parts: one is dedicated to the capacities of this institution, predominantly the office of local ombudsman; the second analyses the quality of ombudsman's work, as well as the quality of work of local government bodies, which this institution controls; the third one focuses on the relationship between ombudsmen on different levels of government (local, pokraina's and republic ombudsman), on the manner of ombudsman' capacity improvement and on the relationship with other local government bodies. The main instrument for measurement of the quality of ombudsman' work is usefulness of this institute to citizens, having in mind the protection of their rights and strengthening responsibility of government bodies as well as upgrading the quality of democratic culture.
AB  - Ovaj članak ima za cilj da prikaže na koji način funkcionišu lokalni ombudsmani u Srbiji. Članak analizira podatke do kojih se došlo kroz dostupne pravne izvore, kao i one do kojih se došlo empirijskim istraživanjem, sprovedenim tokom novembra 2011. godine. Tekst se sastoji iz tri celine: jedna je posvećena kapacitetima institucije, a pre svega službe (kancelarije) lokalnih ombudsmana; druga analizira kvalitet rada ombudsmana i kvalitet rada lokalnih organa vlasti koje ovaj organ kontroliše; treća se bavi odnosom između institucija ombudsmana na različitim nivoima vlasti (lokalnih, pokrajinskog i republičkog ombudsmana), načinom obogaćivanja kvaliteta rada ove institucije i odnosima sa drugim organima lokalne vlasti. AB  - In this paper author firstly explained the notion and significance of public politics, analysis process, instruments and types of public policies. Then the author analyzed some specific features of the approach in creation and realization of public policies, starting from the citizens up to the government, also analyzing contribution of these processes to social democratization along the way. Third part of the paper is a mini-study case of Serbia of today, encompassing the quality of overall system and institutional environment, the role of the administration and services in engagement of the citizens and some cases of good practices (the case of local government of Indjija) in the case of reformed local government administration and the system 48 in providing services to the citizens.
AB  - U ovom tekstu ću objasniti pojam i značaj javne politike, proces analize, instrumente i tipove javnih politika. Drugi deo analize je posvećen specifičnosti pristupa u kreiranju i realizaciji javnih politika od građana prema vlasti i doprinos ovih procesa demokratizaciji društva. Treći deo analize je mini studija slučaja Srbije koja obuhvata kvalitet ukupnog sistema i institucionalnog ambijenta, ulogu administracije i službi u uključivanju građana i primere dobre prakse (opština Inđija) koji se odnose na reformisanu opštinsku administraciju i na sistem 48 u pružanju usluga.
