Competitive Authoritarianism and Populism in Serbia Under Vučić in Political Cartoons

AB - We explored links between competitive authoritarianism and populism in Serbia under Vučić via mixed
methods. We conducted a quantitative content analysis of 228 political cartoons (2013–2017) by Dušan
Petričić, a leading cartoonist and government critic, and qualitative visual and contextual analysis of
four cartoons that reflected key themes—media freedom violations, unfair political competition, and
populist and abusive rule. We found that populism appeared as the ‘soft’ face of competitive
authoritarianism, tolerable to domestic audiences and acceptable to influential international actors
because of its reliance on more informal and sophisticated and less repressive forms of authoritarian
manipulation.

AB - Studies suggest that, at the routine level, news beats function as unique “microcultures.”
Exploring this “particularist” approach in news content, we compare how
the interventionist, watchdog, loyal, service, infotainment, and civic roles materialize
across 11 thematic news beats and analyze the moderating effect of platforms,
ownership, and levels of political freedom on journalistic role performance in hard
and soft news. Based on the second wave of the Journalistic Role Performance (JRP)
project, this article reports the findings of a content analysis of 148,474 news items
from 37 countries. Our results reveal the transversality of interventionism, the
strong associations of some topics and roles, and the limited reach of news beat
particularism in the face of moderating variables.

u slučajevima digitalnog nasilja, novinari i novinarke razvijaju specifične mehanizme samozaštite.
U prvom delu rada, analiziramo medijski kontekst, dok u drugom delu rada izlažemo
metodološki dizajn sprovedenog istraživanja. U trećem delu rada predstavljamo podatke iz
kvantitatvne studije, dok u četvrtom delu rada predstavljamo uvide iz kvalitativne studije,
odnosno intervjua sa novinarima i novinarkama.
AB - In this paper, we present the results and insights from quantitative and qualitative research
with journalists in the Republic of Serbia about the digital violence they are exposed to. The
research question that we are trying to answer relates to how digital violence is answered
and reacted at the personal-professional level of an individual journalist, and how the system, both media and legal-institutional, reacts to digital violence and endangering safety
of journalists. The hypothesis of our work is that due to the lack of adequate institutional
support in cases of digital violence, journalists develop specific self-protection mechanisms.
In the first part of the paper, we analyze the media context, while in the second part we
present the methodological design of the conducted research. In the third part of the paper,
we analyze data from the quantitative study, while in the fourth part we present insights from
the qualitative research, interviews with journalists.

Digital transformation of journalism and media in Serbia: What has gone wrong?

AB - The aim of this paper is to sketch a brief history of complex digital transformation of
media and journalism in the context of Serbia, a European country which has undergone
politically turbulent transition from authoritarian to democratic rule over the past
20 years. Despite the long process of the EU integration, the country has been recently
downgraded to a partly free hybrid regime with rapid decline of press freedom, high
political and media polarization and raising political and economic instrumentalization of
media. Against this background, the paper problematizes how the main structural
transformations of the media environment, such as the transition from state to public
broadcasting, the introduction of new media laws and the lengthy process of media
privatization intersected and influenced different phases and outcomes of the digital
transformation of journalism and news media in the country. Unlike the digital journalism
development in established democracies of the West, the real systemic change and
adaptation of Serbia’s media market to easy-to-use technologies, newsrooms convergence,
profitable content and participatory journalism has been largely limited and
overpowered by the interplay between the state and the media over the past two
decades.

Pogled odozgo: vizuelno predstavljanje građana Srbije na Instagram profilu predsednika Aleksandra Vučića

Krstić, Aleksandra

(Udruženje za političke nauke Srbije : Beograd, 2022)

TY - JOUR
AU - Krstić, Aleksandra
PY - 2022
UR - http://rfpn.fpn.bg.ac.rs/handle/123456789/913
AB - Veliki broj političara koristi vizuelni medijski sadržaj za potrebe lične promocije,
predizbornih kampanja i za komunikaciju sa biračima. Pored televizijskih
snimaka i fotografija u štampanim medijima, političari sve više koriste
vizuelno-centrične digitalne platforme, poput Instagrama, Jutjuba, Snepčeta
i TikToka, kako bi doprli do šire javnosti i obezbedili veću podršku. Jedan
distancirani predsednici, premijeri i drugi političari sve „običniji” i bliži
Instagram profil @buducnostsrbijeav poslednjih godina postao važan

a istovremeno šalje određene političke poruke.
AB - A large number of politicians often use visual media content for promotion, cam-
paigning and communication with citizens. Alongside traditional visual con-
tent, such as TV newscasts and images in print media, visual digital platforms
and social media have become popular avenues for politicians to reach the au-
dience and garner support. Some of them regularly use Instagram as a growing
platform in recent years, which has contributed to political hyper-individualiza-
tion and made “distanced” presidents, prime ministers and other political lead-
ers more “ordinary” and closer to citizens. The Instagram account of Aleksandar
Vučić, Serbia’s president, has become highly popular in recent years and high-
ly relevant source of information for the mainstream media in Serbia, including
the Public Broadcasting Service RTS. Against this background, this paper exam-
ines how Serbia’s citizens have been visually represented on the president’s In-
stagram. For that purpose, quantitative and qualitative content analysis of pho-
tographs and videos published in 2019 and 2021 has been conducted. The study
identifies the main visual frames in which the citizens of Serbia appear on this
profile and discusses the leading visual strategies of Vučić’s interaction with the
people in general and with specific social and professional groups

AB - Istraživanja medijskog predstavljanja izbeglica i migranata
Bliskog istoka zbog rata izbeglo nekoliko miliona ljudi.
medijima. Manji broj istraživanja uzima u obzir i vizuelni medijski sadržaj,
migrantima i izbeglicama.
2015. do 2020. godine. Metodološki dizajn istraživanja, zasnovan na kvantitativnoj
i kvalitativnoj analizi 469 fotografija, obuhvata denotativni, stilsko-semiotički
i konotativni nivo vizuelnog medijskog uokvirivanja (Rodriguez and Dimitrova,
2011), kao i hronološki pregled dominantnih medijskih okvira i tehnika vizuelnog
predstavljanja migranata u najčitanijim medijima u Srbiji.
AB - The research of media presentation of migrants and refugees has been intensified in recent years, especially after 2015 when several million people fled their homes from the war zones in the Middle East and Africa. Contemporary scholarship focusing on journalistic and media reporting on migrant crisis has been mainly researching Western European and the US media context, as well as verbal media narratives of print media outlets. Only a small number of papers examines visual media content, which can have a significant impact on citizens’ perceptions about migrants and refugees. In Serbia, a country situated on “the Balkans route” and which more than a million people from Middle East and Africa had crossed since 2015, visual depiction of migrants and refugees has been rarely researched. Against this background, the paper is based on media framing theory and examines visual framing of migrants and refugees in nine print and online media in Serbia from 2015 until 2020. Methodologically, the paper builds on mixed method research of 469 images analyzed within the denotative, stylistic-semiotic and connotative level of visual media framing (Rodriguez and Dimitrova, 2011), including the timeline analysis of dominant visual media frames and presentation techniques of migrants and refugees in the relevant media outlets in Serbia.

AB - Contemporary research on media reporting about migrants and refugees has
been intensified since the 2015 European migrant crisis. However, only a limited number
of authors focus on the visual representation of female migrants, which has been recog-
nised to lead to more positive citizens’ perceptions and the development of the “culture of
hospitality” (Bleiker et al., 2014). The main objective of this paper is to identify dominant
visual frame in which female migrants appear in the Serbian print and online media. The
mixed-method analysis of 54 images captured from 2015 until 2020 is based on the theo-
retical concept of visual media frames. The main results show that female migrants have
been dominantly visually represented as a threat to border security and public health and
that they are usually captured in long shots, deprived of identity and voice in the overall
media coverage.

AB - We explored links between competitive authoritarianism and populism in Serbia under Vučić via mixed methods. We conducted a quantitative content analysis of 228 political cartoons (2013–2017) by Dušan Petričić, a leading cartoonist and government critic, and qualitative visual and contextual analysis of four cartoons that reflected key themes—media freedom violations, unfair political competition, and populist and abusive rule. We found that populism appeared as the ‘soft’ face of competitive authoritarianism, tolerable to domestic audiences and acceptable to influential international actors because of its reliance on more informal and sophisticated and less repressive forms of authoritarian manipulation.

Visualising the politics of appearance in times of democratisation: An analysis of the 2010 Belgrade Pride Parade television coverage

AB - The 2010 Belgrade Pride Parade represents a critical moment in the story of Serbia's democratisation process and highlights the threat that right-wing extremism poses to democratic rights and personal freedoms. Through a focus on patterns of visibility and visuality in the coverage of different protagonists in the streets of Belgrade, we explore the ways in which distinct communities perform their affinities, their right to be seen in public spaces, and rejection of 'the other'. We conduct a visual framing analysis across four news programmes (RTS, Prva TV, TV B92 and Pink TV), emphasising the stylistic-semiotic choices which work to construct the contested spaces of the city. In shifting attention to how the news images work to create the spaces of political 'appearance' and the potentials for political agency through mediated visibility, the article explores the uneasy ambivalence of the democratisation process for authorities and the resulting marginalisation of the lesbian, gay, bisexual and transgender community in news coverage.

Visual metaphor and authoritarianism in Serbian political cartoons

AB - This article examines how political cartoons reflected and mobilized resistance to growing authoritarianism and the personalization of power in contemporary Serbia. The focus is on the work of Dusan Petricic, the most influential political cartoonist in Serbia, which was published in daily Politika and weekly NIN between 2012 and 2017. Petricic's cartoons offer interesting insights into a dramatic decline of press freedom and the rise of authoritarian personalist rule in terms of both their content and political impact. The authors draw on quantitative content analysis and qualitative multimodal analysis to examine the key representational and stylistic features of Petricic's cartoons, both as a way to understand the relationship between his aesthetics and his political statements, and in order to critically assess some of the ways in which democratization conflicts may be expressed visually. Their analysis also draws on evidence from an in-depth interview with the author. In combining a systematic analysis of key visual patterns across a sample of cartoons with a comprehensive evaluation of how both visual and linguistic features work together to promote anti-authoritarian ideals and resistance, the article offers a framework to understand the political import of aesthetics in Serbia's democratization process.

AB - The paper examines key theoretical approaches that study the EU representa-
tion in the media and that are present in the contemporary academic re-
searches. The main theoretical concepts and analyses of the media reporting
on the relevant EU issues in the EU member states and outside the EU have
been identified. Looking into the most relevant and contemporary academic
literature, the paper aims to explain how academic research has contributed
to better understanding of the media representation of the EU, the relation-
ship between the EU institutions and journalists, as well as the media effects
related to citizens’ perceptions of the European Union.

AB - Jedan od pokazatelja demokratizacije medija i politike u Srbiji jeste uvođenje prvih organizovanih TV duela predsedničkih kandidata i TV debata pred- stavnika stranaka uoči parlamentarnih izbora. Ovi medijski događaji u Srbiji su posle 2000. godine imali značajnu ulogu u unapređenju kulture dijaloga, obezbeđivanju kvalitetnije izborne komunikacije i promociji različitih političkih pozicija i kandidata.
AB - Television debates between candidates for Serbia’s president are significant
in election campaigns around the world, and particularly in the context of media and poli-
tical democratization. Presidential and parliamentary TV debates have played an important
role in the development of political communication and the establishment of a dialogue
between different political options and candidates in the last twenty years in Serbia. This
paper examines presidential TV debates from the beginning of democratic transition of
Serbia, namely the debates organized in the eve of presidential elections in 2002, between
Vojislav Koštunica and Miroljub Labus, and in 2004, 2008 and 2012 between Tomislav
Nikolić and Boris Tadić. The content, organization and the role of TV debates in media and
political context of Serbia are discussed from the point of view of media, since the mode-
rators of the analysed TV debates have been interviewed for the purposes of this paper.

AB - The populism has been a prominent topic in academic community quite some time and even proclaimed one of the most contentious issues in political sciences, but scholars have applied populist perspective on party performance in Serbia quite rare. The aim of this paper
is to deepen our understanding of populism in the post-communist context by examining the quantity and quality of populism manifested in the mainstream political discourse in Serbia.
Although populism is polyvalent concept, this paper argues that significant consistency around dimensions of populism can be identified. Therefore, based on literature review the most common dimensions of populism were abstracted and integrated into the analytical matrix of this research: 1) people centrism 2) anti elitism 3) language style 4) crisis discourse and 5) exclusionism. Following outlined dimensions of populism, quantitative and qualitative content analysis of the
electorate TV debates during 2014 parliamentary elections was done.
The results reveal the character of centrist populism: populist elements were almost equally dispersed across four out of five dimensions in the discourse of all political parties. Without excluding any group from the people, mainstream parties construct the people as wise diagnosticians of “societal illnesses” and blame each other for inability to implement popular wisdom to solve the systemic societal crisis.

Communicating power and resistance in democratic decline: the 2015 smear campaign against Serbia’s ombudsman

AB - The chapter explores diverging implications of global democratic decline for public communication in new and old democracies. It draws on empirical evidence from a government-sponsored smear campaign against Serbia’s ombudsman between January and May 2015, including data from quantitative and qualitative analyses of print and electronic media and of Twitter content and from semi-structured interviews with key political, civil society and media actors. The analyses of the main arenas of conflict showed the prevalence of emotions and personal beliefs, as opposed to evidence, in public debates, just like in old democracies. It also revealed, however, a much broader repertoire of strategic deception and authoritarian manipulation, which resulted in sharp polarization in public discourse, systematic violations of press freedom and political competition, and a sharply declining quality of journalism.

štavanju o važnim političkim i društvenim sukobima, šta smatraju etičkim izve-
AB - This paper examines how ethical values and ethical code of conduct are interpreted and practiced by professional journalists reporting on non-violent
democratization conflicts in Serbia. Building on theoretical concepts which
approach to journalism ethics from normative, organizational and individual
level, this study shows how journalists perceive ethical reporting of democratization conflicts, which ethical dilemmas they have faced and how those challenges influenced overall media coverage. Empirically, this paper draws on indepth interviews with 28 journalists working in national news organizations
and four conflict cases in Serbia’s democratization between 2001 and 2015

AB - In this article, we use the hierarchy-of-influences model as a framework for examining the ways
in which media owners, managers and journalists perceive the influence exerted on their work
during 12-year democratic transition in Serbia. We aim to explain how factors perceived as
influential at the highest system level gradually transfer and relate to the factors on the subsumed
levels. Using the concepts such as corruption and the culture of corruption to interpret hierarchy
between different levels of influence on transitional journalism, we argue that coupling extramedia
actors at the system level can be considered corruption – understood as abuse of power
for personal gain or benefit of the aligned group – which translates to all other levels of influence

Visual framing of the protest Against the dictatorship

AB - This paper builds on the framing theory and its paradigm related to media coverage of protests. Protests are considered as multidimensional phenomena with important visual manifestations both at the time they take place and in later treatment in the media. The aim of this research was to contribute to understanding of visual framing of protests in Serbian media. For that purpose, we analyzed "Against the Dictatorship" protest held after presidential elections in 2017. Our analysis was focused on TV news aired on RTS1, B92, Pink and N1, photographs published in print outlets Kurir, Informer, Vecernje novosti, Politika and Danas, and photos from Web sites blic.rs and telegraf.rs. The method of content analysis was used to examine the representation of visual frames of violence, performance, legitimization and delegitimization, and social semiotics to analyze the content of frames. Results of our study show that the mediascape in Serbia is divided between outlets which positively represent protests and others which frequently use negative frames of violence and delegitimization. More than other frames, visual performance is linked with newsrooms' work routines and focuses on the visual attractiveness of the event, while legitimization and delegitimization frames reflect political bias and editorial policies of certain media outlets.
Analizom je obuhvaćeno izveštavanje televizija RTS 1, B92, Pink i N1, štampanih izdanja Kurira, Informera, Večernjih novosti, Politike i Danasa, i sajtova Blic.rs, Telegraf.rs.

Augmented and virtual reality in the media: Questioning the concept of 'immersive' journalism

AB - This article questions and analyzes the concept of 'immersive' journalism, which has emerged from advanced technologies of augmented and virtual reality and which has already been changing the role of the media, journalism and audiences' experiences. Developed and applied in media and tech companies in the Western countries, this form of journalism represents one of the growing business models used by companies oriented towards improving and developing social networks, mobile platforms and multimedia online portals. Immersion of the audience into journalistic stories, which are upgraded by AR and VR technologies, represents the key change of our understanding, analyzing and representing the reality, and at the same time brings into question ethical and professional journalistic standards. Built on the growing body of academic scholarship and contemporary research in the field, this article critically examines the concept 'immersive' journalism and looks into relevant aspects of its theoretical foundations and practical implementation in the media industry and the university education of journalists.
Medijske priče, nadograđene tehnološkim inovacijama augmentovane i virtuelne stvarnosti, treba da izazovu dublju uronjenost publike u takve sadržaje i ponude sasvim nova iskustva.

abstract = "U ovom radu se analizira koncept „imerzivnog“ novinarstva koji, na osnovu upotrebe tehnologija augmentovane i virtuelne stvarnosti, menja uloge novinara, tržište medija i iskustva publike. Medijske priče, nadograđene tehnološkim inovacijama augmentovane i virtuelne stvarnosti, treba da izazovu dublju uronjenost publike u takve sadržaje i ponude sasvim nova iskustva.
which has emerged from advanced technologies of augmented and virtual reality and which
has already been changing the role of the media, journalism and audiences’ experiences.
Developed and applied in media and tech companies in the Western countries, this form of
journalism represents one of the growing business models used by companies oriented towards improving and developing social networks, mobile platforms and multimedia online
portals. Immersion of the audience into journalistic stories, which are upgraded by AR and
VR technologies, represents the key change of our understanding, analyzing and representing
the reality, and at the same time brings into question ethical and professional journalistic
standards. Built on the growing body of academic scholarship and contemporary research in
the field, this article critically examines the concept “immersive” journalism and looks into
relevant aspects of its theoretical foundations and practical implementation in the media
industry and the university education of journalists.",

AB - Currently, there is clear need for traditional journalism to redefine itself. The intention of this article is to portray the voices of future journalists in this quest. Therefore, Belgrade University journalism students were assigned to write down their contemplations about the journalism of tomorrow in essayistic form. In order to systematize their narratives, three theoretical understandings of journalism are introduced based on a literature review: journalism as a societal system, profession and culture. The essays were analyzed using quantitative and qualitative content and critical discourse analyses. The students' anticipated changes in journalism understood as a system, profession and culture are discussed, with a special focus on language, in order to deconstruct how students evaluate the future of journalism. Furthermore, the article shows how students perceive their role in redefining journalism.
