Care Triangle or Care Diamond? The Case of Childcare and Eldercare in Serbia

AB  - Overall changes in political, social and economic spheres in Serbia, along
with ongoing demographic processes, have affected various policies and all
aspects of people’s lives, including system(s) of care. While care became an
important analytical concept and category of social policy analysis internationally,
it has not been systematically applied in the analysis of the Serbian
welfare state. Incorporation of care in welfare state analysis is much needed
as its organisation in the national context reveals a lot about the nature of the
welfare state, changes in its socio-institutional arrangements and, most importantly,
the effects of provision. This article thus aims to outline the evolution
of childcare and eldercare policies in Serbia over the last decade, employing
the concept of the care diamond developed by Shahra Razavi, which allows
examining the “architecture” through which the care is provided: families/
households, markets, the state and the voluntary sector. By analysing the prevalent
care policy “architecture” for children and the elderly in Serbia and the
roles of different sectors in that respect, as well as by identifying similarities
and differences in the provision of childcare and eldercare in the national
context, the article exposes developments and current state in childcare and
eldercare provision in Serbia. The analysis indicates the profound role of the
informal sphere in both care systems in Serbia, childcare and eldercare. Some
differences between the two care domains could also be noted. These relate to
the configuration of welfare sectors involved in care provision, revealing the
modified shape of the care diamond in the case of childcare. That is, while all
four sectors are involved in providing care in the case of eldercare forming
an eldercare diamond, this is not the case with childcare. In the latter case,
the voluntary, nonprofit sector does not exist as a care provider in Serbia,
with childcare “architecture” having a shape of a care triangle. In light of
this evidence, the role of families and the voluntary, nonprofit sector should
be taken into account in future planning and funding of policies as well as in
their implementation.

Pripovedanje u novinarstvu kao žanrovski postupak

AB  - U ovom radu su date definicije pripovedanja i novinarskog pripovedanja u naučnom diskursu, kao i distinkcija tih pojmova kada su u vezi sa medijima. Da bi se bliže odredilo pripovedanje u medijima, treba objasniti šta pripovedanje znači u drugim oblastima istraživanja. Najčešća upotreba tog pojma je u studijama književnosti i lingvistike, iako i pojedini autori iz tih oblasti ostavljaju otvorenom mogućnost da su njihove nauke postavile monopol nad pojmom pripovedanja, te da se istraživanje može proširiti na sve diskursne žanrove u kojima se ono odvija. Sredinom devedesetih godina, u profesionalnim novinarskim, a u protekloj deceniji i akademskim krugovima širom sveta, primećena je nova pojava u prikazivanju medijskih sadržaja: novinarsko pripovedanje. Na engleskom govornom području taj pojam se naziva „storytelling”, a
zajednička definicija sličnih pojmova bila bi – narativni diskurs. Pod tim pojmom podrazumevamo romantizovanu, umekšanu sliku važnih događaja i dešavanja o kojima mediji govore. U ovom radu je novinarsko pripovedanje prvi put definisano kao nefiktivni romantizovani novinarski diskurs. U ovoj definiciji je novinarsko pripovedanje nefiktivni diskurs jer, zbog prirode žurnalizma, informacije koje publika dobija jesu o stvarnom svetu, bez pretenzija da autor neku od njih predstavi kao zamišljenu, stvorenu ili subjektivnu – već, naprotiv, tvrdi se da pripoveda o stvarnosti, o onome što se zaista desilo. Žanrovske promene u novinarstvu od pripovedanja kratkih priča do faktografije i od faktografije do pripovednih vesti pokazuju da je novinarstvo stvaralačka profesija u diskurzivnom zapisivanju istorije.
AB  - In this paper, the definitions of storytelling and journalistic storytelling
are given in the scientific context, together with the distinction between these concepts in
relation to the media. In order to determine the narration in the media, it is necessary to
explain what narration means in other fields of research. The most common use of these
terms is in literary and linguistic studies, but even some authors in these fields believe it
is quite possible that their fields have set up a monopoly on the notion of narration, and
that research can be extended to all genres of reality in which it occurs. In the mid-nine-
ties of the 20th century and in the past decade, a new phenomenon in the presentation
of media content has emerged in the professional and academic circles around the world:
journalistic storytelling. The common definition of similar terms might be the narrative
discourse. Under this term, we mean a romanticized, soft image of important events that
the media are reporting about. In this paper, journalistic storytelling is defined for the
first time as a non-fictitious romanticized journalistic discourse. It is non-fictitious be-
cause it communicates information about the real world, without pretending to present
one of them as imaginary or created or subjective - on the contrary, it is claimed that
what is told is the reality. The genre changes in journalism, from the narration of short
stories to factography, and from factography to narrative news, show that journalism is
a creative profession in the discursive recording of history

AB  - This paper addresses the legacy of the First World War as a factor which determines foreign policy of the Republic of Serbia towards the Republic of Bulgaria. Findings of our analysis are showing that there are various material and non-material aspect of the First World War legacy, which are influencing Serbia’s foreign policy towards Bulgaria. As mate-rial determinants this paper extracts: a) Inter-state boundary; b) Bulgarian national minority. Non-material determinants addressed in this paper are: a) Serbian “stab in the back” perception; b) Bulgarian “Second national catastrophe” perception; c) Legacy of Bulgarian war crimes in the south and east of Serbia. This paper as well compares and categorizes the influence of the mentioned aspects on contemporary Serbian foreign policy towards Bulgaria.
